Completes all essential function of a Measurement Analyst III in addition to recommending, developing and conducting training of all measurement staff. Key Responsibilities: Compiles, edits and balances monthly volumetric. Transmits volumes to various internal and external sources Troubleshoots measurement deficiencies with supervisor, field personnel, and accounting groups. Sets up new meter stations in measurement calculation system to insure volumes are calculated in accordance to contractual and industry guidelines. Determines the appropriate placement of new and existing meters in physical flow balances. Reviews meter calibrations with-in Test-it and applies volume correction per contract for current month measurement data and issue PPA's when warranted. Reviews on-line gas chromatograph data for accuracy and completeness. Notifies field personnel of unit failure or tolerance exceptions. Reviews Ultrasonic Meter (USM) data for accuracy and completeness. Review s USM log files and compares to history to identify possible performance degradation. Manages liquid meter data, volumetric, ticketing, meter factors, etc. within FC. Files documents. Develops a working knowledge and understanding of gas measurement. Resolves measurement and quality exceptions in the exception resolver. Manages monthly balance closing. Develops and provides training to measurement analysts and other company personnel as needed. Acts as first point of contact for measurement analysts before escalating questions to measurement manager. Other duties as assigned. Travel up to 25% Experience and Education: High School Diploma or GED required; advanced degree in business, management or engineering preferred. Leadership experience preferred. Conduct regular meetings with assigned staff for Company updates, continuous improvement ideas, and otherwise share information in line with high-performing culture initiatives. Manage the Company's Work Order process for the assigned division. Review the status of Work Orders regularly and take action to ensure close-out per requirements and reclassification if miscoded. Implement Aqua safety policies and procedures. Review job sites and Company operating sites and equipment for safety compliance and act on deficiencies. Establishes and implements training programs for staff to ensure continued competency in assigned roles. Performs performance reviews and performance management of staff. Reviews six-month probationary evaluations for operations personnel. Process invoices, purchase requisitions, and other accounting controls to ensure compliance with budgets and work processes. Supervises the operations, maintenance, and regulatory compliance of the Treasure Lake water and wastewater systems. Investigates system upsets, determine corrective action, and directs the operational staff in their required responses. Monitors and maintains materials inventory of required equipment (parts, tools, chemicals, etc.). Coordinate with other operational groups to share resources to meet work demands. Responsible for the maintenance of the systems' assets for both employee and contracted work, including replacement, relocations, and repairs of system appurtenances. Ensures that all activities are completed in accordance with company and regulatory agency standards. Responsible for the operations budget and assists the engineering department in managing the capital budget for water and wastewater priorities. Prepares and monitors expense budgets to ensure adherence to established expense limits and provides explanations of variances as needed. Works closely with the engineering and senior management teams on the funding and completion of capital projects. Maintains databases that track and support operations, including reporting on compliance-related activities such as compliance sampling, compliance data submission, hydrant flushing, valve exercising, water loss, production, Pennsylvania One Call system, etc. Partners with the area engineering department to ensure construction projects within the area of responsibility meet company specifications and are appropriately documented and completed in accordance with established timelines. Builds and maintains close working partnerships with area public utilities, area municipalities, regulatory agencies. Represents the company in meetings with the township, county, and applicable regulatory agencies to coordinate construction and maintenance projects and other company-related business. Maintains awareness of all regulations affecting the utilities and their operations. Identifies regulatory changes and the associated impact on operations and makes recommendations as needed. QUALIFICATIONS: An associate degree in business, engineering, construction management, or a related field is required. A bachelor's degree is preferred. Essential Functions: Conduct interviews for potential candidates for open positions Conduct training or retraining as needed Conduct regular employee check-ins to reaffirm expectations and confirm SOP compliance Conduct daily audits of collection team and document the audits on the appropriate Cordant audit forms Lead and supervise the onsite collection team and resolve any conflicts Gather inventory information and place supply orders for the LCS team Manage employee scheduling and coverage needs Build professional rapport with client staff Other duties or tasks may be assigned periodically by immediate supervisor Additional Duties: Serve as the primary escalation point for LCS when operational challenges arise Collect, log, order, process, and ship urine, oral, and/or hair specimens to laboratory Maintain organization in the collection of all specimens Ensure LCS are operating in line with internal protocols, safety standards, and chain of custody requirements Assemble samples for shipping File requisitions, chain of custody forms, and associated paperwork Interact with patients and clients in a professional manner while performing collections Ensure accurate entry of demographic information Use corporate email account for all communication related to client questions, business matters, supervisors, and Cordant Health Solutions Staff. Employees are also responsible for regularly managing and maintaining their assigned Tarrant County email address for internal communication regarding probationers. Utilization of Microsoft Outlook, Teams and various Cordant owned programs used in the collection process Manage and approve employee timecards and PTO Expected to stay late if needed to complete all drug screens All other duties as assigned Education and Experience: HS diploma or GED is required. 2+ years in a Lead or Supervisor role preferred 2+ years of customer service experience Proficiency with Microsoft Office applications: Excel, Word, PowerPoint, and experience communicating with all levels of the organization, both internally and externally Knowledge, Skills, and Abilities: Comprehensive knowledge of drug testing protocols and operational workflows Proven ability to solve problems and make sound decisions in a fast-paced environment Experienced in tracking and analyzing performance metrics Field Operations experience strongly preferred Ability to deal with standardized situations with only occasional or no variables Must be able to interact with individuals who may exhibit high levels of anxiety Ethics - Treat people with respect; work with integrity and work ethically; uphold organizational values Organization Support- Follow policies and procedures; support organizations goals and values Professionalism - Treat others with respect and consideration regardless of their status or position; accept responsibility for own actions; follow through on commitments.
