Stevens Engineers & Constructors has an excellent opportunity for an experienced and highly motivated Payroll Specialist to become a member of the Cleveland Payroll Team. This individual will be responsible for ensuring accurate and timely processing of payroll information. The ideal candidate will be results driven, have a client focus approach and will work well independently and as part of the project team.
Essential Duties & Responsibilities
Process weekly payroll transactions for union employees.
Process payroll information (e.g., new hires, re-hires, layoffs, address changes, changes to tax withholdings, etc.).
Process time and equipment adjustments.
Uploading and processing of daily field timesheets (responsibility of Payroll Generalist if applicable).
Provide assistance to Payroll Specialists in other divisions.
Maintain accurate records and prepare reports as needed.
Resolve issues and answer payroll-related questions.
Assist in obtaining updated rate sheets and reporting forms from locals.
Assemble and provide new hire packets for job sites (responsibility of Payroll Generalist if applicable).
E-Verify all new employees and re-hires (responsibility of Payroll Generalist if applicable).
Collect and file new hire documents (responsibility of Payroll Generalist if applicable).
Assist Payroll Manager in audits throughout the year as needed.
Ensure compliance with relevant laws and internal policies.
Keep current with union labor agreement, rates, and State and Federal basic labor laws.
Maintaining confidential information by adhering to legal and ethical standards.
Required Skills

What You'll Do:
This person provides payroll support for all manufacturing facilities in North America, as part of the North America Leveraged Services team.
What We're Looking For:
* Responsible for quality customer service, operational efficiency, continuous improvement of processes related to payrolladministration.

* Process manual checks/wires for CA, TX & MA terminations.
* Review of Taxable Gross Wages - monthly review/reconciliation with ADP, quarterly reconciliation to prelim W2's and year end processing .
* Monitoring and processing of Union Dues payments, additional deductions, and garnishments.
* Maintenance of biweekly payroll process, trainings and building procedures.
Skills That Make a Difference:
* High school diploma, GED or equivalent required. Advanced degree in Human Resources, Business Administration or related, preferred.
* 10+ years of professional level Payroll experience, including at least 3 years multi-state payroll production experience
* Experience in managing PayrollAdministration working with third party provider (ADP preferred)
* Experience managing processes related to Payroll, Benefits, and Compensation operations and administration.
* Experience with HR and/or other systems (i.e., SAP-HCM, ADP, etc.)
* Experience improving processes and procedures.
* American Payroll Association Certification highly desired (FPC or CPP)

Position Summary
The Payroll Analyst supports a centralized Shared Services payroll function processing weekly, bi-weekly, and monthly payrolls in ADP Workforce Now (WFN). This role has a heavy focus on Davis-Bacon/prevailing wage compliance and certified payroll reporting, supporting multiple projects, states, and customer requirements. Key Responsibilities
Certified Payroll / Prevailing Wage (Primary Focus)
Calculate and validate prevailing wage and Davis-Bacon requirements by job, county, and classification, including fringe benefits, cash-in-lieu, and applicable overtime.
Prepare, review, and submit certified payroll reports (WH-347 and/or customer/agency formats) accurately and on time.
Audit timecards and supporting documentation for compliance (proper classification, hours by job/site, pay codes, fringes, deductions, apprentices/trainees rules when applicable).
Reconcile certified payroll reports to payroll registers and job-cost/labor distribution, researching discrepancies and driving corrections before submission.
Maintain certified payroll documentation and audit trails (rate determinations, fringe calculations, authorized deductions, benefit support) for internal and external audits.
Respond to compliance requests from customers, general contractors, and government agencies; support reviews, investigations, and audit remediation.
Payroll Processing (Weekly / Bi-weekly / Monthly) - ADP WFN
Support end-to-end payroll processing in ADP Workforce Now across multiple pay groups and schedules (weekly, bi-weekly, monthly).
Enter and validate payroll inputs including time adjustments, special earnings, retro calculations, deductions, and garnishments.
Execute payroll audits (earnings, hours, OT, fringes, taxes, deductions) and resolve exceptions prior to finalization.
Partner with HR to ensure employee master data is accurate (new hires, terminations, transfers, pay rate changes, job changes, location changes).
Assist with payroll reconciliations and reporting to Finance/Accounting, including labor allocations and GL-supporting details as needed.
Multi-State Compliance & Controls
Support multi-state payroll compliance, including work location and taxation considerations.
Ensure payroll adjustments follow internal controls and documentation standards; maintain confidentiality and audit readiness.
Contribute to continuous improvement by identifying recurring issues and proposing process fixes and automation opportunities.
Growth & Acquisitions Support
Support the payroll integration of newly acquired businesses into Shared Services standards and ADP WFN processes.
Help document and maintain SOPs, checklists, and training materials for payroll processing and certified payroll workflows.
Participate in system testing, new pay group setup, and validation during transitions.
Competencies

Associates degree with an emphasis in Accounting preferred, or related experience
Minimum 1-3 years' experience in accounting and/or payroll, prior work in construction or job cost accounting a plus
Experience with processing union-based payroll and certified payroll reporting a plus
Accounting software knowledge - Viewpoint Spectrum, Traqspera, HCSS HeavyJob or Equipment 360 knowledge a plus
Proficient with MS Office Suite - Advanced knowledge of Excel (Vlookups, formulas, etc.)
Must be able to communicate effectively and professionally (both verbal and written) with internal staff and employees
Able to multi-task in a fast pace, demanding work environment
Must have strong organizational skills to handle the variety of tasks assigned
Prioritizes own responsibilities with the ability to multitask
Must always exhibit a positive attitude and be a quick learner with a thirst for knowledge

Job Description
The Payroll & Benefits Coordinator administers the activities relating to payroll and benefits, ensuring employees are compensated correctly and timely and benefits are applied in accordance with policy. This position performs a variety of tasks under general supervision.
Essential Duties:
Safeguards assets by steadfast adherence to internal controls, policies, and procedures
Performs all tasks necessary to process payroll for all employees, inclusive of tabulation of time and attendance, to the production of pay stubs
Educates and assists employees with completion of necessary payroll & benefit forms
Conducts onboarding & off-boarding of benefits with all employees
Maintains the payroll and benefit information system
Coordinates the annual healthcare open enrollment process
Serves as liaison to third-party benefit administrators
Prepares remittances to third parties for employee withholdings and deductions
Prepares and submits reports, as required by law, such as garnishments, taxes, workers' compensation, EEOC, and unemployment
Communicates enrollment and termination of employees to third-party benefit administrators
Responds to employment verification requests
Prepares/posts standard general ledger journal entries relating to payroll & benefits
Works in accordance with the Chief Human Resource Officer on matters relating to payroll & benefits
Administers and issues the Ohio Work Study Permit program for students
Coordinates payroll & benefit data for the annual State Mandated Service Report
Participates in the annual financial audit
Serves as a resource to the Academy's faculty & staff
Performs other related duties as assigned
