The Purchase Card Program Analysts are responsible for reviewing 100% of NIH's purchase card transactions on a regular basis. Annually the Analyst will participate and execute a more detailed cardholders (CHs) and card approving officials (CAOs) on 10% of the CHs and CAOs transactions within a three (3) month time period. Through data mining the Purchase Card Program Analyst (Analyst) is responsible to determine by a Targeted Review Method and an On-Site Review Method those transactions that require further review due to inconsistencies or non-compliance in the transactions involved or the execution of the approval process.
The major tasks for the Analyst Target Review Method are:
• Data Mining and Analysis: The analyst is responsible for obtaining the monthly cycle transaction data from NIH and uploading, processing, and storing the purchase card data in a secure room on a dedicated server. The analyst determines that the data file received from NIH is complete and reconciles, summarizes, and analyzes the transactional data using proprietary NIH business rules.
• Transactional Review and Follow-up: The Analyst determines those transactions requiring further review and request documentation that supports each transaction in question from the cardholder.
• Conduct Review: The contractor is responsible for reviewing the supporting documentation and determining if it is sufficient to support the transaction. The contractor will document any instances of non-compliance.
• Finalize Review: The contractor is responsible for preparing and sending a standard letter describing all instances of non-compliance based on information obtained during the transactional review. The contractor will be responsible for issuing all review reports within 30 calendar days from date of receipt of all requested documents from CH/CAO.
The major tasks for the Analyst in the On-Site Review Method (annual review on 10% of the CHs and COAs) are:
- Selection/Scheduling of Compliance Reviews: Participate in developing a schedule for compliance reviews.
- Conduct IC Entrance Conference: Participate in discussing the upcoming reviews within the IC and address any know concerns with the respective IC.

Qualifications
The Purchase Card Program Analyst must possess a Bachelors Degree in a business or technical field and have 5 years of related procurement or finance experience with at least two years experience in the purchase card work execution, management and/or oversight area relevant to the job functions described for this position.
The Analyst must have strong analytical, compliance assessment, teamwork, and written and oral communications skills and be able to self perform at a high level.

Job Description
BryceTech is currently looking for a Program Analyst III. This position will be supporting Joint Program Executive Office for Chemical, Biological Radiological Nuclear Defense (JPEO CBRND) - Joint Project Manager. This role will provide vital support that improves organizational programs by analyzing data, identifying inefficiencies, and recommending strategic solutions to enhance performance and compliance.
The Person in this role will:
Support the Operations team by managing the daily receipt, storage, and distribution of all accountable Government Furnished Equipment (GFE).
Duties shall include receiving and inspecting incoming shipments, updating inventory records, stocking supply rooms, and fulfilling supply requests for multiple JPEO CBRN Medical facilities.
Document all Government Furnished Equipment (GFE) issuance and turn-in using approved DD and DA Forms.
Perform record keeping associated with issuance and turn-in of GFE.
Assist the Operations Director with office supply planning and forecasting.
Coordinate property inventories, transportation, and packaging of equipment as needed.
Review and revise the issue, loan, receipt, and turn-in documentation (i.e., DD Forms 250s, 1348-1A, 2062s and 3161s) for property accountability.
Coordinate and dispose of non-mission capable and past lifecycle equipment as applicable for assigned programs.
Possess the ability to communicate effectively, both orally and in writing, among a variety of audiences.
Communicate property issues, concerns, and information to leadership.
Assist the security analysis manager with the access control programs for CBRN Medical
Assist the Security Analysis Officer with the planning and execution of security related tasks as needed.
Serve as the assistant Key Control Custodian
Assist the Security Analysis Officer with SIPRNET walkthroughs and training with new personnel or those who require remedial training.
Assist the Security Analysis Officer in organizing and securing safes. Periodically change combinations on SIPRNET rooms and safes when required.
Receive debriefs at the Secret level on Biannual Threat Briefs and be able to assist on course of action development in support of IPT's.
Qualifications
Active DoW Secret clearance or above
Possess at least three (3) years of experience in project management, DoD acquisition, or another related subject of comparable complexity and responsibility.
Familiarity with Army Property Book regulations and standards
Possess at least three (3) years of comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, Project and Word.

ProSidian Seeks a Junior Data Analyst (Contract Contingent) in Rockville, MD to support an engagement for an independent agency of the United States Federal Govt. that supports health services research initiatives that seek to improve the quality of health care in America. The agency's mission is to produce evidence to make health care safer, higher quality, more accessible, equitable, and affordable. The agency works to fulfill its mission by conducting research and provides information on a number of critical issues related to healthcare and quality which are of particular interest to government agencies, legislative bodies, health policy makers and other health professionals. The research is primarily based on the Medical Expenditure Panel Survey (MEPS) and the Healthcare Cost and Utilization Project (HCUP).
The ProSidian Engagement Team Members work to will assist in Administrative, Database The Agency's Data Center Tasks and Services, Website Management, Workshops, Technical Support, and other optional tasks. These services will include, but are not limited to, cataloguing data files and software, hardware and server monitoring, quality management, quality assurance review, preparing monthly progress and summary cost reports, conduct monthly meetings with the agency, provide confidential storage for all electronic files, statistical analysis services using the Medical Expenditure Panel Survey (MEPS) and the Healthcare Cost and Utilization Project (HCUP), create public use files, provide onsite support for the Agency's Data Center, and maintain and manage MEPS and HCUPnet websites.
Junior Data Analyst Candidates shall work to support requirements for Other Logistical Support As Needed and maintain, store, catalogue, document, edit, and update files for the agency's database.
The Junior Data Analyst will assist the Senior Data Analyst in providing statistical analysis services using MEPS and HCUP data using econometric and statistical techniques used with a variety of large data sources including national surveys, discharge and claims database. The Junior Data Analyst will support the Senior Programmer Analyst, Junior Programmer Analyst(s), and the Senior Data Analyst in other tasks that may include data management, software management, data security, web publications, onsite technical support, and support for workshops and conferences.
Qualifications
The Junior Data Analyst shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.
