Schedule
The Contractor shall provide services during regular weekday hours (Monday - Friday; 7:30 am - 4:00 pm), excluding Federal Holidays. Scheduling of inmates for on-site clinics shall be performed by the institution. Frequency of services shall be rendered as patient needs dictate.
Due to the nature of the correctional setting, delays in performance of work may be expected. Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. Every effort will be made to notify the contractor in advance of such delays.
The contractor shall not supervise inmates or BOP staff, participate in inmate accountability, purchase supplies or equipment, sign for or pick up supplies or equipment, formulate policies or procedures, attend meetings, staff recalls, or staff functions.
Supplies
All clinic supplies that the contractor may routinely need will be provided by the institution. These supplies will normally include any materials needed to perform the services covered under the resultant BPA.
Equipment to perform tele-medicine will be provided by the Bureau of Prisons. Scope of Work
The contractor shall provide medical care on a non-discriminatory basis. Specific duties may involve all aspects of health care delivery and will work in concert with both institution staff and consultant specialists in various clinical areas. Performs all duties in accordance with current accepted medical practices and procedures.
Review and co-sign laboratory and radiology results, consultation reports, and clinical encounters. The contractor shall provide tele-health clinical encounters for sick-call, chronic care and consultations.
Performs complete physical examinations. Collects comprehensive medical and social history to include a review of all body systems. Performs physical assessment in correlation with historical findings, records preliminary objective findings.
Examines and orders appropriate diagnostic testing and provides necessary treatment and/or medications as required. Refers selected cases to consultant specialists when necessary. Refers inmates requiring hospitalization to a community hospital and to an appropriate admitting physician. Additionally, the clinician may see inmate patients who are in locked status, in their designated housing area or housed in segregation units.
Conducts examinations of personnel as required for appointment. Approves or disapproves examinations in such cases from a medical viewpoint and in accordance with current established medical standards for employees.
Administers or directs administration of both curative and preventative inoculations. Prescribes medications, treatments, and fully utilizes health services for treatment, rehabilitative, and diagnostic modalities.
Physician will assist with CPR, utilize AED, and other basic first aid skills within the scope of their practice during emergencies until the arrival of EMS crew.
Ensures that proper evaluations and treatments are carried out and documented. Incumbent shall constantly monitor and evaluate the quality of patient care, providing data to the institution Quality Assurance Committee, and other agencies or committees as required.
Qualifications
The contractor shall provide institution with a physician who possesses a current and valid medical license to practice medicine in any state.
The contractor providing services under this BPA award must have graduated from an American Medical Association approved school of medicine with a doctor's degree in medicine.
The contractor must provide proof that their candidate meets all qualifications. The contractor must submit a resume, photocopies of documents evidencing education, license, certifications and training. Failure to submit evidentiary documentation of education, qualifications, and certifications, or the name of a qualified candidate who will perform these services may result in elimination from consideration for award.
Each individual performing these services must be able to pass a drug screening and law enforcement agency background check.
Special Conditions
In accordance with the Federal Bureau of Prisons Acquisition Policy, Part 37.103(c), the following provisions are applicable to the work being performed under this contract.
The service is a contractual arrangement and not a personnel appointment;
Payment shall be based on the provision of and an end result or the accomplishment of a specific result; the service does not constitute an employer/employee relationship; and
Pursuant to Federal Acquisition Regulation, Subpart 37.401(b), the government may evaluate the quality of professional and administrative services provided, but retains no control over the medical, professional aspects of services rendered. Therefore,
The contractor will not be subject to Government Supervision, except for security related matters; however, the contractor performance shall be assessed for BPA compliance by the Contracting Officer Representative (COR).
Contractor shall immediately inform the COR in writing of any adverse action taken by any State regulatory body involving certification. This includes, but is not limited to, suspensions, revocations, and restrictions on practice or prescribing and reprimands.

**DUTIES:**

+ Serve as a Subject Matter Expert (SME) in neurology in collaboration with clinicians' other medical specialties on cases involving complicated and multifaceted neurological and neuropsychiatric problems.
+ Oversee and educate interdisciplinary teams responsible for testing and treating patients with neurological issues, ensuring that the highest standards of professional practice and ethics are maintained.

**HOURS:**

The Opportunity
Expressions of interest are sought from outstanding domestic and international candidates for PhD study within the Department of Materials Science and Engineering (MSE), Faculty of Engineering, Monash University.
This PhD project will contribute to MSE's strategic research initiative on accelerating Australian green ironmaking, addressing critical challenges in the transition to sustainable metallurgical processes. The successful candidate will develop a fundamental scientific framework to tackle key research questions in the Australian context, including impurity management, microstructure evolution, ore processing, and the development of green ironmaking infrastructure.
Monash University hosts a unique suite of green ironmaking characterisation facilities, offering exceptional opportunities to perform in-situ and high-resolution materials analysis. Leveraging these state-of-the-art research capabilities, the candidate will conduct high-quality, impactful research in high-temperature materials science, with a particular focus on phase transformations in ceramics, metals, and other solid-state systems.
The PhD candidate will join the MSE Metallurgy and Corrosion cluster, working within a multidisciplinary team spanning theory, advanced characterisation, and computational modelling. This environment provides an excellent platform for developing expertise in materials science and contributing to Australia's leadership in green and sustainable metallurgical innovation.
Scholarship opportunities are available for both domestic and international applicants. This is a fully
funded PhD project and is open to candidates from all backgrounds. Applicants may be Australian citizens, Australian Permanent Residents, New Zealand citizens, or international candidates holding (or eligible to obtain) a valid student visa. Candidate Requirements
Applications are invited from candidates with backgrounds in Materials Science, Metallurgical Engineering, Mechanical Engineering, Solid-State Physics, Chemical Engineering, or a closely related discipline.
Applicants must demonstrate:
A strong interest in thermodynamics, kinetics, and microstructure evolution in materials under high-temperature conditions;
The ability to conduct independent, self-motivated research; and
Excellent communication, teamwork, and problem-solving skills.

Possess excellent written and verbal English skills
Note: applicants who already hold a PhD degree will not be considered.
Applicants must show excellent communication and interpersonal skills, and the ability to conduct self-motivated research. They should have either completed or in the process of completing a Bachelors H1 Honours Degree or already hold an H1E Bachelors and/or Masters degree. Candidates who are in the process of completing their H1 degree will be considered. Masters by Engineering
Science (Research) degree students have the option to upgrade to a PhD degree based on academic performance during their candidature.

3. Submit an expression of interest
Once you have discussed your application with Dr Wu and confirmed his support, complete the Expression of Interest form and submit this directly to the potential supervisor or the relevant department's administrative staff.
Please note the submission of the Expression of Interest does not constitute a formal
application for a Research Degree.
4. Obtain an invitation to apply
If after assessing your Expression of Interest the potential supervisor has the suitable resources and expertise to take you on as a graduate research student, you will be supplied with an Invitation to Apply.
All applicants are required to upload a copy of their invitation to apply with their formal application. Applications without this will not be considered.
