The Emergency Communications division of the Department of Emergency Services is looking for a qualified applicant to fill the position of Emergency Communications Dispatcher Trainee . This is a 24/7 position with shift work. The shifts could be 7:00 am-7:00 pm, 1:00 pm-1:00 am, or 7:00 pm-7:00 am. There are also weekend shifts, holiday shifts, and mandatory overtime on all shifts. This is a temporary trainee position with a maximum full-time employment of up to one (1) year. To continue employment as an emergency communications specialist, the trainee must successfully pass the training program. This requisition will close on Saturday, November 15, 2025. Job Description Under direct supervision, processes medical/fire 911 emergency notifications; inquiries and determines location and nature of emergency assistance requests; determines and sends proper responses based on location, unit status, and type of incident; obtains and provides specific information for responders to allow for immediate intervention upon arrival and to protect the safety of responders and the public. Under direct supervision tracks unit location and availability continuously; facilitates disbursement of county emergency resources; anticipates additional resource needs by staging uncommitted units for depleted area coverage and/or response to working incidents; provides accurate documentation of call activity; maintains support resource files which indicate current street closings, hydrants unavailable, hospital patient acceptance capabilities, equipment resource lists, premise information files, and other pertinent information; observes and tests on-line and backup equipment and systems continuously. Under direct supervision articulates, promotes, and supports the Mission, Vision, and Values of the department; provides answers and solutions for non-emergency requests for information and services; reviews and trains to maintain current levels of operations knowledge, stays abreast of continuous system changes; enhances knowledge, and learns new skills; provides input to enhance and improve department services to our customers and the public. Under direct supervision answers requests and completes connections; use knowledge of call information and judgment skills proactively to activate trauma plan, which includes timely notification of proper trauma center and additional resources; responds based on stated injuries, location, traffic concerns, time of day, and other pertinent information; determines and provides early weather warning information through activation of county alert sirens, radios and pagers with accompanying alert information; provides command and control of responders until arrival on event scenes; deviates from guidelines and protocols to ensure proper outcomes of events. Job Requirements Minimum Job Requirements: High School Diploma or equivalent. The ability to pass both an auditory (Audiogram) and vision test (Ishihara Color Vision and Vision Titmus near.far.color.perip) with or without reasonable accommodation and pass a drug screen prior to employment. Preferred Job Requirements: International Academy of Emergency Dispatch (IAED): Advance Emergency Medical Dispatcher (Advanced EMD) and Emergency Fire Dispatcher (EFD) at time of hire or certifications completed within twelve (12) months of hire date. This Communication Center will service Canadian and Oklahoma Counties. The communication center will process 911 and non-emergency requests for Emergency Medical Services.The center provides dispatch and support services to the fleet of Pafford EMS ground on a 24 hour basis, 365 days per year. Applicants must be professional, mature, team oriented and customer service driven. Pafford EMS will provide all necessary training for entry level applicants. MINIMUM REQUIREMENTS: Education: High School Diploma or equivalent. EMT certified preferred. Work or volunteer experience, where public contact via telephone, computer use and data entry were part of the responsibilities. DESIRABLE QUALIFICATIONS: Work experience preferably in a customer service or public relations environment and the ability to speak and understand English for effective communication with callers. Ability to speak a foreign language is a bonus. An outgoing, positive personality and professional work ethic is essential. The desire and willingness to be part of a team. Candidates who receive contingent employment offers will be required to pass, prior to the start of training, a criminal background check and drug screening test. Examples of Work Performed: Receive, prioritize, and often handle multiple, simultaneous emergency and administrative phone calls for assistance, such as but not limited to, car accidents, medical emergencies and hospital transfers. Process requests for emergency and non-emergency ambulance service, that often require referring to or memorizing detailed reference materials and standard operating procedures, including databases, maps, telephone listings, and other resources. Identify, through appropriate and timely questioning of the caller, the nature of the problem. Summarize the critical information for public safety first responders in the computer aided dispatch system using correct grammar, spelling, and punctuation, and refer and classify calls for assistance according to the level of response required, as outlined in the policy and procedure guidelines. Access and operate computer databases and search websites as necessary. Receive and transmit information effectively by radio and telephone. Receive requests by radio, phone, electronic format or fax from law enforcement, fire/medical personnel, and other public safety agencies to, access, enter, retrieve and disseminate information; prioritize and effectively relay information in proper format to the requesting agency. Contact outside public service agencies as requested and relay information as required. Work Environment: Incumbents function in a stressful environment and work eight and twelve hour shifts during nights, weekends and holidays. Decisions must be made quickly with little margin of error and consequences are usually seen immediately. Work involves operation of multiple computer terminals, requiring doing several things at once, without getting confused or forgetting an important piece of information. Constant attention to the workstation and its communications equipment limits mobility, except for work breaks. Telecommunicators must conduct themselves with a high degree of professionalism despite frequent contact with individuals who are distraught, angry and sometimes disrespectful. The content and nature of many calls is traumatic and disturbing. Work is carried out in a secured 9-1-1 emergency call center in a controlled, closely supervised, and highly structured work environment. Knowledge, Skills and Abilities Required: Ability to perform oriented tasks efficiently and accurately in a fast paced, high stress environment. Ability to listen, speak and write articulately clearly and interact with the public, a diverse workgroup, and emergency staff without confusion.
