The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project. Key Responsibilities Staff the Program's NY and NJ Community Engagement Centers (CECs) on a full-time basis (located in Weehawken, NJ and Manhattan, NYC). Support the development and facilitation of: Programming activities held at the CECs and in the surrounding communities to increase project awareness. Review and verify contractor invoicing and maintain construction documents. Package Delivery & Field Management Lead interface management, coordination of stakeholders, and planning/tracking activities impacting the package. Oversee site supervision and field management, ensuring compliance with construction management plans. Review and process construction documents, precondition surveys, and mitigation plans. Oversee safety management, review safety and security plans, and assist with response plans for safety events. Quality Assurance & Testing Lead implementation of quality management plans and conduct quality audits. Verify contractor compliance with testing and inspection plans, coordinate materials testing, and manage quality documentation and reporting. Support planning and implementation of testing and commissioning for package systems. Design & BIM Support Oversee reviews of design documents, advising on constructability, feasibility, value engineering, and compliance with design standards. Support development and implementation of BIM technologies and processes. Close-out & Asset Management Lead package and contract close-out, including punch-list resolution, completion certificates, warranty tracking, and as-built reviews. Oversee asset maintenance planning and provide expert advice on maintenance strategies. Position Summary: The Structural Engineer plays a key role in the design, analysis, and delivery of structural systems for a variety of building and infrastructure projects. Working as part of an integrated Architectural/Engineering team, this position is responsible for developing safe, efficient, and innovative structural solutions that align with project goals, client requirements, and industry standards. The Structural Engineer will contribute to all project phases, ensuring designs are both technically sound and architecturally integrated. Essential Job Functions: The following duties are considered essential to the role. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions: * Under the guidance of a Structural Engineer, perform the design of building structural systems, including development of system concepts, calculations, layout, sizing, material selection, and preparation of technical specifications. * Conduct site visits to evaluate existing structural systems and to inspect work in progress or completed for conformance with design intent and project specifications. * Produce accurate and detailed structural construction documents and drawings using Revit and/or AutoCAD in coordination with architectural and engineering disciplines. * Review and respond to design work, Requests for Information (RFIs), submittals, and other construction-related documents in a professional and timely manner. * Execute work in accordance with internal quality procedures, applicable codes, legislation, and industry standards to ensure project compliance and technical excellence. * Actively pursue continuous learning opportunities to maintain a high degree of technical knowledge and professional competency in structural engineering. * Develop integrated structural solutions to meeting client and code required sustainable solutions. * Promote and maintain a culture of safety by working in a safe manner at all times and promptly reporting all health and safety incidents or concerns. * Perform additional tasks as required to support project goals, team objectives, and company initiatives. Required Qualifications: * Bachelor's degree in Structural Engineering (or related degree) with 4-8 years of structural experience, or associate's degree with 8-10 years of structural experience or related work experience. * Proficient in AutoCAD and Revit/BIM with working knowledge of MS Office. * Active and clear driver's license, including a successful clearance of a Motor Vehicle history check. Preferred Qualifications: * Licensed New York PE (Professional Engineer). * Experience working on K-12 school projects and/or in an Engineering/Architectural Consulting firm. Physical Requirements: * Ability to remain in a stationary position (sitting or standing) for extended periods while performing computer-based tasks, attending meetings, or preparing design documentation. * Frequent use of hands and fingers to operate computers, printers, and other office equipment. * Visual acuity to review detailed drawings, specifications, and computer screens for extended periods. * Ability to clearly communicate through speech, hearing, and written correspondence in person, virtually, and via telephone. * Ability to travel to and from project sites, client meetings, and other offices as required. * Physical capability to walk, stand, climb stairs or ladders, and navigate uneven terrain, active construction sites, and partially completed structures. * Ability to occasionally lift and carry materials, drawings, or equipment weighing up to approximately 25 pounds. * Capacity to use personal protective equipment (PPE) such as hard hats, safety glasses, vests, and steel-toed boots when required. * Tolerance for varying environmental conditions, including exposure to weather, noise, and dust during site visits. Additional Information: * This is a full-time, regular position, with typically standard working hours between 8am - 5pm, Monday through Friday. However, this position may require occasional extended hours to meet project milestones, deadlines, or client needs. * This position is considered hybrid, with a 40% office presence, 30% site visits and/or client meetings, and 30% remote presence (ability to work from a home location). This arrangement is subject to review and may change based on project need or at the company's discretion. Anticipated Hiring Range: * $83,000 - $95,000. Please note that this range reflects the pay scale that Tetra Tech reasonably expects to pay for the role. As a Transmission Line Engineering Manager in a well-established Power Delivery practice, you'll draw upon your broad technical knowledge and experience in design and construction of high voltage Transmission Line projects to lead, guide, and advise clients, projects, and teams. You will develop a partnership with the Project Manager (PM), whereas the PM is responsible for scope, schedule, budget, and overall client management, you will be responsible for technical execution of the project. AAs a Transmission Line Engineering Manager your role will encompass the following: * Leveraging technical experience and expertise while working in close coordination with a PM, to manage and execute the engineering and design components of transmission projects. * Developing and implementing a project execution plan for the technical aspect of transmission projects. * Working independently and/or directing, mentoring, training, and/or supervising one or more Project Engineers, EITs, Designers, CADD technicians and administrative staff. * Supporting the technical aspect of scope, schedule, and budget, including proposal development, work breakdown structure development and implementation, progress assessment, risk assessment/mitigation, change management, and schedule management. * Coordinating and/or leading the QA/QC process on projects per HDR's Quality Management Systems (QMS) requirements with a commitment to delivering world class quality. * Performing quality checks and/or reviews of projects from other teams as needed. * Participating in project reviews as needed. * At times, leading multiple projects concurrently, utilizing teams in different locations. * Working with senior engineers and technical leaders to identify and develop specific technical expertise and attending training and seminars focused on further development and understanding of complex concepts related to the transmission industry. * At times, assisting with development of technical papers and/or presentations that showcase HDR's technical capabilities at industry conferences or other events. * Other duties as required.
