Program background
The Gateway Program is the most urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
Key Responsibilities
Staff the Program's NY and NJ Community Engagement Centers (CECs) on a full-time basis (located in Weehawken, NJ and Manhattan, NYC).
Support the development and facilitation of: Programming activities held at the CECs and in the surrounding communities to increase project awareness. And Educational outreach programming, including age-appropriate presentations for elementary, middle, and high school students; and Site tours.

This role will lead field inspection teams and oversee structural condition assessments for canal structures, bridges, water control and containment structures, and related waterfront infrastructure. The geologist will need to have extensive experience conducting geoarchaeological investigations and writing geoarchaeological reports. We are seeking a highly experienced and strategic Senior Interface Manager to lead the systems integration and interface management activities for a multi-billion-dollar passenger rail infrastructure program. This critical leadership role is responsible for developing, implementing, and managing the comprehensive framework that ensures all physical, functional, and contractual interfaces between dozens of design packages, construction contractors, and external stakeholders are proactively identified, controlled, and resolved.

Key Responsibilities:
Own the Interface Management Plan (IMP): Serve as the author and ultimate authority for the program's governing Interface Management Plan, ensuring the framework aligns with industry best practices and contractual requirements.
Lead the Interface Management Team: Manage and mentor a team of Package Interface Managers and Coordinators, providing strategic direction and ensuring consistent application of the IMP across all project contracts.

Chair Key Governance Meetings: Chair the program-level Interface Management Working Group (IMWG), the highest forum for adjudicating and resolving critical, escalated interface disputes between contractors and stakeholders.
Manage the Master Interface Register (MIR): Maintain the program's single source of truth for all identified interfaces, ensuring the data is accurate, current, and provides clear visibility into the status of the entire interface ecosystem.
Oversee Technical Documentation: Manage the development and baselining of all critical Interface Control Documents (ICDs), ensuring that the technical requirements at all shared boundaries are clearly and unambiguously defined.
Drive Proactive Risk Mitigation: Work closely with the project's Risk Management team to ensure that interface-related risks are identified early, assessed for their potential impact, and have robust mitigation plans in place.
Integrate with Core Project Controls: Ensure the seamless integration of the interface management process with schedule management (linking interface deliverables to the master schedule), change management (controlling changes to baselined interfaces), and systems engineering.
Required Qualifications & Experience:
Education: Bachelor's degree in Engineering (Civil, Mechanical, Electrical, or Systems), Construction Management, or a related field is required. A Master's degree or professional engineering (PE) license is highly preferred.
Experience: A minimum of 15 years of progressive experience in project management, systems engineering, or construction management on large-scale, complex infrastructure projects. A minimum of 7-10 years of direct experience in a dedicated interface management role on a megaproject (>$1B) is essential.
Technical Expertise:
Demonstrated experience with major rail and transit projects, including tunnels, stations, and surface alignments.
Deep understanding of the technical interfaces between major railroad systems, including track, signaling, traction power, communications, and rolling stock.
Proven experience managing interfaces across multiple contract delivery models, including Design-Bid-Build (DBB) and Design-Build (DB).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Resource/cost loading of project baseline schedule(s). Develop baseline and updated cashflow charts/data as requested.

Position Summary:
The Landscape Designer will support the planning, design, and documentation of landscape and site projects across a range of residential, commercial, and institutional assignments. You will translate client goals, environmental factors, and regulatory requirements into cohesive and innovative outdoor design solutions used by project teams, stakeholders, and contractors.
Essential Job Functions:

* Prepare landscape design concepts, site plans, planting plans, and hardscape layouts using CAD and other design tools.
* Conduct site analysis and feasibility studies - including evaluation of soils, topography, drainage and existing vegetation - to inform design decisions.

Required Qualifications:
* Bachelor's degree in landscape architecture, Landscape Design, Environmental Design, or related field.
* Minimum 5-7 years of professional experience in landscape design, site planning, or related disciplines.
* Proficiency with landscape design and drafting software (e.g., AutoCAD, SketchUp, Adobe Creative Suite).
* Strong understanding of plant materials, hardscape materials, sustainable landscape practices, and construction techniques.
* Possesses strong communication and interpersonal skills.
* Experience working in an Engineering and/or Architectural/Engineering consulting firm.
* Proficiency in Revit, and good knowledge of industry software, including Microsoft Office Suite.
* Active and clear driver's license, including a successful clearance of a Motor Vehicle history check.
Physical Requirements:
* Ability to remain in a stationary position (sitting or standing) for extended periods while performing computer-based tasks, attending meetings, or preparing design documentation.
* Frequent use of hands and fingers to operate computers, printers, and other office equipment.
* Visual acuity to review detailed drawings, specifications, and computer screens for extended periods.

Additional Information:

* This position is considered hybrid, with a 30% office presence, 30% site visits and/or client meetings, and 40% remote presence (ability to work from a home location). This arrangement is subject to review and may change based on project need or at the company's discretion.
Anticipated Hiring Range:
* $75,000 - $80,000. Please note that this range reflects the pay scale that Tetra Tech reasonably expects to pay for the role. The salary will also depend on various factors, such as job duties and requirements, and relevant experience and skills.

What you'll be doing:
The Deputy Project Manager will play a key leadership role in supporting the delivery of the Hudson Tunnel Project for NJ TRANSIT. This position is responsible for assisting the Project Manager in overseeing project controls, compliance, coordination, reporting, and field management, ensuring successful package delivery and adherence to all technical, regulatory, and contractual requirements.
Key Responsibilities
Project Leadership & Coordination
Support the Project Manager in maintaining efficient organizational and reporting structures for project personnel.
Advise on staffing changes, team management, and resource allocation.
Assist with contract administration and coordination with project partners and stakeholders.
Participate in steering committee and technical standards meetings, supporting integration of package activities into the broader project.

Design & BIM Support

This position is responsible for coordinating design activities, managing procurement processes, and ensuring compliance with project requirements, federal regulations, and industry best practices.
Key Responsibilities
Design Coordination
Facilitate regular design coordination meetings, track performance, and identify deficiencies in design deliverables.
Monitor progress of design activities, report on schedule and budget, and provide regular updates to GDC on the status of design deliverables.
Assist in resolving design-related issues, offering expert advice and recommendations to ensure all design work meets technical and regulatory requirements.

Manage the regular transfer of procurement documents into the PMIS file retention system, ensuring compliance with GDC's procurement policies and procedures.
Support cost-estimating, pricing analysis, and vendor/proposer responsibility determinations.
Coordinate and complete the entire procurement or purchasing process for goods and services, ensuring timely availability and compliance with applicable laws and GDC policies.
Ensure GDC receives the benefit of sales tax exemptions for purchases made on its behalf.
Contract Administration
Assist with contract administration on all HTP Package contracts and other professional services/vendor contracts.
Ensure contracts comply with applicable regulations and advise GDC of regulatory changes.
Support internal and external audits, invoicing, payments, change orders, and project close-out activities.
Document & Records Management
Process, record, and manage distribution of all documentation, drawings, and materials related to the project in PMIS.
Assign document numbers and coordinate change management processes for design and contract documentation.
Retrieve relevant documents for GDC in response to public access requests.
General Project Support
Facilitate communication among stakeholders, schedule meetings, and assist with project documentation.
Provide technical support during construction, review contractor submittals, and monitor progress against milestones.

Qualifications
Bachelor's degree in Engineering, Architecture, Construction Management, Business Administration, or related field.

The Gateway Program is the most urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.
POSITION OVERVIEW:
Develops, manages, and/or executes all phases of the project controls effort (mainly cost management and reporting). Typically manages large-sized projects. The incumbent utilizes widely diversified knowledge of project controls activities, and draws upon extensive experience and exposure to various types of projects and clients.
SPECIFIC RESPONSIBILITIES:
Lead the cost management and reporting functions on a large construction development program.
Provides guidance, direction, and specialized assistance to project for the resolution of difficult and complex project control problems.
Interfaces with clients, attends regular meetings, and provides statistical reports.
Manages a team of Project Control Engineers/Specialists who are qualified to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones.

Oversees the development and maintenance of an established reporting system to show the hierarchy of cost plans and schedules; keeps project and company management fully informed.

EDUCATION/EXPERIENCE:

As a Transmission Line Engineering Manager in a well-established Power Delivery practice, you'll draw upon your broad technical knowledge and experience in design and construction of high voltage Transmission Line projects to lead, guide, and advise clients, projects, and teams. * Working independently and/or directing, mentoring, training, and/or supervising one or more Project Engineers, EITs, Designers, CADD technicians and administrative staff.
* Supporting the technical aspect of scope, schedule, and budget, including proposal development, work breakdown structure development and implementation, progress assessment, risk assessment/mitigation, change management, and schedule management.
* Coordinating and/or leading the QA/QC process on projects per HDR's Quality Management Systems (QMS) requirements with a commitment to delivering world class quality.

* At times, leading multiple projects concurrently, utilizing teams in different locations.
