    This Opportunity Provides subject matter technical planning support and leadership for capturing, modeling, and analyzing work site information, geographical resources, and spatial and tabular data to inform and create plans for the safe movement of people and products by all modes of transport, to optimize logistics / scheduling / systems, and to account for the economic, social, and environmental impact of projects and initiatives. Provides guidance for multi-site/phase planning projects, site and impact assessment, the preparation of general plans, specific/master plans, public involvement, and regulatory compliance for a variety of client projects relating to equitable transportation development and construction, transportation demand management, mobility planning, multimodal access, surface transportation, and funding. Ensures planning-related project elements and processes are conveyed and acted upon with a high level of quality and compliance to accurately address impact, long-term risks, and future ready solutions by applying and integrating transportation, environmental, and regional planning. Responsible for providing situational guidance to PMs and managers ensuring that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards. Your Impact Provide oversight with data collection efforts for identifying and compiling observational, spatial, and environmental data concerning a variety of matrices for projects, research, and surveys. Ensure the appropriate use of topographic maps, aerial photographs, GPS data, and other visualization tools to determine exact locations of project areas, associated physical / urban / population / economic / political sensitivities, and to uncover primary, secondary, and tertiary impacts. Prepare, complete, and/or review general plans, specific/master plans, community plans, zoning codes, comprehensive plans, permitting policies and/or development standards for assigned projects, with a particular emphasis on transportation and multimodal accommodation. Ensure technical reports and presentations explain research, findings, and recommendations to plan, address, prevent, control, or restore larger-scale planning challenges and complex problems. Perform professional transportation planning work and conduct investigations, inspections, studies, and surveys to gain further information on a particular problem or issue, verify site characteristics, and/or to plan for future needs affecting equitable development, construction, transportation demand management, mobility planning, and multimodal access. Prepare data and visualizations such as tables, charts, reports, models, infographics, cross-sections, and 3D illustrations for the interpretation or presentation of more complex and larger scale data, findings, or analyses. Prepare applications and represent clients in the approval process with local and regional jurisdictions. Prepare, coordinate, and facilitate public involvement and consensus‑building meetings in support of client project work, answering public questions on behalf of the client, and assisting with long‑range planning efforts on larger‑size or more complex projects. Read, interpret, compose, and review Planning Reports, Categorical Exclusions, EA's, EIRs, and other technical documents. Oversee and monitor cross‑functional teams in executing project work, approval or permitting strategy, impact assessments, and regulatory strategy, including project budgets, tracking hours and expenses, and task completion. Provide high level oversite for desk‑based research and site work, including measurements, data interpretation, demographics, patterns and trends, and computer modeling. Provide analysis, evaluation, and interpretation of facts and data obtained during field and site investigations, offering input with developing action plans for more significant to high‑level challenges and development activities to minimize impacts to the community, population, local economy, and environment. Coordinate with clients, resource agencies, and planning and technical staff, providing a high level of strategic advice, consultancy, and subject matter expertise. Develop a client base for providing high level transportation planning services including identifying additional business development opportunities and engaging in proposal writing and submission. Mentor staff to support their growth and professional development. Collaborate with professionals from a variety of disciplines to provide future ready solutions for clients. Remain current in latest transportation planning subject matter, practices, regulations, and techniques. Exercise responsible and ethical decision‑making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures. Perform additional responsibilities as required by business needs. Who You Are Required Qualifications Bachelor's Degree in Transportation Planning, Urban Planning, Environmental Planning, or a related field (or equivalent experience.) 10+ years of experience working in the transportation planning field, actively engaging in general plans, specific/master plans, zoning code updates, public involvement, and regulatory compliance for a variety of client projects relating to equitable transportation development and construction, transportation demand management, mobility planning, multimodal access, surface transportation, and funding. Advanced proficiency with the transportation project development cycle; including from planning to implementation. Highly proficient with reviewing surface transportation projects and program cost estimates and assessing project readiness for inclusion in the strategic local/regional Transportation Plan. Highly proficient expertise with planning skills for a specific ecosystem(s), geography, transportation networks, systems, and modalities. Extensive knowledge and expertise with relevant approval processes, zoning laws, permitting requirements, notification and compliance practices, and applicable Regional/State/Federal regulatory framework. Demonstrated technical competence leading permitting and approval of assigned planning projects within business sector (e.g. transportation, infrastructure, construction, etc.) Advanced expertise with consulting practices, and established experience coordinating with clients, regulatory agencies, subcontractors, and technical staff required. Ability to work independently and provide guidance and leadership to mid-level to senior level team or project members, with strict adherence to QA/QC. Experienced with providing critical review for documents and preparing technical deliverables and plans with a high degree of complexity. Strong self‑leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization. Experience with discipline‑specific software (i.e., CAD, ArcGIS, Adobe Illustrator, Adobe Creative Suite, Sketch‑Up). Proficiency with technical business writing, office automation and communication software, technology, and tools. Extensive critical thinking and problem‑solving skills required to reach conclusions from testing results, data collation, and identify the most effective solutions to accomplish objectives of assigned projects. Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies. Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to change in a pressure work environment. Specific duties may include: Ensures all mixed finance development projects are executed in accordance with the HUD and/or LHC requirements as well as other financial institution requirements. Identifies problems accurately and recommends and/or implementing effective solutions with proper documentation of analysis and results. Works with the development and modernization team to ensure that required HANO policies, administrative processes, and procedures are consistently met. Assist with developing and evaluating courses of action and time frames to resolve project issues as they arise. Monitors construction quality assurance processes, including inspections, sampling materials and testing for compliance with project specifications. Performs value engineering functions to ensure construction costs and/or materials are in line with estimates, plans, and specifications. Makes recommendations to senior staff on technical, managerial, and contract administration issues by developing spreadsheets, diagrams and process maps to document needs. Monitoring Progress Manages partners, vendors and suppliers by assigning tasks and communicating expected deliverables, while using industry best practices, techniques and standards throughout project execution. Specific duties may include: Assist with monitoring and documenting progress of self-developed projects and projects developed by third-party developers by performing routine site visits and preparing reports. Conducts site visits and interviews to evaluate labor compliance. Reviews and monitors the progress of modernization and development projects to ensure on-time and on-budget delivery by consultants, contractors, and/or agency personnel. Reporting and Documentation Communicates with the team and the stakeholders by producing documentation that can be used to plan similar projects in the future. Specific duties may include: Performs administrative support services on behalf of the team, including but not limited to preparing, submitting and implementing demolition and disposition plans, preparing and submitting SAC demolition and disposition requests for approval, preparation and submission of Environmental Review Requests. Tracks departmental reporting, including Section 3, DBE/WBE and Davis Bacon updates and assist in the preparation of updates. Audits Davis Bacon payrolls collected from contractors via LCP Tracker and similar Davis-Bacon compliance software or traditional hard copy payrolls. Assist with the review and submission of reports prepared by other departments required by HUD. Assist with specific administrative duties such as preparing resolutions, presentation materials, executive reports, and other related tasks as assigned. General Attends HANO committee and board meetings; attends public and community stakeholder meetings as necessary. Performs other relevant duties as assigned. Education and/or Experience A Bachelor's degree from an accredited college or university with a major in Architecture, Urban and Regional Planning, Finance, Engineering, or other related technical fields and generally five (5) to eight (8) years of progressive experience in the project development/construction fields. Specific experience in LIHTC program, construction means and methods, multifamily housing, single family housing, infrastructure design and construction projects, and federal procurement is highly desirable. Professional registration and/or a master's degree is preferred. An equivalent combination of education and experience may be considered. Technical Skills Proficient in computer applications such as Microsoft Word, Excel, Project, PowerPoint, and industry standard project management software. Capable of using internet resources for research and developing advanced reports. Ability to learn other computer software programs as required by assigned tasks.
