This role oversees a team of six (6) Commercial Sourcing Advisors, managing approximately $127 million in indirect annual spend across operations, routine maintenance, turnaround, project, and facilities management workstreams. The position reports directly to the LAR Supply Chain Director. Key Responsibilities: Supervises the activities of the Supply Chain organization and implements effective execution of strategies, initiatives, and procedures related to the sourcing, contracting, and materials management activities of the assigned business components. Leads and participates in the identification, development, implementation and effective use of systems and processes to provide continuous improvement to activities associated with procurement, contracts, and materials management. Possesses strong understanding of Supply Chain procedures and policies, sourcing and negotiation strategies, total cost of ownership, resources for risk mitigation, and day-to-day operation of procurement systems. Provides leadership in driving Supply Chain objectives. Interacts with corporate and business component personnel, suppliers, and contractors to maximize procurement and commercial opportunities and provides support to the various system users to ensure the procurement systems and business processes are operating at peak efficiency. Manages Supply Chain support of multi-organizational business partners. Maintains strong relationships with key business partners and Supply Chain leadership to ensure short- and long-term goals, strategies and initiatives are aligned, communicated, and implemented. Negotiates with suppliers and contractors to ensure that commercial initiatives, strategies, programs, and contracts are communicated, implemented, and maintained for key spend areas. Develops and executes strategies in collaboration with key business partners, suppliers, and contractors to pursue and implement opportunities by leveraging volume and maximizing value delivery. Establishes organizational goals and metrics and leads direct reports in delivery. Ensures direct reports are trained and operating per Supply Chain and Company policies and procedures and provides developmental guidance to achieve best value for business partners and Company. Manages workforce issues including performance management and compensation processes, career development, competency assessment and succession planning. L&S Terminals is seeking a highly motivated individual to perform all facets of Terminal meter calibration and load rack equipment repairs. The Measurements Technician's home location will be at the Wilmington CA Terminal. This position requires considerable travel away from the home location. Familiarity with terminal load rack and measurement equipment is preferred along with a strong mechanical aptitude. The ability to learn and interact with specialized computer software (including Microsoft Word and Excel) is required. This position prefers current CDL license and ability to pass a DOT physical examination. Additionally, the candidate must attain and maintain multiple state certifications for meter calibration. KEY RESPONSIBILITIES: * Calibrate custody transfer meters at light product terminals within assigned region using company owned Small Volume Prover and/or Prover Can trailers. * Monitor and analyze meter factor drift and work with Measurement Specialists to recommend corrective actions based on the analysis. * Assist the Measurement Specialist with investigation and resolution of loss/gain issues at terminals. * Maintain meter calibration equipment (Small Volume Provers and Prover Cans). * Maintain DOT Compliance on assigned fleet equipment, CDL License, and required State Registered Serviceperson Licenses. * Develop and maintain competency with respect to API Manual of Petroleum Measurement Standards and governmental regulations pertaining to measurements (National Institute of Standards and Technology Handbook 44 Specifications, Tolerances, and Other Technical Requirements for Weighing and Measuring Devices). * Assist to ensure Small Volume Provers and Prover Cans are following state certification requirements and are calibrated within the regulatory time frames. * Collaborate with Terminal Planners and Operations regarding on-time completion of preventive and correction maintenance activities. * Provide field assistance and calibration for new meter installations, rebuilds and meter upgrades, as applicable. * Develop and maintain positive working relationships with various state officials in their Weights and Measures departments.
