John S. Mengucci is Chief Operating Officer and President of U.S. Operations for CACI International Inc. In this role, he has primary responsibility for all of the company's domestic, federal, state, and local markets and oversees the company's main business groups - Enterprise Solutions and Services; Healthcare, Litigation, and Enterprise IT; Mission Solutions and Services; National and Cyber Solutions; and National Services. Mr. Mengucci possesses a strong track record of developing and implementing successful growth strategies and managing large operations for peak performance to continue CACI's sustained growth and success. Prior to joining CACI, Mr. Mengucci was President of the Lockheed Martin Corporation's Information Systems and Global Solutions - Civil Product Line. In this position, he led a 13,000-person, $4 billion business area. His group served clients such as the Department of Homeland Security, the Department of Justice and the Federal Bureau of Investigation, the Federal Aviation Administration, the National Aeronautics and Space Administration, and many other federal agencies. He oversaw additional growth markets as well as investments in health, energy, and financial markets. Mr. Mengucci's previous positions at Lockheed Martin included serving as President of Information Systems and Global Solutions - Defense. In this role, his responsibilities included the execution and growth of a $3.5 billion business area providing intelligence, surveillance, and reconnaissance; command and control; data fusion; and IT solutions and services to domestic and international defense departments. Before this, Mr. Mengucci held increasingly responsible executive roles with Lockheed Martin, beginning with his position as director of Martin Marietta Corporation's Electronic Systems Radar Product Support Division in 1992. Mr. Mengucci's professional and community affiliations include having served as a board member for the United Way of Southeastern Pennsylvania and Delaware Valley Junior Achievement; sitting on the board of directors for the Tech America Public Sector Board and the RTCA NextGen Advisory Committee; and serving as a youth travel soccer coach and recreational baseball coach. He has received the President's Volunteer Service Award every year since 2006. Mr. Mengucci holds a bachelor of science degree in computer science from Clarkson College of Technology and a master's of business administration in organizational management from Syracuse University.

Kevin M. Phillips is Chairman of the Board, President and CEO of ManTech. He leads a global team of 9,300 employees who are committed to technologies that solve some of the nation’s most challenging problems. He joined the company in 2002 through ManTech’s acquisition of CTX Corporation. He is a strong proponent of adapting and harnessing the power of technology to help federal agencies accomplish their missions. He serves in leadership positions at several technology-related industry groups and has won numerous awards for his contributions. He is a member of the Executive Committee and Board of Directors of the Professional Services Council (PSC), the Aerospace Industries Association (AIA), and in March was elected as the 2nd Vice Chairman of the Northern Virginia Technology Council after having been appointed to the Board of Directors in 2018. Ranking among the top 10 prime contractors to the U.S. Department of Defense, the company generated sales revenues of nearly $11.5 billion in 2019, delivering a full range of products and services across a broad and diverse portfolio for air, land and naval forces, as well as advanced electronics, commercial avionics, security, IT solutions and support services. Arseneault is also an executive director on the BAE Systems plc Board of Directors, a member of the company’s Executive Committee, and an officer director on the BAE Systems, Inc. Board of Directors. Throughout his career, Arseneault has led complex organizations responsible for fulfilling critical and technologically challenging missions. Recently he served as president and COO for the organization and was integral to its return to profitable growth. Previously, he was president of the company’s Electronic Systems Sector, responsible for operations spanning the commercial and defense electronics markets, and its extensive portfolio of mission critical electronic systems. He also served as executive vice president of BAE Systems’ Product Sectors, responsible for articulating and executing a vision that drove optimal business performance across the Electronic Systems and legacy Land & Armaments businesses. Prior to his senior leadership appointments, Arseneault managed various organizations and programs for Sanders, a Lockheed Martin Company, and he remained with the unit when it was acquired by BAE Systems in 2000. Earlier in his career, he held a variety of engineering and program management positions with General Electric and TASC. He holds bachelor's and master's degrees in electrical engineering from Worcester Polytechnic Institute and an MBA from Boston University.

Since bringing a new management team aboard in September 2008, Mark's primary focus has been to provide strategic business direction to drive the growth and market diversity of Zenetex. Under his leadership, Zenetex has expanded beyond its original business line of IT Service Management, to now include professional support services for Aviation Maintenance & Repair, Engineering, Foreign Military Sales, Intelligence, IT Operations, Logistics, Program Management, Public Relations, Special Access Programs, Strategic Communications & Planning, and Training Systems. By employing Mark’s growth strategy and creating a customer and employee focused company culture, Zenetex has been able to achieve tremendous organic expansion, and has also made strategic acquisitions of kglobal in 2011, and Delex Systems in 2016. Zenetex now operates in 25 states, 4 foreign countries, and employs over 1200 people. Previously, Mark served as the President of the Technology Solutions Group (TSG) of Anteon Corporation. He was also the President and Chief Executive Officer of Information Spectrum Inc. (ISI), which was acquired by the Anteon Corporation in May of 2003. With Mark at the helm, ISI aggressively built upon its existing foundations and grew from $28 million in 1989 revenue to over $130 million in 2002 revenue with over 1,200 employees. ISI also became a leading systems integrator of card technology applications, counting among its achievements the development of the integrated card production systems in use today for production of Department of Homeland Security identification cards by the Bureau of Citizenship and Immigration Services. Outside of Zenetex, Mark enjoys spending time with his son and Cornell graduate Brian, and daughter and University of Texas graduate Danielle. He also enjoys playing golf and is a passionate Philadelphia sports fan. Mark holds a bachelor's degree in economics from Tulane University and an MBA in finance from the University of Chicago.
