Merrick is seeking a Construction Manager to provide full-time, on-site leadership at our client facility in Manhattan, Kansas, not a Merrick office. The Construction Manager will be responsible for the day-to-day coordination, oversight, and management of all construction, remediation, commissioning, and operational readiness activities for a large-scale biocontainment laboratory campus.
Reporting to the Manager of Construction Services, the Construction Manager ensures that all work is executed safely, efficiently, and in alignment with project requirements related to safety, quality, schedule, and budget. This position also functions as Merrick's on-site representative, maintaining strong client relationships, supporting project execution, and identifying opportunities to expand Merrick's services.
Typical salary range for this position is $85,000.00 - $102,000.00. Pay offered may vary depending on job related knowledge, skills, and experience.
WHAT YOU'LL DO
* Direct construction and commissioning activities.

Job Description
ProSidian seeks an ProjectManager/Construction Professional (Fed Grade Level: GS-12) to be located in Topeka, KS and work as part of a team that deliver the variety of administrative and professional support classifications at various locations in the Heartland Region. The Heartland Region consists of four states; Missouri, Iowa, Nebraska and Kansas. The services to be provided by this contract shall be accomplished at various locations throughout the Heartland Region. Performance under this contract may also include placement of ProSidians in GSA's Field Office locations, inclusive of, but not limited to Kansas Field Office 444 SE Quincy Topeka, Kansas, 66683.
In order to have an effective program all team members must ensure a successful business relationship between The Fed. Govt. Client and ProSidian. All parties involved in the service delivery process must work as a team and foster open and honest communication at all times. Working side-by-side with other federal employees and contract workers, your role will be non-inherently governmental in nature.
The selected ProjectManager/Construction Professional (Fed Grade Level: GS-12) shall be paid a Base $/Hr. as a Contract W-2 Employee as well as an allocation of an additional state specific $/Hr. to cover health and welfare expenses under The U.S. Department of Labor McNamara-O'Hara Service Contract Act (SCA) Wage and Hour Determination (WHD). This role will be structured based on the Wage Determination 2015-5339 Revision 5 Topeka, KS.
In general, ProSidian employees are expected to work the hours of 8:00 a.m. - 4:30 p.m., which includes a 30-minute lunch. These hours may be flexible with coordination of the Government Client Point of Contact. Employee serves as a Construction Manager Professional to directly manage small projects (up to $150k) in support of the building repair and alteration(R&A) program for a field office team. Assignments include performing customer needs interviews, conducting studies, preparing construction cost estimates, confirming project requirements, developing Scopes of Work (SOW), specifications, and plans for projects.
Serves as hands-on Construction Manager Professional of assigned repair and alteration projects through all project stages (trigger to close-out) in existing buildings and facilities, such as multi-tenant office buildings, laboratories, warehouses, underground cave office and archival space, computer facilities, courthouses and historic buildings.
Assignments also include coordinating with multiple trade type Contractors, General Contractors, professional Services Contractors, and other specialist type Contractors, as required to support design and construction activities. Assignments are made in the form of a designated project for which the scope, target completion date, and available funds must be defined. The Construction Manager Professional plans for and carries out projects independently with granted authority to act on own initiative on matters affecting the project, with the Contracting Officer having the ultimate authority.
To be clear, the Construction Manager Professional does not have any authority to bind the federal government into a contractual relationship or approve funds outside those allotted for the current project. The Construction Manager Professional leads the project team to achieve project objectives throughout the project lifecycle (project initiation to closeout).

Summary of Primary Duties and Responsibilities\:
This position is responsible for interpreting, organizing, executing and coordinating all right-of-way activities for transmission and distribution projects, some projects involving substantial monetary amounts. Ensure R/W projects are completed within budgetary estimates, project schedules and in compliance with policies and procedures. This position is responsible for leading and performing multiple activities associated with transmission and distribution right of way projects under general direction. This position requires coordination and performance of activities working with operations personnel at multiple locations. Position may serve as a mentor to less experienced Right of Way Professionals. Projects assigned vary in size and complexity based on experience.
Major responsibilities include, but are not limited to:
• Generates periodic progress reports outlining costs, timing and overall project status related to the scope of the project. Participates in multi-discipline team meetings, including scheduling and cost outlook. Drives continuous process review and improvement.
• Right of way activities include exploration of subject matter, scope definition, creation of project cost, time and manpower estimates, development of strategies for easement and fee acquisitions, valuation analysis, payment approval, problem solving and investigation.
• Position plans, prioritizes and coordinates multiple activities with competing priorities while working in conjunction with the transmission and substation engineering staff, T&S construction projectmanagers, distribution designers, transmission & distribution construction, vegetation management, and maintenance groups. Collaborates with the Legal Department regarding easement language, negotiations, eminent domain and settlement agreements.
• Performs and manages work associated with capital projects, operations, distribution, transmission, and maintenance. Position negotiates and acquires right of way including highly complex acquisitions and politically sensitive parties, provides notifications and access negotiations for transmission and distribution projects, settles right of way damages, reviews appraisals, acquires and releases Company property, completes, manages and coordinates ownership research and document preparation.
• Coordinates, manages and leads a team of contractors acquiring rights to complete all aspects of projects including title research, existing easement rights, right of way descriptions, appraisals, negotiations, acquisitions, relocations, condemnation, construction liaison, damage settlements. Assesses skills, onboards and manages contract personnel to assemble project teams to complete projects. Responsible for contractor billing verification/approval and contract compliance.
• Manage communications with all concerning agencies, parties and entities, including landowners, government agencies, contractors and other external contacts. Represent the Company at public meetings, regulatory hearings, presentations and condemnation hearings.
Education and Experience\:
• The ideal candidate will possess a bachelor's degree in Real Estate, Law, Energy Land Management or related degree. Course work in real estate, law, appraisal, negotiation, communications or related topics is highly preferred. IRWA, Landman, or other relevant professional designations also considered.
• Right of way experience is required. Experience includes the right of way acquisition field, managingprojects, negotiation and other related experience. Experience in electric utilities is preferred.
• Demonstrated leadership, initiative, influence, and decisiveness is critical to this role.

• Must possess good written and verbal communications skills, strong critical thinking, problem solving, analytical and strategic planning skills. Must be able to relay information in a clear and concise manner to convey information often technical in nature.
• Ability to establish rapport as a Company liaison and be a company representative, thereby displaying an advanced level of professionalism and integrity.
• Must employ effective negotiating strategies. One must have the ability to endure mentally challenging and emotionally charged communications with outside parties, including counsel and landowners.
• Initiative to drive areas of improvement and learn systems, processes and procedures.
• Strong computer skills are essential. The preferred candidate will be proficient in Microsoft Office applications.
• Ability to simultaneously plan, execute and supervise multiple projects to completion, within quality, time and budgetary requirements.
• Technical to advanced knowledge of real property law, real property appraisal processes, real property records.
• Ability to interpret easement documents, engineering drawings, property plats and property descriptions.
• Technical to advanced knowledge about the various survey systems used to write land legal descriptions, land title research, and the legal documents required to complete a right of way project.
• Training and education in law, real estate, setting right of way values, ethics, projectmanagement.
• Ability to manage contract work force.

Working Conditions\:
The primary working condition is an office environment. Travel within the service territory may be required several times per month. Travel may include inspection of project corridors, meeting with landowners and other stakeholders in the field and in third-party offices.

Position Summary:
The Project Engineer will be responsible for design on multiple projects, directing and/or leading other design professionals within their discipline, and working with other design disciplines internal and external to PEC to develop engineering solutions for PEC's Clients. Duties and Responsibilities:
Responsible for project completion in accordance with qualify assurance policies, standards and project specifications
Prepare and review engineering plans and drawings
Assist in the preparation of project proposals, cost estimates, and feasibility studies
Performs and/or directs engineering design, coordination with other design staff for construction document and specification production in compliance with building codes, construction administration, and development of reports/studies
Serves as an advisor to the ProjectManager, identifying and communicating any potential risk to the project in a timely fashion
Performs and/or directs design computations by hand and by computer software
Uses experience, education, and judgement to make informed decisions. Retains knowledge and builds on previous experiences to increase capabilities in breadth and complexity
Organizes multiple projects and tasks and completes them in a timely manner, on schedule, and per PEC Standards. Oversees tasks that have been delegated to other engineers and support staff
Effectively communicates and coordinates with the Design Team to complete design tasks on numerous projects
Perform quality control reviews at appropriate milestones
Mentors, trains and develops less experienced staff
Participates in business development activities to include developing and maintaining relationships with clients

Special Knowledge, skills and abilities:
Ability to work independently and with others, with minimal supervision.
Strong attention to detail and accuracy in preparing engineering plans, reports, and documentation
Familiarity with local regulations, permitting processes, and design standards
