About the position:
This Fiscal Information & Data Analyst (FIDA) provides advanced level technical analysis, advice, and recommendations to management decision makers, including the HCA Chief Financial Officer and agency executive management. The incumbent's work directly affects the management of the HCA Medicaid budget of over $16 billion per biennium. This position is responsible for developing and monitoring key components of the Medicaid rates, behavioral health finance, agency information requests, fiscal notes, and financial analyses in a manner that ensures the process undertaken and content of all deliverables meets the HCA and Office of Financial Management (OFM) requirements and guidelines. This position is responsible for identifying and analyzing financial variances and communicating them in an accurate, timely fashion to all parties as appropriate, to include program managers, HCA executive management, and OFM.
This position is eligible to telework and is required to report on-site once a week. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Some of what you will do:
* Perform and provide complex analysis and financial modeling for decision packages under consideration by the HCA director, Chief Financial Officer, OFM, and legislature that outline issues with current funding and/or initiate policy proposals to address anticipated future needs.
* Lead the development of modeling and strategies for sound fiscal projections to ensure adequate funding for agency programs.
* Annual development, updating, and reconciliation of financial models and data used for fiscal notes involving state and Medicaid funds.
* Develop and review fiscal notes, bill analyses, and budget versions during the legislative session as needed.

The Analyst's work impacts approximately 600 medical students across the five‑state WWAMI region, more than 30 clerkship departments, and multiple academic and administrative units. Reporting systems and operational processes maintained by this position inform Clinical Competency Committees, the MSPE process, student progression decisions, program evaluation, LCME accreditation, and continuous quality improvement efforts. Although the position does not manage a budget, its analyses influence resource planning, faculty workload, and strategic decision‑making across the School of Medicine.
This role is critical to the long‑term implementation and success of the School of Medicine's CBME system and supports enterprise‑level educational transformation initiatives across the WWAMI region.
**DUTIES AND RESPONSIBILITIES**
**Operations Management (50%)**
+ Serve as the primary subject matter expert and point of contact for all aspects of the School of Medicine's CBME program. Partner with leadership to guide program rollout, policy management, and quality improvement.
+ Develop and manage communication resources for students, faculty, and staff to support CBME education and consistency.
+ Develop and support Clinical Competency Committees (CCC) to biannually review student progress in clinical clerkships. Oversee reporting data, preparation, and Committee recruitment and selection.
+ Provide functional direction to departmental coordinators, faculty committee members, and program staff regarding data submission, reporting requirements and CBME processes.

+ Provide business requirements to Data Services to develop reporting views, dashboards, and visualizations; act as primary stakeholder for new report development.
+ Maintain high standards of data accuracy and consistency. Review submitted materials for completeness and accuracy, providing feedback, recommended improvements and ensuring alignment with policy and reporting standards.
+ Document business processes and track changes to ensure transparency.
+ Communicate changes to business definitions to Data Services for user‑level reporting objects.
+ Work with MSPE staff and student progress committees to develop methods for documenting progression and readiness for advancement.
+ Respond to custom report requests and conduct complex data analyses using Excel, SQL, and other tools.
+ Serve as the primary contact for CBME‑related reporting tickets, ensuring timely resolution and stakeholder communication.

* Clean, validate, and troubleshoot data to ensure integrity and consistency
* Identify inconsistencies in data or reporting and resolve or escalate appropriately
* Document data sources, data feeds, report logic, and processes
* Respond to ad hoc data requests and manage reporting-related tickets
* Learn and apply best practices for data governance, security, and quality
* Partner with teams across the organization to support OURCU's growing data culture

Required Qualifications
* 6 months to 3 years of experience in a data, analytics, or reporting-related role
* Bachelor's degree in Computer Science, Programming, Analytics, or related field (or equivalent hands-on experience)
* Experience with data wrangling and data validation
* Working knowledge of SQL
* Understanding of data security and confidentiality best practices
* Ability to read and interpret charts, graphs, and dashboards
Nice-to-Have Skills
* Analytics certifications (Google, Tableau, BI, etc.)
* Experience with:
* Tableau & Tableau Prep
* Python, Postgres, GitHub, Airflow
* Background in healthcare, credit unions, or financial institutions
* Exposure to statistics or applied mathematics
