MISSION
Responsible for the quality control function for the plant. Provides supervision for the Laboratory personnel to ensure quality standards are met in a safe and cost-effective manner. Oversees testing methodologies and provides feedback to various departments to increase production quality. Ensure that safe work practices are implemented and followed in compliance with Corporate Safety policies and State and Federal Regulations.
KEY ACCOUNTABILITIES
Manage the quality control function of the plant to ensure the product meets specifications and customer satisfaction.
Responsible for the direct supervision of employees and activities in the Quality Control Department.
Determines laboratory strategy to align with plant and company goals and objectives for product quality.
Serves as the plant technical expert on cement quality.
Provides training and support to lab personnel in the performance of their duties.
Ensures the accuracy of lab equipment including its utilization and results. Provides technical expertise to Maintain, calibrate and optimize the lab XRF to insure accurate and precise analysis of all materials.
Develops new standards and upgrades calibrations as required.
Monitors quality from the quarry through raw grinding, burning, cement grinding, and shipping areas of the plant. Uses statistical methods to track quality.
Collaborates with Production Management to address concerns and make recommendations for improvements both proactively and reactively.
Responsible for maintaining up to date quality control records.
Responsible for preparing/signing letters of certification and mill test reports.
Serve as the liaison with other departments in adjusting and setting internal set points for process operations to maximize product quality.
Maintains up to date knowledge of lab equipment/systems.
Maintains up to date knowledge of normative and standards.
Drives project of possible/necessary new equipment in collaboration with Senior Quality Control Manager and HTC.
Provides positive work environment for staff to maximize their personal and organizational potential.
Ensure compliance requirements are met through organizational and procedural measures including implementation of Group guidelines, performing trainings, monitoring compliance etc.
Proactively manage health & safety of employees to continuously improve the company's health & safety performance.
Develops and improves products to increase customer satisfaction.
Evaluates potential beneficial use of raw materials for possible use in cement manufacturing process.
MINIMUM REQUIREMENTS
EDUCATION: Four-year degree in Chemistry, Engineering, or similar technical degree.
EXPERIENCE: Minimum of five years' experience in cement industry required quality control supervision desired.
SPECIFIC KNOWLEDGE: Thorough understanding of cement chemistry, X-ray, and advanced chemical, physical and microscopic analytical and testing procedures; Knowledgeable in the following analytical methods: XRF, Spectrophotometry, wet chemical methods, physical testing, and clinker/cement microscopy. Knowledge of City, State & Federal statutes and regulations pertaining to Environmental compliance and Safety
BUSINESS UDERSTANDING: In-depth knowledge of relevant ASTM specifications and procedures.
OTHER: Excellent interpersonal, oral and written communications skills; Proficient computer skills and familiarity with Window Microsoft Office and SAP preferred; Ability to work as a member of a team in a Total Quality environment.

Investigate and report all incidents, near-misses, and property damage in accordance with AR 385-40 and Fort Cavazos safety regulations.
Maintain current knowledge of applicable environmental, safety, and health standards, including AR 385-10, 29 CFR 1910, and FC 420-1.
Coordinate with the Contracting Officer s Representative (COR) and Directorate of Public Works (DPW) Environmental Division to ensure compliance with Fort Cavazos Environmental Management System (EMS).
Verify completion of all required employee training (Anti-Terrorism Level I, iWATCH, OPSEC, and site-specific safety training).
Support and advise project leadership on risk mitigation, quality assurance, and environmental control measures.
Qualifications:
Minimum three (3) years of relevant experience in quality control and safety management for facilities, mechanical systems, or construction projects.
Must possess current EM 385-1-1 Level 1 Competent Person (SSHO) qualification.

Job Summary:
The Quality Control Manager will lead quality assurance and control at the McGregor, TX fabrication facility, ensuring structural steel, PEMB, and cladding products meet rigorous standards. This role involves collaborating with production teams, other company facilities, and outsourcing partners to support high\-quality, scalable operations. Responsibilities:
Lead and develop the Quality Assurance team, providing training, performance evaluations, and fostering a culture of precision, safety, and continuous improvement as production and product offerings scale.
Oversee quality dossier management and ensure full traceability of materials, processes, and finished products, maintaining detailed documentation of inspections, non\-conformities, and corrective actions.
Manage materials reception processes, verifying specifications, dimensions, surface quality, and certificates, while addressing non\-conformities to uphold standards.
Conduct and supervise internal inspections, including dimensional control, visual inspections, and non\-destructive testing (NDT) such as magnetic particle (MP) and ultrasonic testing (UT), ensuring compliance with client and industry requirements.
Coordinate with production, engineering, logistics, and outsourcing partners (including occasional travel) to align quality standards, share best practices, and integrate quality checks into fabrication workflows.
Contract and schedule third\-party vendors for in\-shop and in\-field quality assessments, ensuring timely and effective support for production needs.
Track and report on key performance indicators (e.g., defect rates, inspection pass rates, corrective action closure times), delivering weekly, monthly, and quarterly reports to senior leadership.
Drive continuous improvement initiatives, such as implementing lean quality practices and advanced inspection technologies, and document their impact in departmental reports.
Manage the department budget, including inspection tools, certifications, and contracted services, preparing justifications for changes in workforce or scope.
Ensure compliance with ISO 9001, OSHA standards, environmental regulations, and company safety policies, including the proper use of PPE, participation in training, and prompt reporting of hazards.
Perform other duties as assigned.

Standard day shift, 8:00 am \- 5:00 pm, Monday\-Friday, with flexibility to support production needs.
Requirements
Qualifications:
Education: Bachelorâs degree in Quality Engineering\/Management, Industrial Engineering, or a related field is preferred or equivalent experience.
Experience: Minimum 5\-7 years of proven experience in quality management or supervisory roles within manufacturing, structural steel, or heavy industrial environments, with hands\-on expertise in quality assurance and control processes, including dossier management, material reception, internal inspections, and traceability.
Minimum of 3 years of direct supervisory or managerial experience leading a team of quality professionals.
Certifications: Relevant certifications (e.g., CQM, CQE, Six Sigma) are a plus.
Strong leadership abilities to manage a small, growing team, including hiring, training, and conflict resolution, with experience collaborating with other quality units.
Demonstrated expertise in budget management, developing business cases for workforce or scope changes, and departmental reporting for quality operations.
In\-depth knowledge of quality control techniques, including dimensional control, NDT (VI, MP, UT), and paint inspection processes relevant to structural steel and PEMB fabrication.
Proficiency in quality management software (e.g., QMS tools like MasterControl, Qualio, or similar) and data analysis tools for generating accurate weekly, monthly, and quarterly reports.

Position Summary
The Quality Manager esures the quality of products meet customer specifications and needs, minimize waste due to rejection of unacceptable products, ensure timely and accurate shipment of products. Serves as an internal consultant for quality and patient safety initiatives and small to medium scale projects through BSWH.
Facilitates, coordinates, and provides project management for quality improvement teams, strategic planning sessions, and other organizational meetings and committees as requested and needed.
Coaches and mentors teams and leaders in the provision of quality, patient safety and other regulatory issues.
In collaboration with teams and leaders, develops multidisciplinary indicators and identifies opportunities for improvement, to monitor and evaluate the quality of care and services provided to patients based on evidence-based practices, regulatory and accrediting agency requirements, and data analysis of high-risk problem prone, and high-volume processes.
Identifies regional, system, and industry best practices, providing feedback to leaders and team members.
Provides subject matter expertise and comprehensive measurement analysis for quality improvement initiatives across the organization.
Prepares and submits timely scheduled and ad hoc status reports on the progress of work teams to various stakeholders to keep them apprised of progress, potential barriers, lessons learned, and related topics for all strategic improvement priorities.
Works with applicable staff to utilize appropriate audit strategies, data extraction, expert observation, surveys, focus groups or other tools to obtain relevant information to improve care and quality of service.
Participates in design, development, and implementation of facility learning forums.
Participates in unit and/or facility huddles.
Supports the ZERO Harm rounding process as directed by leadership.
Maintains awareness of the latest developments, advancements, and trends in the field of quality improvement reporting and analysis by attending seminars/workshops, reading professional journals, and active participation in professional organizations.

Extensive knowledge of Texas, Joint Commission and CMS standards
Extensive knowledge of trends, developments, and research in providing high-quality safe care
Skilled facilitator, coach, consultant, influencer, management and strategic thinking skills
Skilled in the use of computers, and related software applications
Strong verbal, interpersonal and written communication skills
Able to mentor, train and develop instructional materials to educate leadership and staff in quality, patient safety, regulatory issues
Able to work collaboratively and effectively with a wide range of stakeholders, and across organizational lines and teams
Able to identify and deploy required project management processes, tools, and templates needed to successfully drive initiatives
Able to collaborate with key stakeholders to identify impediments to success and recommend and implement corrective actions and/or mitigation
Able to work independently or with varying levels of direct or indirect supervision and guidance
Able to appropriately prioritize tasks to meet desired deadlines
Certified Professional in Healthcare Quality (CPHQ), Certified Professional in Patient Safety (CPPS),or role-appropriate certification preferred
Licensed clinician such as nurse, physical therapist, occupational therapist, dietitian, respiratory therapist, etc. preferred.
