Duties

The Visitor and Access Control (VAC) shall manage and perform the following:
Duties & Responsibilities:
The Visitor and Access Control, hereinafter VAC shall conduct visitor control tasking. The VAC shall provide visitor and access control, at NUWCDIVNPT Monday - Friday, during the normal business hours of 0700-1530.
On a daily basis, the VAC shall monitor facsimile and the electronic inbox and Defense Information Service for Security (DISS) or any future replacement system for incoming visit requests. The VAC shall review visit requests for completeness. For incomplete visit requests, the VAC shall notify the requestor of identified discrepancies. For complete visit requests, the VAC shall enter visit request data in the VAC Check-In/Check-Out (CCICO) system provided as GFI. The Government estimates approximately 15,000 visitor requests per year.
Upon receipt of GFI, the VAC shall review form SECNAV 5512/1 for completeness. For incomplete forms, the VAC shall notify the requestor of identified discrepancies. For complete forms SECNAV 5512/1, the VAC shall forward to the Naval Station Newport Pass and Identification (ID) Office. Upon receipt of adjudicated forms (SECNAV 5512/1) from the Pass and ID Office, the VAC shall record the adjudication results in the Visitor Control Database (GFI) and notify the requestor's sponsor, as identified on SECNAV 5512/1. The Government estimates approximately 5,000 submissions annually.
On a daily basis, the VAC shall perform visitor access control services at the NUWCDIVNPT's Visitor Control Center including verifying identities, issuing visitor badges, and briefing visitors on prohibited items regulations.
On a daily basis and upon receipt of GFI, the VAC shall update the Lenel database to reflect changes in access control for designated spaces. The Government estimates an average of 35 to 50 transactions each day.
On a daily basis, the VAC shall collect ID cards, badges, and passes returned to the NUWCDIVNPT Visitor Control Center.
On a daily basis, the VAC shall update CCICO, provided as GFI, to reflect returned items by departing NUWCDIVNPT VAC. The Government estimates 750 to 1,000 returned items per year.
On a daily basis, the VAC shall check-in and record all personnel and visitors entering NUWCDIVNPT Building 80 at the Visitor Control Check-in Desk. The VAC shall verify that visitors meet all requirements for access to NUWCDIVNPT. The Government estimates 20,000 personnel and visitors checking in annually.
The contractor shall manage and perform the following Site Security Manager SSM) services:
Manage user administration and user security.
Monitor CAC cardstock and consumables including ordering, management, and accountability.
Verify policy and procedure compliance.
Site administration and security (including maintaining site's address information for the Real-time Automated Personnel Identification System (RAPIDS) Site Locator).
Verify and monitor documentation and training compliance.
Installation of new hardware components.
Validation of the identity of individuals whose fingerprints cannot be captured.
Document overrides in the event a CAC recipient does not have proper identification documents;
Use of the automated card management system.
The VAC shall perform the following Verifying Official (VO) services:
Serve as the primary individual responsible for issuing CAC/ID Cards.
Protect the privacy and confidentiality of data on the RAPIDS terminal screen.
Verify and scan source documents for adding and updating sponsors and family members.
Verify the identity of card recipients required by the Joint Inter-Service Instruction before entering applicant data in RAPIDS.
View and scan documents that establish benefit or ID card eligibility before entering data into the Defense Enrollment Eligibility Reporting System (DEERS) or issuance of ID cards.
Suspend an individual's commissary, exchange, or Morale, and Welfare and Recreation (MWR) privileges as necessary.
Use the RAPIDS workstation to issue the CAC and Public Key Infrastructure (PKI) Certificates.
Update DEERS as necessary to reflect any change in the personnel category of the CAC recipient. This step automatically issues or revokes certificates as needed.
Update DEERS and terminate a CAC, revoking PKI certificates as requested from the Local Registration Authority or other authorized sources.
Generate and scan the DD Form 1172-2.
On a monthly basis the VAC shall provide a report inclusive of CAC issuance totals, Government, Contractor CACs, and Military ID Cards (if issued), (CDRL B001).
Other duties as assigned.
Minimum/General Experience:
The VAC must have the experience, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
Must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
Must demonstrate knowledge of security classification methods, concepts, eligibility for access to classified or sensitive information and the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of SCI.
The VAC should have knowledge of the methods of performing such duties as conducting inspections and investigations, collecting, and analyzing information, etc., and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues.

POSITION SUMMARY:
Provide supervision to University Police Officer I and assigned lesser ranking public safety personnel. With a high degree of professionalism, promote public safety, enforce laws and University of Rhode Island Board of Trustees and University of Rhode Island regulations; effect arrests in accordance with provisions of federal, state, and local laws and ordinances; maintain order and security on premises within the legal jurisdiction, provide emergency medical services to the University community; protect life and property.
Duties and Responsibilities
KEY DUTIES AND RESPONSIBILITIES:
In the absence of a supervisor, the senior University Police Officer II may assume those duties for the current shift until the arrival of a supervisor. While serving in this capacity, responsibilities will include, but not be limited to, recording attendance, filling shift vacancies, responding to requests for an officer in charge, and making notifications to superior officers and other University officials when necessary.
Patrol campus in motor vehicles or using bicycles, and/or on foot, in order to deter and detect criminal or unsafe activity.
Inspect campus buildings and property to guard against theft, damage, defacement, destruction, or fire.
Investigate all alarms and suspicious persons to ensure the safety of the campus community.
Conduct investigations and prepare detailed written and verbal reports on a variety of incidents including, but not limited to, criminal offenses, domestic violence, missing persons, personal injuries, and traffic accidents. Gather information by interviewing and obtaining statements from witnesses, victims, suspects and cooperating individuals.
Respond to and investigate reports of fire, disturbances, and other emergencies in a prompt manner.
Operate the Department's communication equipment and communications center; answer telephone inquiries; receive reports of criminal activity; dispatch foot and mobile units; operate paging system; monitor alarm systems; prepare and distribute reports.
Communicate clearly and effectively over law enforcement radio channels when initiating and responding to radio communications and while operating a vehicle.
Operate law enforcement support equipment to include, but not be limited to, telephones, typewriters, fixed and portable radios, and computers, including mobile data terminals and cameras.
Maintain and operate all Department vehicles in accordance with Department policy, including inspecting vehicles for damage, contraband, or mechanical defects at the start and completion of the shift.
Maintain all equipment and weapons, including firearms, in a state of operational readiness.
Be familiar with all areas of campus. This will include knowledge of roads, buildings, residence halls, Greek houses and other specialty housing.
Maintain orderly control of large crowds and enforce safety regulations at special events.
Identify and report public safety hazards within the campus.
Mediate disputes, defuse situations, and reach a satisfactory resolution between emotionally upset and often irrational persons involved in disputes, drunkenness or under the influence of narcotics, or those involved in situations in which a heightened emotional state may impair judgment.
Recognize and effectively engage with individuals who may be suffering from a permanent or temporary mental disorder.
Exercise independent judgment in determining when there is reasonable suspicion to detain, when probable cause exists to search and arrest, and when force may be used and to what degree, consistent with Department policy and applicable laws.
Interact with members of the University community and students in particular, engaging in community policing. This will include close interaction with student interns, and attendance and participation in University events designed to foster the relationship between the police and other members of the University community.
Recognizing the ever-changing nature of police work, officers will be required to attend periodic
advanced training. This will include subjects such as non-violent conflict resolution, domestic violence and sexual assault investigations, cultural sensitivity and tactics in recognizing and responding to those with mental health issues. This will be achieved through a combination of in-service training and outside seminars.
Receive mandatory annual training on issues of hazardous materials and blood-borne pathogens.
Arrest persons with or without a warrant, as permitted by law, for violations of state or federal statutes or local regulations or ordinances occurring on or adjacent to University property, and process those arrested in compliance with law and Department policy; and arrest those who are wanted by other law enforcement agencies.
Ensure that all such arrests are properly documented in an official police report.
Preserve crime scenes in accordance with Department policy. Detect and collect evidence and substances that provide the basis of criminal offenses and infractions. Seize, transport, photograph, and inventory evidence and property taken into custody and ensure the proper securing of evidence and property seized.
Assist in rendering safety-related services to the University community, including participating in the presentation of programs related to law enforcement and safety education. Effectively communicate with individuals by providing assistance, information, and directions.
Enforce University parking regulations and State traffic laws; issue related citations where appropriate, and perform traffic control duties, including traffic direction, use of radar or laser equipment for speed detection, and investigation of motor vehicle crashes.
Patrol parking areas to protect against vehicle theft and vandalism, and to enhance pedestrian safety.
Essential and secondary duties require maintaining the physical condition necessary for the apprehension of suspects walking, running, bicycling, operating motorized equipment and vehicles, and positioning and maintaining traffic barricades.
OTHER DUTIES AND RESPONSIBILITIES:
Coordinate efforts with other Department personnel and, where necessary, with University employees to ensure that teamwork leads to the successful attainment of police and public safety short- and long-term goals.
Cooperate with other federal, state, and local law enforcement agencies in the enforcement of laws and regulations.
Promptly serve or deliver warrants, summonses, and other official papers and documents.
Conduct surveillance for extended periods of time, when necessary.
Render basic first aid.
Appear in court and at other hearings, including University judicial hearings, to provide testimony,
completing reports in advance of said appearances.
Perform other related duties and services as required.
LICENSES, TOOLS, AND EQUIPMENT:
Valid driver's license is required. Must be skilled in the use of department-issued materials, communications equipment, records management and other software, mobile data terminals, firearms and weapons, restraining devices and defensive equipment. Must meet and maintain department standards on the use of issued equipment.
Required Qualifications
REQUIRED:
1. Successful completion of a comprehensive police training accepted by the Rhode Island Police Officers' Commission on Standards and Training (POST) as a comparative certification prior to hire.
2. Law enforcement experience such as gained through one year of employment with a campus, municipal, state police force or other governmental enforcement organization, OR two years of policing-related military experience.
3. Experience working in a law enforcement capacity.
4. Strong interpersonal and verbal communication skills.
5. Proficiency in written communication skills.
6. Ability to work with diverse groups/populations.
7. Must have and maintain a valid driver's license.
8. Must be physically qualified to perform assigned duties as evidenced by a physician's certificate.
9. Must satisfactorily pass a formal review process, which may include agility, psychological, and/or competency tests and must also pass a national criminal background check.
Preferred Qualifications
PREFERRED:
1. Associate's degree in police science or other related curriculum.

ESSENTIAL DUTIES AND RESPONSIBILITIES An officer's duties shall consist of, but are not necessarily limited to, several general police responsibilities necessary to the stability and safety of his community. Responsibilities are:
Exercise authority consistent with the obligations imposed by oath of office and be accountable to his superior officers, promptly obeying legitimate orders.
Coordinate efforts with those of other members of the Department so that their teamwork may ensure continuity of purpose and maximum achievement of police objectives.
Communicate to his superiors and to fellow officers all information he may obtain which is pertinent to the achievement of police objectives.
Respond punctually to all assignments.
Acquire and record information concerning events that have taken place since last tour of duty.
Maintain weapons and equipment in a functional, presentable condition.
Record activity during his tour of duty in the manner prescribed by his superiors. Complete detailed reports on all crimes, vehicle accidents and other incidents requiring police attention. In cases where an arrest is made, an arrest report is submitted along with the required crime reports. When property is recovered or additional information is discovered pertaining to a previously investigated offense, the officer completes an investigation report.
Assist citizens requesting service, assistance, or information, and courteously explain any instance where jurisdiction does not lie with the Police Department and suggest other procedures to be followed.
Be alert to the development of conditions tending to cause crime, take preventive action to correct such conditions, and inform superiors as soon as the situation permits.
Be accountable for the securing, receipting, and proper transporting of all evidence and property coming into custody.
Identify criminal offenders and criminal activity and, where appropriate, apprehend offenders and participate in subsequent court proceedings.
Conduct a thorough investigation of all offenses and incidents within area of assignment and scope of activity. He shall collect evidence and record data which will aid in identification, apprehension, and prosecution of offenders and the recovery of property.
Patrol an assigned area for general purposes of crime prevention and law enforcement. Pay special attention to any conditions conducive to crime or indicative of criminal activity. Patrol includes apprehending persons violating the law or wanted by the police; public assembly checks· building security checks· observation and interrogation of suspicious persons; issuing traffic citations; locating fires; reporting streetlight and traffic signals out of order; street hazards and any conditions that endanger public safety; checks of schools, parks, and playgrounds; responding to any public emergency.
Respond to situations brought to attention while during routine patrol or assigned by radio. Render first aid to persons who are seriously ill or injured. Assist persons needing police services.
Answer questions asked by the general public, counsel juveniles and adults when necessary and refer them to persons or agencies where they can obtain further assistance.
Preserve the peace at public gatherings, neighborhood disputes and family quarrels.
Serve or deliver warrants, summonses, subpoenas, and other official papers promptly and accurately, when so directed by a superior officer.
Confer with court prosecutors and testify in court.
If assigned to operate a motor vehicle, see that it is well maintained mechanically and that it is kept clean both inside and out. Inspect the vehicle at the beginning of the tour of duty for any defects or missing equipment. Immediately report all defects and damage sustained to the vehicle to the proper authority and complete all reports and forms required by current procedures. Use the call number assigned to the care to contact headquarters.
Operate the radio in line with FCC regulations and current departmental procedures.
Remain on assigned route throughout his tour of duty except when a police emergency necessitates a temporary absence, or when a superior officer or the Dispatcher has issued such authorization.
Patrol every part of beat giving particular attention to and frequently rechecking locations where the crime hazard is great. Insofar as possible shall not patrol area according to any fixed route or schedule but shall alternate frequently and back track to be at the location least expected.
Be alert to all nuisances, impediments, obstructions, defects, or other conditions that might endanger or hinder the safety, health, or convenience of the public within patrol area.
Take measures to direct the flow of traffic in area during periods of congestion. If more than a temporary absence from regular duties is required, notify the Commanding Officer.
Make periodic reports to the station.
Always keep radio equipment in operation and be thoroughly familiar with departmental policy concerning use of the radios.
Direct and expedite the flow of traffic at assigned intersections keeping in mind duty as a traffic Police Officer in preventing accidents, protecting pedestrians, and ensuring the flow of traffic.
Enforce the parking ordinances and motor vehicle laws in area.
When called from a traffic post for emergency police service, respond immediately and notify the station at the earliest possible opportunity.
Wear the prescribed traffic safety clothing and equipment.
Reduce the opportunities for the commission of crime through preventive patrol and other measures.
Aid individuals who are in danger of physical harm.
Facilitate the movement of vehicular and pedestrian traffic.
Identify problems that are potentially serious law enforcement or governmental problems.
Create and maintain a feeling of security in the community.
Promote and preserve peace.
Provide other services on an emergency basis.
Perform other related duties as required.
DESIRED MINIMUM QUALIFICATIONS
Associate's degree (A.A.) or equivalent from a two-year college or technical school, or six months to one year of related experience and/or training; or an equivalent combination of education & experience.
Massachusetts Police Academy Certification in accordance with MGL 41 is preferred.
Ability to maintain and upkeep Certification with P.O.S.T
SUPERVISION RECEIVED
This position works under the supervision and direction of the Chief of Police.
WORK ENVIRONMENT

It is the premier destination for visitors to explore our downtown parks and a staple in the community for outdoor activities.
The City Center and Providence Rink is looking for a seasonal Safety and Security Coordinator position. The staff member will work under the supervision of programming coordinators and will report to the Director of Athletic and Event Facilities.
Opportunities at the City Center are fun, fast paced and challenging. Safety and Security coordinator must work to provide the best experience possible for patrons and staff at the facility. This position will work in a security role and promote park rules and regulations. This position will also assist in facility safety as well as opening and closing the facility.
Responsibilities include, but are not limited to:
Monitor outdoor winter facility for safety and security and enhance the experience of the rink customers by providing a fun and safe environment
Monitor theft or loss from patrons on ice rink without admission tickets
Coordinate with the public safety or police department if needed

Play back security camera footage if needed
Book additional security through the approved security vendor as needed and approved

Duties
During the course of their careers, Uniformed Division Officers carry out assignments in protection. Duties include:
Providing protection for The White House Complex, The Vice President's Residence, The Main Treasury Building and Annex, and foreign diplomatic missions and embassies in the Washington, D.C. area.
Traveling in support of the Presidential, Vice Presidential, and foreign heads of state/government missions.
Enforcing mandated protective responsibilities as described under Title 18, United States Code, Section 3056A.
Requirements
U.S. citizenship is required.
Possess a current valid U.S. driver's license.
Be at least age 20 and less than age 37 at the time you receive a conditional offer of employment, unless you have previous service in a Federal Civilian Law Enforcement position covered by special law enforcement or firefighter retirement provisions, including early or mandatory retirement. Applicants with veteran's preference must receive a conditional offer of employment prior to reaching age 40 to continue in the application process.
Carry and use a firearm. Maintaining firearm proficiency is also mandatory.
Possess uncorrected visual acuity of no worse than 20/100 binocular. Possess corrected visual acuity of 20/20 or better in each eye.
Hearing loss, as measured by an audiometer, must not exceed 25 decibels (A.S.A. or equivalent I.S.O.) in either ear in the 500, 1000, and 2000 Hz ranges. Applicants must be able to hear the whispered voice at 15 feet with each ear without the use of a hearing aid.
Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
Complete 12 weeks of intensive training at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA or Artesia, NM and 17 weeks of specialized training at the James J. Rowley Training Center in Laurel, MD.
Certify that you have registered with the Selective Service System or are exempt from having to do so, if you are a male applicant born after December 31, 1959.
