MISSION
Responsible for the quality control function for the plant. Provides supervision for the Laboratory personnel to ensure quality standards are met in a safe and cost-effective manner. Oversees testing methodologies and provides feedback to various departments to increase production quality. Ensure that safe work practices are implemented and followed in compliance with Corporate Safety policies and State and Federal Regulations.
KEY ACCOUNTABILITIES
Manage the quality control function of the plant to ensure the product meets specifications and customer satisfaction.
Responsible for the direct supervision of employees and activities in the Quality Control Department.
Determines laboratory strategy to align with plant and company goals and objectives for product quality.
Serves as the plant technical expert on cement quality.
Provides training and support to lab personnel in the performance of their duties.
Ensures the accuracy of lab equipment including its utilization and results. Provides technical expertise to Maintain, calibrate and optimize the lab XRF to insure accurate and precise analysis of all materials.
Develops new standards and upgrades calibrations as required.
Monitors quality from the quarry through raw grinding, burning, cement grinding, and shipping areas of the plant. Uses statistical methods to track quality.
Collaborates with Production Management to address concerns and make recommendations for improvements both proactively and reactively.
Responsible for maintaining up to date quality control records.
Responsible for preparing/signing letters of certification and mill test reports.
Serve as the liaison with other departments in adjusting and setting internal set points for process operations to maximize product quality.
Maintains up to date knowledge of lab equipment/systems.
Maintains up to date knowledge of normative and standards.
Drives project of possible/necessary new equipment in collaboration with Senior Quality Control Manager and HTC.
Provides positive work environment for staff to maximize their personal and organizational potential.
Ensure compliance requirements are met through organizational and procedural measures including implementation of Group guidelines, performing trainings, monitoring compliance etc.
Proactively manage health & safety of employees to continuously improve the company's health & safety performance.
Develops and improves products to increase customer satisfaction.
Evaluates potential beneficial use of raw materials for possible use in cement manufacturing process.
MINIMUM REQUIREMENTS
EDUCATION: Four-year degree in Chemistry, Engineering, or similar technical degree.
EXPERIENCE: Minimum of five years' experience in cement industry required quality control supervision desired.
SPECIFIC KNOWLEDGE: Thorough understanding of cement chemistry, X-ray, and advanced chemical, physical and microscopic analytical and testing procedures; Knowledgeable in the following analytical methods: XRF, Spectrophotometry, wet chemical methods, physical testing, and clinker/cement microscopy. Knowledge of City, State & Federal statutes and regulations pertaining to Environmental compliance and Safety
BUSINESS UDERSTANDING: In-depth knowledge of relevant ASTM specifications and procedures.
OTHER: Excellent interpersonal, oral and written communications skills; Proficient computer skills and familiarity with Window Microsoft Office and SAP preferred; Ability to work as a member of a team in a Total Quality environment.

Through routine physical presence in patient care areas, data analysis and documentation monitoring, and intentional sharing of deep subject-matter expertise, the Director will ensure a proactive, multidisciplinary focus on quality and excellence within the facility.
Responsibilities
ESSENTIAL FUNCTIONS:
Lead and monitor day-to-day regulatory readiness, patient safety, and service excellence across the facility.
QAPI program oversight and management - follow and develop processes for identification, collection, and analysis of quality performance data.
Utilize collected data regarding the outcome of activities for delivering continuously improving services.
Conduct annual preparation and evaluation of the facility QAPI Program.
Complete process improvement projects and incorporate the results into patient care improvements.
Submit quality scorecard data to Acadia corporate office as requested.
Coordinate the abstraction of clinical data according to Joint Commission specifications and data entry via vendor database for Inpatient Psychiatric Core Measures (ex. national quality measures such as HBIPS).
Identify key aspects of care relevant indicators and evaluation of data using formal and informal feedback from consumers of services and other collateral sources is aggregated and used to improve management strategies and service delivery practices.
Lead/coordinate data collection and analysis from all departments within the facility.
Prepare and present program data trends and action plans to the monthly Quality Council and quarterly to the Medical Executive Committee and the Governing Board.
Regulatory preparedness - implement sustainable survey preparation and ongoing monitoring processes, including facility-wide auditing and early-issue identification, to maximize achievement of zero- or standard-level survey outcomes.
Facility-wide support - collaborate with other departments to sustainably implement best-practices in regulatory/accreditation compliance as evidenced by measurable results with regard to survey outcomes, patient safety metrics, patient experience results, HBIPS, etc.
Develop and maintain proficiency in regulatory planning strategy for all standards for all relevant regulatory and accrediting bodies at the local, state, and federal level.
Develop and maintain proficiency in the functionality and auditing within electronic platforms such as electronic patient observations and the electronic medical record, as applicable.
Lead Root-Cause Analyses and conduct timely and regular evaluation of serious incidents, complaints, grievances and related investigations to:
Identification of events, trends and patterns that may affect client health, safety and or treatment efficacy,
Committee evaluation findings and recommendations submitted to agency management for corrective action,
Implemented actions, outcomes, trends analyzed over time
Develop corrective action plans for the resolution of areas of regulatory vulnerability or those which could compromise patient safety in collaboration with other facility leaders.
Ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.

In conjunction with assigned corporate Division Quality Director, initiate and lead communications with regulatory agencies as appropriate.

Ensure multidisciplinary ownership of best-practices in self-monitoring, auditing, and process improvement, escalating opportunities for improved engagement to the facility CEO as appropriate.
Ensures strategic and operational implementation of regulatory requirements, guidelines, and standards of federal, state, and local licensing agencies, accrediting and certifying organizations.
Collaborates with Division and Corporate entities and external parties to ensure strategic quality and patient safety initiatives are fully executed at the facility level. Facilitates effective communication with facility and division leadership regarding key clinical performance improvement activities and initiatives.
Serves as a technical advisor, educator and internal consultant to all hospital management, staff, and physicians on the use of performance improvement tools and techniques, analytical techniques, and statistical applications.
Ensure facility compliance with policies and applicable standards as required by regulatory/accrediting bodies.
Facility leader and subject matter expert on high reliability principles and strategies to achieve zero harm.
Clinical program excellence - assess fidelity and identify root-causes for gaps/lapses in fidelity to Acadia standards. Support other departments in developing and implementing remediation and improvement plans to achieve fidelity to Acadia's expected practices, including all elements of treatment program implementation.
Develop, review, and educate on internal clinical procedures and appropriate use of outcome evaluation tools and the associated results - including patient experience data and other quality scorecard metrics - to ensure continuous quality improvement and ongoing compliance with federal, state, and third-party regulatory requirements.
Translate standards, requirements, and policies into terms or processes meaningful to the facility.
Leadership - serve as a visible, engaged, and dynamic member of the facility leadership team.
Chairs the monthly Quality Council
Complete safety rounds, participate in leadership rounding, and submit results/corrective actions to Acadia corporate office.
Review incident/safety concerns with the leadership team to identify systemic issues and facilitate the development of corrective actions.
Lead and facilitate Root Cause Analyses into all serious and/or sentinel events.
Invest in the facility staff through engagement in hiring, development, training, performance management, and communication to ensure effective and efficient operations.
Oversees the Culture of Safety Survey and follow-up action planning and sustainment processes.
Identification of problems or potential problems to prevent risks to patients and staff. Proposes corrective steps that may include, but are not limited to:
Changes in policies/procedures,
Staffing and assignment changes,
Additional education or training for staff,
Addition or deletion of services

Qualifications
EDUCATION/EXPERIENCE/SKILL REQUIREMENTS:
Bachelor's Degree in Human Services or nursing required. Master's degree in behavioral health/risk discipline, Registered Nurse preferred.
Two or more years of experience in a Quality, Clinical, or PI role required.
One or more years of management experience preferred.
Experience with CARF, DEA, Joint Commission, or CMS surveys, as required by service line(s) supported
LICENSES/DESIGNATIONS/CERTIFICATIONS:
Certified Professional in Healthcare Quality (CPQH), The Center for Improvement in Healthcare Quality (CIHQ) or relevant certifications preferred.
Current licensure appropriate for the degree held required.

About the Role
We are seeking an experienced Quality Control Manager (QCM) to support federal government construction projects in the Columbus, GA area. This role is critical to ensuring all construction activities comply with contract documents, USACE standards, EM 385 requirements, and applicable federal regulations. The QCM will serve as the primary point of contact for quality-related matters and will work closely with the Project Manager, Superintendent, subcontractors, and government representatives.
Key Responsibilities
Develop, implement, and manage the Contractor Quality Control (CQC) Plan in accordance with USACE and DoD requirements
Conduct and document the Three-Phase Control Process: Preparatory, Initial, and Follow-Up Inspections
Review and manage submittals, RFIs, and quality documentation for compliance with contract specifications
Perform daily quality control inspections across all phases of construction including civil, structural, architectural, and MEP work
Prepare and submit daily QC reports, inspection logs, deficiency tracking, and corrective action documentation
Coordinate and lead preparatory meetings, initial inspections, and quality coordination meetings
Interface directly with Government QA personnel and participate in inspections, audits, and site walks
Ensure work is executed in accordance with approved plans, specifications, and safety standards
Track deficiencies, oversee corrective actions, and verify closeout compliance
Support project closeout activities including punch lists, as-builts, and final inspections
What We're Looking For
Minimum 5 years of experience as a Quality Control Manager on federal construction projects
Demonstrated experience working on USACE, NAVFAC, or other DoD projects
Strong knowledge of federal construction standards, quality processes, and documentation requirements
Experience coordinating with government inspectors and contracting officers
Ability to manage multiple features of work and maintain organized quality records
Strong communication skills and attention to detail
Required Certifications & Qualifications

OSHA 30-Hour Construction Safety Certification

Coordinate with the Contracting Officer s Representative (COR) and Directorate of Public Works (DPW) Environmental Division to ensure compliance with Fort Cavazos Environmental Management System (EMS).
Verify completion of all required employee training (Anti-Terrorism Level I, iWATCH, OPSEC, and site-specific safety training).
Support and advise project leadership on risk mitigation, quality assurance, and environmental control measures.
Qualifications:
Minimum three (3) years of relevant experience in quality control and safety management for facilities, mechanical systems, or construction projects.
Must possess current EM 385-1-1 Level 1 Competent Person (SSHO) qualification.
Completion of the 30-hour OSHA General Industry or Construction Industry Safety Course (or equivalent EM 385-1-1 based safety training).
Working knowledge of ANSI A156.10, A156.19, and A156.38 standards.
Proven experience developing and administering a Quality Control Plan (QCP) in accordance with Federal contract requirements.
