Write down everything you can about the HR manager's behavior
If possible, after the incident or incidents, write down as much information on the experience as possible. This is not your official complaint to HR, but you can use this as a reference when writing your document later.
Try to stick to the facts and include everything you remember about the incident(s).
File a complaint with HR
This may seem counterintuitive, but even if your complaint is regarding an HR manager, you should still file the complaint directly with human resources. This is useful in building any sort of case against an HR manager.
Keep a copy of the complaint you file with HR for your records as it may prove to be valuable down the line in the conflict.
Follow company policies
Be sure to reference your employee guide or any company policies with instructions about complaints from employees. This enables you to correctly file the complaint with HR or with some other department within your company.
Try to write the official complaint when you are calm
Attempt to write your complaint about your HR manager when you are in a calm state. You should not do so directly after the incident has taken place. The key is to remain objective and to state just the facts about the conflict and the HR manager in question.
If you write the complaint while you are angry or extremely distraught, it may result in you including things that you shouldn't, like your personal opinion about the HR manager.
Stick to the facts and keep it professional. Doing this gives the complaint a better chance of being a catalyst for some form of disciplinary action being taken against the HR manager.
Keep it brief, polite, and professional
Unless there have been many incidents over an extended period, keep the letter to 500 words or less. The letter should professionally state strictly the facts. Using all caps or negative adjectives, for example, will not be effective in this situation.
If other employees can make statements corroborating your accounts of the HR manager's bad behavior, you should ask them if you can use official words of theirs. You can make a section of the letter dedicated to this if it makes it more accessible.
If HR can follow up with any witnesses that are included in your complaint, it can help to resolve the matter more quickly and efficiently.
Go to a superior within the company
This is not always recommended, but if you feel unable to go to the HR Department because of the manager, this is an option.
However, you should have a good relationship with the superior you plan to speak to. A superior, manager, or executive may be able to either resolve the situation or point you in a direction that will get you the best results.
Just be sure to give this option much consideration before doing so. You do not want to inadvertently jeopardize your job.
