Job Description
AECOM is seeking a Scope Change Coordinator to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program, among other project opportunities available at AECOM.
AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America's busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.
The Scope Change Coordinator will be responsible for reviewing, managing, and controlling the approved project scope baseline to ensure alignment across design, engineering, construction, and stakeholder teams. This role ensures scope changes are properly documented, evaluated, and controlled to protect project objectives related to cost, schedule, and quality. The role requires familiarity with construction or other scope change management, design or construction contracts, and project management.
The responsibilities for this position include but are not limited to:
* Review, maintain, and control the project Scope Baseline, ensuring alignment with contract documents and approved project objectives
* Establish and maintain scope management procedures, standards, and governance frameworks
* Coordinate with engineering, design, construction, and procurement teams to verify scope definition and completeness
* Manage change requests, scope adjustments, and baseline revisions through formal change control processes
* Maintain scope logs, change registers, and audit trails

Ensures personnel performing assigned tasks are qualified and certified as required. Review and maintain accurate data for all training certifications and corresponding expiration dates. Manage Certificates and Permits Program.
At the beginning of each month, provide a written technical report to the Corporate Level and a copy of the technical report to the COR, concerning all processing and procedure deficiencies, technical problems, safety issues, and/or potential problems.
Qualifications
Minimum of four (4) years' safety and QC experience providing direct support to government or commercial facilities
Must be thoroughly knowledgeable of quality control concepts and procedures, specifically applicable to building alterations, operational equipment, and systems.
Must possess the skill and knowledge to interpret and apply specifications to equipment.
Proficient with CMMS software.
Must have knowledge of such programs as the calibration recall program, preventive maintenance, service calls and maintenance repairs applicable to a building environment.
Experience with Occupational Safety and Health Administration (OSHA) codes and standards
Must be a United States Citizen
Must fluently speak, read, and write the English language
Physical Demands
Light to moderate physical exertion is required in lifting and carrying items weighing from 10 to 50 pounds, with occasional lifting over 50 pounds with assistance. **Essential Duties and Responsibilities:**
+ Monitors safe and efficient operations of HVAC/refrigeration systems in accordance with departmental requirements; corrects deficiencies according to PM/CM and manufacturers specifications.
+ Conducts preventive and corrective maintenance on all HVAC and refrigeration systems, as well as fan coil or dx units, and other equipment as assigned.
+ Installs and services new HVAC/refrigeration equipment. Perform all aspects of repairs to Air Handling Units (AHU) to include filter replacement, bearing replacement, motor replacement, belt replacement and proper alignment in accordance to OEM procedures.
+ Coordinates inspections, repairs and installation in consultation with staff in affected areas to minimize disruption of operations.
+ Complete Work Order and Preventative Maintenance (PM) paperwork in a timely and professional manner. Participates in the computerized maintenance management system for work and equipment documentation
+ Participate in the building management system. Monitor design parameters for status and efficiency. Assist in programming recommendations for the system.
+ Track refrigerant loss, procurement, and storage per government standards.
+ Install, maintain and repair all field devices for the Temperature Tracking System.
+ Participate in the testing of HVAC shutdown by duct smoke detectors.
+ Performs heating, ventilation, and air conditioning (HVAC) maintenance on air conditioning units, fans, air handlers, water heaters, converters, duct work and system controls.
+ Request assistance from plumbers, painters, electricians, carpenters, and Building Engineers when necessary.
+ Coordinates inspections, repairs, and installation with staff and tenants in affected areas to minimize disruption of CNRIC operations.
+ Ensures compliance with department safety and quality standards to optimize effective utilization of resources and productivity.
+ Follow and implement standard Lock Out Tag Out procedures.
+ Complete Corrective Maintenance and Preventive Maintenance (PM) work orders in a timely and professional manner.

**Job Description**
**AECOM** has an exciting opportunity for an Environmental Technician II to join our Annapolis Junction Remediation team. You will work on a diverse range of projects delivering remediation system solutions to our key clients.
The successful candidate will have the ability to communicate effectively with members of the project team, clients, site personnel and office management, and work both independently and as part of a project team. In addition, the successful candidate will be committed to the team's success and growth; will rigorously apply safety policies and procedures; and will effectively manage the quality of field efforts within the bounds of the AECOM Quality Management System.
The role requires a strong mechanical and safety aptitude, and the candidate must have experience working with plumbing, electrical, and general construction related trades. Duties include (but will not be limited to) equipment maintenance coordination, remediation system maintenance, and environmental sampling activities. Although this is a field position that involves significant equipment maintenance and construction related activities, there will be direct interaction with clients and the candidate must have experience communicating with clients on a professional level.
This position will involve travel throughout the region on a regular basis.

**Location**
This position can be based out of our Houston,TX (Energy Cooridor), Westlake, TX or McLean, VA location.
**Responsibilities**
You will be responsible for overseeing and coordinating environmental permitting, reports, and technical documentation, as well as managing tasks and mentoring/leading others in the delivery of environmental products. You can expect to oversee junior and mid-level staff working on multiple large-scale projects.
Tasks may include, but not limited to the following:
**Technical**
+ Collaboratively develop and implement strategy for delivering environmental components of our projects.
+ Review environmental documents, RFPs, and other documents to identify risk and scope.
+ Lead environmental planning and permitting processes and document preparation for transportation, transit, and infrastructure clients.
+ Serve as technical lead for a variety of infrastructure projects during conceptual planning and design through environmental approvals and permitting.

This includes knowledge or ability to learn requirements and processes pursuant to state codes and municipal ordinance.
+ Perform quality reviews of environmental deliverables that meet client requirements and regulatory standards to ensure high-quality products are produced on time and within budget.
+ Perform quality reviews of other discipline's engineering designs and plans to identify environmental constraints.
**MANAGEMENT**
+ Prepare and manage scope, schedule, and hours for a variety of environmental tasks for infrastructure projects across the office and division.
+ Work with project schedulers and estimators to incorporate environmental permit requirements into the project master schedule.
+ Collaborate with transportation planning, engineering, urban design/landscape design, and other disciplines to determine compatibility of designs with environmentally sensitive areas.
+ Coordinate with clients, sub-consultants, and in-house personnel on a regular basis.
+ Establish and maintain professional relationships with all levels of internal and external agency personnel.
+ Support project communications and technical meetings, provide coordination to resolve design issues.
+ Lead environmental task force meetings to advance the pursuits and active design projects.
+ Provide guidance and support to less experienced staff on technical and professional issues.
**Qualifications**
+ Bachelor of Science in Environmental Science, Environmental Engineering, Planning, Environmental Planning, Life Sciences, Cultural Resources, Urban Design, Architecture, Landscape Architecture or another related field.
+ Minimum of 8 years of environmental planning experience in either transportation or land development projects.

POSITION OVERVIEW:
The Program Manager - Joint Ventures (SBA Mentor-Protégé) supports QGS's small business partnership and growth strategy by leading the governance, compliance coordination, and performance oversight of SBA Mentor-Protégé Program (MPP) joint ventures. This role works across business development, capture, contracting, and delivery to help identify and qualify JV opportunities, align partners on pursuit priorities, and ensure joint venture requirements are met so awarded work is set up for successful execution in federal environments.
What You'll Do
Coordinate joint venture governance, including operating cadence, meeting documentation, decision tracking, and adherence to joint venture agreements.
Serve as a central point of coordination between QGS stakeholders and joint venture partners to align roles, responsibilities, communications, and deliverables.
Support compliance with SBA Mentor-Protégé and joint venture requirements and associated federal contracting expectations; partner with Legal/Compliance on documentation and recordkeeping.
Support capture and proposal teams by verifying joint venture eligibility, coordinating required partner inputs, and ensuring teaming documentation is current and consistent.
Partner with Business Development/Commercial Excellence to support the JV go-to-market approach, including opportunity sourcing, qualification, pipeline reviews, and pursuit prioritization with JV partners.
Support customer and partner engagement activities (industry days, matchmaking events, small business outreach, and teaming discussions) to expand the JV's network and position the JV for upcoming opportunities.
Coordinate development and maintenance of JV capability materials (capability statements, past performance narratives, partner resumes, and differentiators) in collaboration with proposal teams, ensuring materials accurately reflect the JV structure and roles.
Coordinate startup and execution readiness for awarded work in partnership with Operations and Project Managers (e.g., project controls setup, partner onboarding, and compliance workflows).
Partner with Finance and Contracts to support compliant contract setup, invoicing coordination, and audit-ready documentation practices as required by the contract.
Track and report joint venture status, issues, and required actions to internal leadership and partner stakeholders; escalate risks early and drive resolution.
Facilitate lessons learned across joint venture pursuits and projects and help standardize repeatable processes for partnership execution.
Represent QGS in joint venture-related client meetings, teaming events, and partner engagements as needed.
What You'll Bring
10+ years of experience in program management with a strong focus on federal government relationships, including significant engagement with the Department of Energy.
Demonstrated experience supporting SBA Mentor-Protégé and/or small business joint venture structures, including partner coordination and compliance-related documentation.
Equivalent combination of education and significant field experience may be considered
Proven ability to build and sustain professional relationships with senior-level government officials and internal stakeholders.
Experience working with construction and/or craft labor project management.
Exceptional interpersonal, communication, and leadership skills.
Experience in matrix organizations with functional oversight (Finance, Safety/Quality, HR, Compliance).
Strong knowledge of DOE operations, program expectations, and federal acquisition processes.
Ability to travel regularly to local partner sites, teaming events, conferences, and other locations as needed
Bachelor's degree in public administration, business, engineering, or a related field required (advanced degree preferred)
PMP or similar certification is a plus (PMP required within 12 months of hire).
Clearance: Ability to obtain and maintain a federal security clearance; background check required.
