To get voice-over work with no experience, you must have the right equipment, get the right training, and market yourself. The tricky thing about voice-over work is that it can be done in a studio or from home. If you are working from home, you need to have equipment that mimics a studio.
Most people don't have sound booths of professional microphones readily available, so they must invest some time and effort into getting equipment to do voice-over work from home. Unfortunately, voice-over work requires having the right quality equipment right from the start.
Some of the things you will need right away include:
A quality microphone
Microphone stand
Headphones
Pop filter
Shock mount
Software
You will also need to find a room in your house (or wherever you plan to work) that will be set up to mimic a sound booth. The acoustics of the room are very important, so you want the room to be set up in a way that blocks feedback or background noise.
You can, but don't have to, purchase sound panels or other soundproofing materials. You can also use thick curtains or hang heavy blankets on the wall to act as a barrier.

The last step is to market yourself. If you don't have a professional website for your voice acting services, you need to make one. Include a headshot of yourself and include "Voice Over Artist" as your title. The website is also a great place to highlight your education and training. You can even add audio samples.
As you build your portfolio, include testimonials or feedback from your clients. Your website should be clear and easy for clients to contact you (a contact form is an easy and professional way to do this). Your website is also a great place to host a demo.
With voice acting, what your voice sounds like matters. Potential clients are unlikely to hire you if they have no idea what your voice sounds like, so you should include a demo showcasing what you sound like and what you can add to their product.
