    PRIMARY FUNCTIONS This position is responsible for managing the Capital Improvement Program that includes potable water and/or sanitary sewer (decentralized type) infrastructure projects initiated by CUDRC (hereafter the District) and those initiated by other government entities (state, county, and municipalities) or by developers. Examples of the latter are water main relocation associated with a roadway improvement project and off-site water utility improvements needed to serve a development. This position provides direct supervision of a team consisting of various positions (but not necessarily all those listed hereafter) such as Engineering Project Manager, Project Engineer, Engineer, Civil Designer, and/or Engineering Technician and indirectly an Easement Coordinator and/or related position(s). ESSENTIAL FUNCTIONS Assist supervisor with updating and prioritizing the projects which comprise the Capital Improvement Program (CIP). This involves collaboration with other members of the Engineering Department, other District Departments, and the District's engineering consultant(s) (collectively hereafter Key Parties). Assist supervisor with determining which projects will be designed internally or externally. For the projects being designed internally this position either directly leads or oversees (for projects assigned to a subordinate) the project from planning to completion. For the projects being designed externally, this position either directly oversees the engineering consultant or provides guidance and direction to a subordinate who is overseeing the engineering consultant. This position is accountable for the planning, design, permitting, easement/property acquisition, construction administration, and coordination with inspection of utility infrastructure to ensure it meets the needs of the District and adherence to its design standards and specifications. Also, coordination with other departments within the District, developers, engineers (those hired by developers and the District), contractors (those hired by developers and the District), and outside entities as applicable. Outside entities includes, but is not limited to, City & County departments, TDOT, Railroads, TDEC, etc. plus the District's external legal team for matters involving agreements, condemnation, and property acquisition. SPECIFIC FUNCTIONS Development projects involving decentralized sewer systems (collection and treatment): Review and provide written comments on the construction plans submitted by the developer and/or their engineer at various stages of the process (often involving multiple iterations) to ensure the needs of the District are met and compliance with its standards and specifications. This may include a conceptual plan, master plan, preliminary plan/plat, site plan, utility plan, final construction plan, final plat, etc. Throughout the project coordinate with applicable municipal and county planning and engineering departments by providing comments as projects progress through their respective review processes. This may include representing the District at municipal and/or county plan review meetings and/or planning commission meetings. This may also include communication with municipal and private utilities (i.e., natural gas, electric, telecom, etc.), Fire Marshals, Building Codes, etc. Collaborate with internal soil scientist on the review of the soil information from the developer and/or their engineer for a proposed STEP system and issue the corresponding Intent to Serve Letter or assign a loading rate to the developer as the situation requires. Perform decentralized sewer system capacity reviews for existing District infrastructure or oversee this work when performed by a direct report. General (applicable to all projects & other miscellaneous duties): This position must be able to perform their duties with limited supervision and shall consult with supervisor for unusual or complex matters. Assist/support Inspection Manager, as needed, starting with pre-construction meeting and throughout the life of a project to completion. Assist/support Inspector Manager, as needed, in making field decisions with contractors on changes or issues that arise. Represent the District at construction progress meetings and related meetings with TDOT (or other roadway entities), and keeps supervisor (plus the General Manager, when applicable), apprised of projects' status, or assign a direct report to such duties for a specific project. As our Senior Manager of Engineering, you will lead a global, multidisciplinary engineering team responsible for innovation, execution, and excellence across JPW's product lines. You'll oversee mechanical, electrical, and project engineering functions - ensuring that every product we design, validate, and launch meets the highest standards of performance, safety, and quality. Your leadership will drive innovation through new product development while ensuring strong support for our existing product portfolio. You'll collaborate across Manufacturing, Quality, Supply Chain, and Marketing to bring ideas from concept to reality. Key Responsibilities: Leadership & Team Development - Lead and mentor a global engineering team (Mechanical, Electrical, and Project Engineers) across multiple locations, fostering a culture of innovation, accountability, and collaboration. Strategic Oversight - Define priorities, allocate resources, and ensure on-time, on-budget execution of development projects using structured NPD and phase-gate processes. Product Innovation - Drive the design and launch of new, market-leading products that meet performance, quality, and safety expectations. Cross-Functional Collaboration - Partner with Product Management, Marketing, and Operations to align engineering initiatives with business strategies and product roadmaps. Technical Excellence - Champion the use of advanced design tools (SolidWorks, CAD/CAE) and ensure engineering compliance with global standards (UL, CSA, etc.). Operational Efficiency - Implement KPIs for quality, efficiency, and time-to-market while supporting continuous improvement in documentation, testing, and validation. Supplier & Manufacturing Engagement - Collaborate with internal and external manufacturing partners to ensure design-for-manufacturability and seamless production launches. Risk & Process Management - Anticipate and mitigate project risks while driving disciplined execution and engineering excellence. What You Will Bring: Vision. Expertise. Collaboration Education: Bachelor's degree in Mechanical, Electrical, Manufacturing, or related Engineering field (required). Master's degree or MBA (preferred). Experience: 10+ years of progressive experience in engineering management, product development, or related roles within consumer goods or industrial machinery industries. Leadership: Proven success leading cross-functional or global teams to deliver innovative products from concept to production. Technical Expertise: Strong foundation in mechanical and/or electrical engineering, with proficiency in SolidWorks, PLM systems, and MS Project/Smartsheet. Process Knowledge: Deep understanding of phase-gate or stage-gate methodologies, Lean, and DRM principles. Communication: Excellent interpersonal and presentation skills with the ability to influence and collaborate across all levels.
