Maricopa County Attorney's Office Leadership

Candice Copple is a Chief of Staff at Maricopa County Attorneys Office and is based in Gilbert, Arizona. She has worked as Education Instructor at Church Educational System, Campaign Manager at Barney for Supervisor, and Assistant Director over Finance and Marketing at America's Freedom Festival. Candice studied at Brigham Young University (BYU) between 2006 and 2008.

Franklin is an accomplished adult higher education instructor and mentor, as well as an accomplished criminal justice professional with over 30 years of law enforcement experience, in both corrections and policing. His experience includes teaching ethical behavior, community based relationship coursework, as well as working with youth groups in the area of education and avoidance of negative influences. As a law enforcement leader, Franklin modeled the tenets of professionalism, integrity, and honor for the profession.

Franklin instructed criminal justice curriculum in an adult learning setting for 10 years at the community college level. Franklin's student leadership and guidance was recognized by receiving the prestigious Beta Kappa International Honor Society Student Mentor Award in 2012. As a higher and post-secondary educational specialist in the areas of instruction and adult learning, and a practitioner in the areas of leadership, human relations/communications process improvement, and public safety management, Franklin maintains a passionate desire to educate, model, and lead others in the direction of ethical and professional policing, and to encourage fellow law enforcement professionals to continue learning how to develop successful models of policing as criminal justice practitioners.

Franklin is a graduate of the Arizona State University Certified Public Manager Program, the Northwestern University School of Police Staff and Command Class #318, and a graduate of the Arizona Leadership Program Class #16, for Command Leadership in Law Enforcement.

Jeff Sparks is an Appeals Bureau Chief at Maricopa County Attorneys Office and Unit Chief Counsel at Arizona Attorney General's Office and is based in Phoenix, Arizona. He attended University of Arizona between 2000 and 2004, Asset Management between 2006 and 2009, and Arizona State University between 2004 and 2006.

Krystal Garza is a Deputy County Attorney at Maricopa County Attorneys Office and Assistant Bureau Chief of the Family Violence Bureau at Maricopa County Attorneys Office and is based in Phoenix Arizona Area. She attended Texas Southern University-Thurgood Marshall School of Law between 1999 and 2002 and Arizona State University between 1996 and 1999.
