PURPOSE OF THE POSITION:
The Engineering Foreman is responsible for carefully examining track structures and roadbeds to identify any issues that could compromise train safety or cause delays. This role ensures all maintenance work meets company standards and complies with relevant regulations. When problematic or unsafe conditions are found, the Engineering Foreman coordinates and oversees the required maintenance and repairs to promptly address deficiencies and keep rail operations running smoothly.
POSITION ACCOUNTABILITIES:
Oversee adherence to regulatory requirements within the designated geographic area to maintain safe and compliant infrastructure
Carry out scheduled track inspections, keep thorough records, and ensure corrective measures are tracked and completed
Establish daily priorities and objectives for work crews, and advise the Roadmaster on work plans
Verify that all maintenance work within the territory complies with the latest standards and regulatory requirements
Assess and confirm that track conditions permit authorized train speeds, or enforce appropriate safety protections as needed
Direct and supervise the replacement of specific track components as necessary.
Ensure the work environment remains safe and productive for all staff
Organize work schedules and allocate resources efficiently to achieve timely project completion
Apply effective performance management and interpersonal communication to provide prompt feedback, guidance, and constructive discipline that enhances team performance
Lead engineering operations in response to significant derailments and natural disaster events
POSITION REQUIREMENTS:

Valid driver's license required; Class B commercial driver's license is preferred
A minimum of one year of relevant experience in track construction, restoration, and FRA 213 compliance is required
Operate and work in proximity to loud, heavy machinery, and perform tasks that require bending, lifting, walking, standing, and sitting in confined spaces for long durations, as well as utilizing hand and power tools

Job Description
JOB SUMMARY/PURPOSE
Delta Utilities is seeking a Utility Foreman, Construction and Maintenance, who is responsible for managing field operations, work logs and projects to ensure safety, efficiency, and compliance with regulations. This role supports crews with planning and executing installation of gas distribution pipelines and special projects, while completing complex work orders and routine tasks through Oracle Field Service. Duties include maintaining equipment and supplies, adhering to safety policies, responding to emergency callouts, and working extended hours in adverse conditions as needed.
ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
Plan, schedule, assign, manage, and monitor work for Construction and Maintenance activities. Coordinate with contractors, customers, and internal gas departments for addressing any issues or complaints, ensuring exemplary customer service.
Ensure all work meets company standards and regulatory requirements while ensuring all workmanship complies with Delta Utilities' safety guidelines, practices, and procedures.
Participate in PHMSA/DNR/OPS audits in support of Field Operations activities.
Operate and maintain system assets and company equipment.
Work with Engineering and other departments to ensure all facilities are operated and installed according to company specifications, standards, and policies.
Work emergencies or storm restoration in other areas as needed.
Work with external and internal customers and resolve customer issues. Assume OCs or Supervisor's duties during absences.
Perform Field Safety Observations for field operations group and assist in training new employees and testing employees to meet Operator Qualifications required for the Field Operations positions.

PROJECT DURATION: This contracted position is tied to a specific five (5) to nine (9)-month project, with openings ranging from thirty-six (36) to forty-eight (48) months with the maintenance crew. DUTIES AND RESPONSIBILITIES:
This position reports to the Field Manager and is responsible for supervising scaffold crews in the field for the erection, modification, and dismantling of all scaffold systems. The Scaffold Foreman ensures work is performed in compliance with safety standards, project requirements, and company policies. Daily responsibilities include worksite supervision, crew training, job execution, and customer coordination. Scaffold Foremen are key leaders on site and are accountable for job performance, crew safety, field paperwork, and job progress communication with the Field Manager.
Project Execution & Supervision:
Supervise scaffold crews on active job sites during scaffold erection, modification, and dismantle.
Interpret scaffold drawings and work plans, ensuring crews follow specifications and schedules.
Coordinate with Field Managers, customers, and site superintendents to align tasks with overall project goals.
Lead the project kickoff with assigned crew to communicate scope, hazard plans, and execution timeline.
Monitor scaffold build integrity and jobsite compliance with internal QA standards and customer requirements.
Track scope changes and notify Field Managers of any delays, change orders, or additional requested work.
Worksite Safety & Compliance:
Act as the Competent Person per OSHA standards for scaffold erection and fall protection.
Lead weekly toolbox talks, stretch-and-flex programs, and job hazard analysis walkthroughs.
Conduct scaffold inspections for build integrity and site safety.
Enforce PPE usage, scaffold tie-off policies, and safe material handling practices.
Immediately correct unsafe behaviors or conditions and report incidents or injuries to the Safety Team & Field Manager.
Labor, Equipment, and Material Coordination:
Submit material lists and verify readiness of components/tools for their ongoing projects.
Coordinate with shipping/receiving and scaffold yard to manage daily material requirements.
Track and document materials, inventory returns, and loss discrepancies on each job.
Maintain cleanliness and order of site laydown areas and staging zones.
Ensure all scaffold components are returned and accounted for post-job.
Performance Monitoring & Administrative Duties:
Complete daily crew clock in and productivity updates using WorkMax or other digital platforms.
Provide input to the Field Manager on crew performance, safety concerns, and site efficiency.
Conduct on-the-job training for new hires and coach team on standard build procedures.
Support adherence to customer expectations and company performance goals.
Document change orders, T&M tickets, and material overages for tracking by Field Manager.

SUPERVISION/MANAGEMENT:

QUALIFICATIONS:
High School diploma or GED required.
Minimum 3 years scaffold erection experience, with at least 1 year in a lead or foreman role.
OSHA 30 Construction certification.
First Aid and CPR certification preferred.
Ability to read blueprints, scaffold plans, and elevation drawings.
Proficient with digital timekeeping and safety reporting platforms (WorkMax, iAuditor, etc.).
Must be physically capable of lifting, climbing, kneeling, and working at heights.
Valid driver's license and reliable transportation required.
Strong communication, leadership, and decision-making abilities.
