Security Responsibilities:
Access Control
Investigate and report maintenance and safety conditions that may endanger the client, its associates, or public safety
Patrols are assigned in a company-marked vehicle provided the candidates' driving history is exemplary. Free of tickets, accidents, or marks against your driver's license.
Patrols may be assigned on foot to maintain visibility and observe possible unusual activities at client facilities
Theft and vandalism determent
Ensure the client, its associates, and facility personnel are provided with a safe and professional work environment
Enforcing campus rules and regulations
Safeguarding the school grounds from suspicious people and activity
Patrol and supervise the school campus
Ensure that daily administrative documentation is always kept concise and complete
Uniform attire and grooming standards must be maintained while in uniform

Qualifications and skills:

What You'll Do:
Provide customer service to clients and visitors by carrying out security-related procedures and site-specific policies, as well as responding to emergency situations when appropriate.
Respond to incidents and critical situations in a calm, problem-solving manner, following established protocols.

Minimum Requirements:
Be at least 18 years of age for unarmed roles; 21+ years of age for armed roles.
Possess a high school diploma or equivalent.

The Security Officer III performs highly complex (senior-level) security services work. The Security Officer III is the most senior Security Officer and supports the Security Supervisor with department goals and objectives. Work involves patrolling grounds; conducting initial investigations as needed; providing direction and/or assistance to patients, staff, and visitors. Responsibilities also include temporary switchboard duties such as answering the hospital telephone switchboard as needed, the fire alarm system, and emergency response phone line.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Essential Job Functions (EJFs):

Patrol's hospital grounds to monitor and mitigate unusual occurrences such as trespassers, vandalism, and emergencies.
Monitors and directs daily activities and work performance of junior security officers as needed. Adjusts daily activities of security officers assigned to shift to ensure objectives of the department are met in accordance with directives of the security supervisor based upon tasks and personnel available.
Provides security to the hospital campus. Opens hospital gates as appropriate. Provides direction and assistance to visitors. Patrols grounds, inspecting and safeguarding buildings, properties, and equipment. Writes reports and documents incidents or events in and around the hospital grounds. Downloads video requests from the Rights Protection department.
Performs temporary switchboard duties as requested. Answers phone and calls from service via dispatch (switchboard) as needed, the fire alarm system, and emergency response phone line.
Checks points of ingress and egress, to assist in the prevention of unauthorized departures/escapes. Investigates and documents unusual incidents such as thefts, fire, vehicle accidents, unauthorized departures, and weather-related events.
During the absence of the Security Supervisor, performs administrative duties such as preparing the department schedule and reviewing reports. Represents the security department in meetings and events at the direction of the Security Supervisor or Directors.
Reports to areas when fire alarms sound, determines the nature of the emergency and resets alarm as needed. During an actual fire emergency, escorts the fire department to facilitate access and mitigation of impact to hospital, staff, and patients.
Provides crisis intervention, when necessary, assists staff with controlling disruptive or combative patients or guests, and escorts disruptive people off hospital grounds.
Operates State vehicles to transport patients, employees, and visitors on or off the hospital grounds.
Maintains inspection forms to ensure preventive maintenance and the safe operation of vehicles.
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Registrations, Licensure Requirements or Certifications:
Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
Current CPR/AED certification preferred, willingness to be certified within 6 months required.
Initial Screening Criteria:
Five years or more continuous work experience in law enforcement, security or corrections required OR
Three years or more security experience in a mental health facility required.

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Examples

Physical Condition
Must have the physical and mental ability to properly carry out the duties and responsibilities of a commissioned police officer of Midwestern State University, to include the ability to speak and hear clearly. Must also meet the vision requirement establish by TCOLE and have the physical use of all extremities in order to physically restrain or apprehend individuals when necessary.
Experience
Must meet and maintain peace officer licensure requirements as established by the Texas Commission on Law Enforcement (TCOLE).

Summary of Essential Functions
Provide security services to all patients, staff, and visitors for all facilities and grounds. Must be physically fit enough to patrol all floors, once an hour. There are nine floors in the Bethania Building and five floors at Bridwell Tower.

Educational Requirements

License/Certifications
Possess the ability to attain licensure in the State of Texas as a Level III Commissioned Security Officer. Must be able to obtain a class “C” driver license (State of Texas).

At Least one (1) year experience as a security officer in a hospital setting is highly desired. Previous security officer experience, police experience, or military police experience is also preferred and may be substituted for direct healthcare experience.

Officers are required to complete a daily activity log and complete all incidents on district owned report writing database and refer students to teen court and juvenile detention as needed.

The Security Officer performs complex (journey-level) security work and is responsible for maintaining a secure and protective environment at the state hospital by observing, taking action, and reporting incidents or security violations involving the patients and initiating emergency response as appropriate. Primary work involves monitoring alarms and surveillance cameras, patrolling the buildings and grounds, checking badges or proper identification at the campus gate, and handling after-hours emergency calls that would enhance the safety of state hospital patients, employees, and visitors. The Security Officer disseminates and coordinates emergency responses and information, and notifies facility management and law enforcement if appropriate, in the event of emergency and/or security violation situations. The Security Officer is responsible for identifying unfamiliar persons on campus and within the units as captured on surveillance cameras and during routine patrols. Ensures appropriate lighting for the safety of patients, staff, and visitors. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Completion of work requires the use of established methods and/or techniques and decisions are varied but based on well-defined guidelines.
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
This position may be eligible to earn additional pay for work performed on evenings, nights and/or weekends.
Essential Job Functions (EJFs):

Monitors surveillance cameras in state hospital buildings for unauthorized persons, fires, and unusual occurrences and incidents and reports emergencies immediately upon discovery. Conducts routine patrol of buildings and grounds.
Handles the dissemination and coordination of emergency responses and information, and notification to hospital management and law enforcement personnel, if appropriate, in the event of emergency and/or security violation situations.
Assists in the apprehension of suspects, where reasonably possible, in cases of unauthorized entry into buildings and work areas, malicious mischief, or other violations.
Prepares timely and accurate incident reports and other investigative reports relative to emergencies and/or security violations.
Evaluates and makes recommendations for changes to security regulations.
Performs other duties as assigned. Registrations, Licensure Requirements or Certifications:
Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
CPR certified or ability to obtain within 6 months.
Initial Screening Criteria:
Twenty-four (24) months' work experience.
Two years of work experience in security, law enforcement, or military preferred.
Additional Information:
Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

Summary of Essential Functions
Provide security services to all patients, staff, and visitors for all facilities and grounds. These services include, but are not limited to, patrol function, investigation of incident, incident reporting, pedestrian and vehicular traffic control, verbal and/or physical restraint, prevention of theft or other related security incidents, as well as other general duties associated with the hospital security function.

Perform special assignments as deemed necessary by Security Management, as well as fulfilling administrative requests for assistance.

Must be physically fit enough to patrol all floors, once an hour. There are nine floors in the Bethania Building and five floors at Bridwell Tower.
Some officers may be assigned additional responsibilities such as parking enforcement, field training, bike patrol or ER officer.
Educational Requirements
Applicants must be a high school graduate or equivalent.
College credits or a degree in Criminal Justice or related field of study is highly preferred.
Must be able to communicate effectively in English, both verbally and in writing.
License/Certifications
Possess the ability to attain licensure in the State of Texas as a Level III Commissioned Security Officer. If not certified as a Level III Officer at time of hire, the officer will: Attain Level II, CPR, and MOAB within six months of employment and Level III and weapon assigned by management within six months of Level II certification. If the hospital pays for the training, the officer must remain employed for Twenty Four Months after hire date or reimburse the department $500.00 for the training.

Must be able to obtain a class “C” driver license (State of Texas).

The Sergeant is a commissioned peace officer position selected by and reports to the Captain of the State Center Investigations Team (SCIT) within the Health and Human Services (HHS) Office of Inspector General (OIG). The position performs complex criminal investigations involving allegations of abuse, neglect, and exploitation of residents in state supported living centers and patients in state hospitals, and any other criminal allegations occurring at the state supported living centers and state hospitals. Investigations are conducted independently and require skills in evaluating, planning, and organizing, as well as quickly learning about the program areas managed by HHS agencies. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Investigations involve interviewing and taking statements; gathering and analyzing records; coordinating with other internal and external departments; may serve as lead on joint investigations; conducting surveillance and other covert investigations; preparing investigative reports; and testifying in judicial proceedings and/or administrative hearings. Investigations may result in referrals to management for consideration of adverse personnel actions or other executive level responses, referrals to prosecuting authorities, and referrals to outside entities at the local, state, and federal levels. 50% travel is required.
EJF
EJF 1. Conducts investigations and examinations of alleged violations of laws, rules, and regulations. Identifies contacts, and interviews potential suspect, witnesses, and complainants. Collects data and conducts field studies. Assists in performing undercover or surveillance work regarding suspected violators. 40%
EJF 2. Evaluates, summarizes, and documents investigative findings. Prepares records, correspondence, and reports. Interacts and exchanges information with various state, local, or federal law enforcement organizations. 25%
EJF 3. Examines, investigates, and analyzes the business activities of entities to ensure compliance with statutory standards and regulations. May review samples of completed investigations to ensure the consistent and correct application of policy and monitors the quality and quantity of investigations conducted. 20%
EJF 4. Assists in preparing cases for presentations at hearings or in court. Testifies and presents evidence in formal hearings or court proceedings. 10%
EJF 5. Performs other duties necessary to achieve the mission of OIG. Keeps manager informed as required or as necessary. 5%

REGISTRATION, CERTIFICATION, OR LICENSURE
Applicant must possess a valid Texas Driver License by employment start date.
Applicant required to possess a Texas commissioned peace officer license by Texas Commission on Law Enforcement (TCOLE); copy of license required at time of interview.
Applicant must obtain TLETS certification.
Applicants must be proficient with firearms under current TCOLE rules and regulations by employment start date.
Initial Screening Criteria:
Ten years of experience as a commissioned Peace Officer/Investigator OR six (6) years of experience as a commissioned Peace Officer/Investigator plus a four (4) year degree, from an accredited university.
Experience using Microsoft Word and Excel.
50% travel required.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

The offered salary will be based on the State's Law Enforcement Salary Schedule (Salary Schedule C) which contains salaries for the State's law enforcement positions This schedule provides the salary structure only for peace officers licensed by the Texas Commission on Law Enforcement (TCOLE) Officers Standards and Education.
