About the Role
The KYC and ContractsSpecialist will be based at our Kent office and will play a key role in supporting our sales, finance, and operations teams. This position is responsible for reviewing new customer contracts, Know Your Customer (KYC) compliance, managing our loan-payoff, lien/UCC process, and ensuring the accuracy and compliance of long-term account records. You'll act as a central resource for cross-department coordination and help strengthen the workflows in support of our customers.
Working with professionalism, accuracy, and clarity, you will help streamline the contract setup, customer reviews, lien and loan management - from new account setup to long-term account maintenance - to support efficient transactions across the business.
Responsibilities
Contract & Account Setup and Review
Review new customer contracts and accounts for accuracy, completeness, and compliance.
Identify discrepancies and work with internal stakeholders to resolve issues promptly.
Maintain organized, accurate documentation for all new accounts.
Account Maintenance & Updates
Conduct periodic reviews and update accounts on an ongoing basis
Identify accounts requiring updates, follow-ups, or additional documentation
Maintain clear, complete, and accurately updated account histories.
Lien / Loan Payoff Process Management
Manage the company's lien, UCC, and loan payoff process
Coordinate with sellers, finance, title companies, and other partners to facilitate timely filings and releases.
Prepare, submit, monitor, and update UCC filings and related documentation.
Ensure all legal timelines, requirements, and procedures are met.
Cross-Department Support & Training
Serve as a liaison between sales, finance, operations, and title partners for loan and lien and contract-related inquiries.
Provide guidance and training to the sales team on the lien process, documentation needs, and best practices.
Assist with improving workflows, documentation, and communication processes to increase efficiency and compliance.
Qualifications
Required
Experience in project coordination, project management, or a similar administrative role.

SCOPE OF POSITION:
The Grant and ContractSpecialist is responsible for providing the Northwest Division with support to grant and contract management and compliance to ensure our portfolio of projects is effectively implemented, monitored, and measured in accordance with funder regulations and requirements.
This role will assist in the ongoing development and rollout of systems and procedures to ensure effective grant and contract administration and compliance, monitoring, implementation, reporting, and close out under guidance of the Assistant Divisional Social Services Director. They will serve as a resource to grant-funded programs for fiscal compliance matters as well as programmatic standards and best practices.
This position must expedite the processing and review and approval of, all government and corporate grant and contract agreements for social service programming and assist with but not limited to applications, reimbursement requests, and reports (financial, statistical, progress, etc.) through the necessary approval levels at the local, divisional, and territorial level, as appropriate, and evaluate these documents for applicability and appropriateness, ensuring that contractual content meets The Salvation Army (TSA) requirements and protocols.
In partnership with Divisional Finance, monitor spend down for all awarded grants and contracts and ensure that reports are supported by the books and records of the organization. Conduct periodic project audits and advise the Senior Contract Compliance Specialist, leadership, and program staff on critical grant management issues and areas of opportunity.

The ContractSpecialist III is a professional classification that reports directly to the DCHS Contract & Procurement Manager and plays a key leadership support role in developing and implementing efficient and effective procurement processes for human service programs across DCHS. BASIC FUNCTION
To coordinate, administer, and manage the action packages (including but not limited to Executive Council Approval Forms (ECAF'S), motions, ordinances, resolutions, matrices, and other documents as appropriate) and the contract process within the Human Services Department. To ensure compliance with federal, state and local laws and regulations, county code requirements and contractor insurance documentation.
Job Duties
* Coordinates and processes grants, contracts and inter-local agreements and makes applications for such; board appointments, budget transfers, FTE increases; reviewing and preparing departmental action packages; prepares necessary documents; monitors the process throughout the Executive/Council approval process; ensures deadlines, guidelines and authorization requirements are met.
* Coordination and processes agreements with agencies, vendors and subcontractors: proofs and corrects contracts and documents related to the contracting process; verifies documents for required information and appropriate signatures; and provides quality control to ensure documents are accurate and complete.
* Performs lead role in the annual Grant Work Plan process in conjunction with annual budget process; reviews and assembles final Grant Work Plan; prepares required forms for Executive Office and Council approval; provides to department staff use in funding source approval process; and prepare year-end report as required per County Code.
* Maintains and updates the department's Basic Terms and Conditions; ensures content is up-to-date and conform with federal, state and local laws, county code and other legislation as appropriate.
* Researches legislation, state and federal laws, and county code to confirm specific requirements and cite basis information applicable to departmental contracts; develops and updates procedures to conform to changes in laws and funding agency requirements; communicates changes and trains departmental staff on such.
* Act as a liaison with the Executive's Office, Council, Department of Finance, and Risk Management during the action package review and approval process, and other departments as required.
* Coordinates with the County's Risk Management department, funding agencies, department contractors and/or insurance companies/agencies to ensure insurance requirements are fulfilled; assists in the development of new and revised risk management policies and procedures with the County Risk Management department and the Prosecuting Attorney's Office.
* Creates and maintains department contract templates to include but not be limited to agency contract cover page and exhibits, legislative documents, and interdepartmental tracking sheets; updates documents as required based on federal, state or local law, county code and department procedures; secures approval from other county departments as required.
* Leads, trains, and provides technical assistance to department staff, and reviews work of Contract Coordinator I.
* Recognizes and advises appropriate staff members of potential contract problems, and/or potential efficiencies and improvements; researches solutions/efficiencies; recommends and implements updated procedures and improvements.
* Develops and maintains computerized data management system for departmental contract information utilizing available hardware and software; develops and provides reports as needed for division managers, department director and Executive's Office.
* Creates and maintains electronic and hard copy files; preserves records according to federal, state and county laws and requirements.
