Salary: $345,000 to $390,000 annual WHAT YOU WILL DO: Organizational Financial Planning and Oversight: Work with executive leadership to develop, plan, and execute short, medium, and long-range strategies; ensure the development and implementation of associated business plans, tactics, and policies as they relate to finance Provide financial input and advice to Chief Executive Officer, executive leadership, and the SFHP Governing Board. Serve as principal Finance contact for contract negotiations and other large and highly complex service contracts in collaboration with other appropriate senior staff. Oversee the preparation of annual budget and business plan; present to the Governing Board, and ensure monthly compliance and appropriate documentation and explanation of variances from budget. Ensure adequate reserves (IBNR) for liabilities associated with medical claims. Oversee the development of provider capitation and fee for service rates for various service categories and payment models. Monitor performance of direct reports; coach and mentor staff and provide developmental opportunities; work with staff to minimize performance deficiencies; ensure that direct reports hire, engage, and retain high-performing staff. Establish and maintain productive relationship with key finance staff within the State Department of Healthcare Services with the goal of achieving a high level of credibility with the state's rate-setting leadership. Embrace the principle of establishing strong partnership arrangements consistent with the culture of SFHP. Seek win-win solutions. Develop and oversee implementation of financial policies and procedures; confer with SFHP department directors to ensure effective financial management throughout SFHP. Supports and promotes the concept of a full-service health plan in the city and county of San Francisco. Establish effective SFHP internal systems and controls that verify the integrity of all financial systems, processes, data and reporting. Drive and monitor application and utilization of SFHP internal controls and risk management and problem resolution processes. Ensure all compliance and process driven training for finance, business analytics and facilities are conducted in a timely manner. Direct the preparation and dissemination of thorough, accurate and timely financial management reports, including income statements, balance sheets, and report to Board of Directors, tax returns, and reports to government regulatory agencies. Oversee monthly, quarterly, and annual closing processes to ensure deadlines are timely met and monthly financial statements and other monthly reports and year-end financial reports are accurately and timely prepared and distributed. Ensure account reconciliations and supporting documentation are maintained for all activities. Oversight of Accounting Operations: Oversee preparation of financial statements and reports results to the SFHP Finance Committee and SFHP's Board. Ensures that GAAP, GASB, FASB as well as compliance with state and federal financial record keeping and reporting regulations are met such as Tangible Net Equity reserves. Maintain a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs. Oversee the selection, maintenance, and upgrades of financial and accounting systems. Oversee the cash management and treasury function including the establishment of bank accounts and business relationships required to administer financial functions of SFHP. Recommends and administers investment policies to maximize earnings on idle funds. Secure and maintain adequate insurance coverage for SFHP services and property. Oversee internal and external audit function to ensure the timely and accurate completion of annual fiscal audits and other financial information. Oversight of Business Decisions and Analytics Operations: Advise the CEO on service contracts and internal programs with emphasis on analyzing the business side to make sure there is a balance between the clinical and financial components of the organization. Oversee the analysis of proposed state capitation rates and the development of analysis and arguments to influence the state's rate-setting process. Oversee the analysis of budget to actual healthcare expense; monitor financial trends, and recommend corrective action when appropriate. Effectively communicate the Plan's financial performance to CEO, Finance Committee, and SFHP's Board. WHAT YOU WILL BRING: Six (6) or more years of demonstrated success with increasing responsibility in financial accounting in managed care or health care financial environments. Five (5) or more years of management experience with demonstrated success building and leading high performance finance, analytics, and facilities teams. Depth of experience in both strategic and tactical leadership. Bachelor's degree in Finance or related field is required, Master's degree preferred. Certified Public Accountant or Master Business Administration preferred with a working knowledge of GAAP. In depth knowledge of state and federal regulatory guidelines within a managed care environment. Strong oral and written communication skills. Effective problem-solver, decision maker, and ability to work on multiple projects and assignments simultaneously, often under strict time constraints and conflicting priorities. Ability to handle confidential and sensitive materials with discretion. Strong presentation skills, with the ability to tailor message to audience and present to large groups.
