Navy Federal is seeking a highly skilled and experienced Business System Analyst III / Product/ Experience Owner to join our dynamic team. In this role, you will operate as a key partner within or supporting the Agile Release Train (ART), contributing directly to product strategy, roadmap execution, and continuous delivery of value for our Commercial Lending technology platforms. Responsibilities
Support product vision and longterm roadmap development by identifying business needs, capability gaps, and enhancement opportunities.
Partner with business product managers and technical resources to refine features, maintain a healthy backlog, and ensure alignment with ART and organizational priorities.
Use elicitation and storytelling techniques to understand desired functional requirements from business leaders.
Develop and/or identify use-cases (user-stories) to support technical work aligned to desired business outcomes.
Analyze, define and document technical design for data, workflow, logical processes, hardware and operating systems environment, interface with other systems, internal and external controls and output.

Execute a wide range of analysis [e.g. gap, root cause, cost savings, time savings (efficiency gains)] and others essential to support business and technical objectives.
Collaborate with internal teams to plan, coordinate and execute product changes, updates and releases within time and resource constraints.
Develop artifacts and/or deliverables to help facilitate common understanding of technically complex subjects.
Develop high-level epics and/or features to identify key objectives aligned with desired business outcomes.
Lead the development and refinement of features into product backlog items within Azure Dev Ops.
Collaborate with project leaders to schedule and lead assigned tasks to support project progress.
Communicate regularly with leaders on professional responsibilities, tasks, blockers, and risks.
Provide formal/informal training maximizing opportunities for technical skill set development.
Research emerging technologies and recommend solutions that align with business goals.
Proactively identify gaps and corresponding solutions within team processes.
Produce artifacts and/or deliverables as required to support project progress.

Qualifications
Highly experienced as a Product /Experience Owner, operating within or supporting an Agile Release Train (ART).
Highly experienced as a systems or business analysts' role, preferably within a financial institution.
Experience in Azure Dev Ops (ADO) or similar platforms for documenting and communicating project responsibilities, assigning tasks, and managing backlogs.
Experience in developing dashboards, queries and additional platform functionality to optimize workflow and reporting on platforms such as Jira, ADO or Power BI.
Strong understanding of commercial lending processes (origination, servicing, compliance) at a financial institution.
Experience in participating and/or leading agile ceremonies and additional project meetings to drive progress.
Bachelor's Degree in a related field, or the equivalent combination of training, education and experience.
Experience in Independently leading large projects/initiatives with minimal leadership oversight.
Experience with Agile methodologies (Scrum, SAFe) and project management tools.
Experience in leading, guiding and coaching professional staff.
Experience with M365 environment and associated products.

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying advanced mathematical and statistical techniques to perform a broad range of operations research analysis assignments, using quantitative methods and data collection techniques to develop, adapt, modify and apply models to resolve problems and report findings.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Your Specific Responsibilities:
Position is under the supervision of the Ryan White Project Director and supports the Ryan White/HIV Primary Care Program by assisting staff in multiple tasks as it relates to the program and patient care. Performs with a high level of autonomy in daily activities that require detailed communication, documentation, tracking and follow up responsibilities.
Navigation
* Supports clients in navigating care by facilitating scheduling of clinical visits, identifying barriers to receiving care, and assisting with referrals to community resources.
* Assists clients in utilization of resources and helps with completion of applications for programs for which they may be eligible and follows up on pending applications (example: All medication assistant programs). As a result, position motivates patients to be actively engaged participants in their health to ensure documents for clinical engagement, insurance, and assistance programs are completed/updated on time.
* Will be completing face to face engagement and enrollment/intake services at each visit and throughout the year as needed. Prepares records as needed before appointments and other client encounters.
* Assists clients in arranging Medicaid offered transportation for patient centered services: lab draws, pharmacy pick-ups, scheduled Ryan White provider appointments and referral appointments.
Referrals
* Contracted Referrals: With guidance from the Ryan White Nurse, implements and coordinates provider ordered specialty referral for clients that do not have insurance. If the Ryan White Program has a contract with the requested specialty referral, referral will need to be authorized by White Project Director. Contracted services usually include dental, radiology, and transportation services. Coordination will include initiating referral, tracking, and monitoring to ensure patient compliance. Responsible for processing invoice and entering contracted services received. Assists with outside community agencies/resources for dental or other services not available through contract if client does not have insurance coverage.
* Insured Referrals: With guidance from the Ryan White Nurse, implements and coordinates ordered specialty referrals for clients with insurance. Position may be asked to research client's insurance plan to find in network provider and then coordinate with insurance and referral provider to ensure best outcome for client. Position may be required to contact the insurance as well as the referral provider multiple times to ensure services will be authorized by insurance and/or to verify the provider will accept the referral. Each referral must be faxed, tracked, and monitored to ensure success.
Budget Support
* Assists budget specialists with Ryan White warehouse inventory, Ryan White contracted referral invoices, and some simple budgeting activities.
* Monitors and maintains stock levels for routine supplies using predetermine re-order point, ensuring stock levels are maintained.
* Maintains and organizes warehouse for Ryan White as directed.
Communication Activities
* Communicates with clients concerning appointments, referrals, and other assigned action tasks. Informs clients of appointment and referral details (provider's name/address, appointment time, and other pertinent details).
* Effectively communicates with nurses and other co-workers concerning progress/setbacks in accomplishing assigned tasks and is accountable for actions. Electronic Health Record and spread sheets (referral logs) are utilized for documentation, communication, and follow up.
* Maintains specialty referral log, including entering data when service is initiated, tracking progress of service, and confirming completion of referral.
* Must ensure effective, professional communication with all levels of staff, clients, and outside agencies to include:
* Sending faxes as directed
* Monitoring incoming faxes for nurse review (hospital reports, referral reports, pharmacy
* requests and prior authorization requests.
* Communicating and documenting pertinent information to the nurse in a timely manner
* Requesting outside provider notes and hospital records
* Adhering to privacy and information security requirements (HIPAA) and other regulations; maintaining high level of respect and confidentiality in
* handling patient information
* Accurately tracks and documents communication with patients (examples: telephoning client to remind of upcoming appointments, the need to have labs drawn, or to pick up ADAP).
* First Line Telephone triage if indicated (answers the main Ryan White Appointment line and directs call to staff members as appropriate).
* Participates in quality improvement activities and gathers data from Ryan White reporting systems.
* Participates in cross training and other staff development activities for career development
