The Sr. PV Specialist will also manage processing and reporting of serious adverse events received during Company-sponsored clinical trials. The Sr. PV Specialist will either perform all of the pharmacovigilance activities as described or be involved in oversight of any PV Vendor/contracted research organization (CRO) handling pharmacovigilance activities on behalf of Par Health. The Sr. PV Specialist is also responsible for handling related safety inquiries for internal and external customers and will be involved in analyses of safety data for Par Health pharmaceutical products. The Sr. PV Specialist will establish and maintain positive and mutually rewarding relationships with all company personnel involved in PV globally and domestically to ensure global PV compliance. The Sr. PV Specialist will be involved in other tasks for Par Health as needed and will be cross trained to handle other functions as deemed necessary.
ESSENTIAL FUNCTIONS:

Collect and accurately document adverse event reports.
Triage incoming adverse event information for completeness, consistency and seriousness, which includes medical evaluation and assessment.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to SCI. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Experience with acquisition planning (i.e. solicitation development).
2. Experience developing collaborative customer service relationships.
3. Experience conducting Cost or Price Analysis.
4. Achieved DAWIA Contracting Professional (Foundational) Certification or Federal Acquisition in Contracting Professional (Foundational) Certification (FAC-C).
5. Demonstrated experience conducting market research.
6. Demonstrated experience with contract closeouts.

Position Summary

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Master degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR 3) is in the contingency contracting force.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
1. You must have completed two full academic years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D. (Submit copy of transcripts).
2. You must have at least one year of specialized experience equivalent to at least the next lower grade, GS-07 or equivalent in other pay systems. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position and must demonstrate the following: Knowledge of commonly used contracting methods and contract types for contract actions that are well-defined and well-precedented; of directly applicable Federal contracting laws, regulations, policies, and procedures; of business practices and market conditions as they relate to program and technical requirements to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance.
THIS IS AN INDIVDUAL, SINGLE AGENCY QUALIFICATION STANDARD FOR DEPARTMENT OF DEFENSE POSITIONS: This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
