Specific responsibilities will include: * Provides program leadership and oversight of project delivery managers, program and project professionals, construction managers, and subconsultants for water and wastewater programs and major projects. * Plans and directs programs and integrated teams through the program lifecycle phases to deliver value, financial performance, and benefits. * Communicates effectively and demonstrates leadership by fostering trust, collaboration, and commitment among all parties involved. * Develops high-value client relationships while representing BC. * Supports the development of team members, especially as it relates to delivery excellence, exceptional client service, and accountability. * Assures that program risks are adequately managed for the benefit of the client and BC. * Participates in program initiation activities that ensure successful program startup and sustained implementation. Minimum Qualifications * A Bachelor of Science degree in engineering, business, or construction management or related degree. * At least 10+ years of major projects and program leadership experience. * Experience in key program management areas such as program delivery, strategy development, benefits management, stakeholder engagement, governance, and change management. * Familiarity with various project delivery methods, including Progressive Design Build (PDB), Construction Manager at Risk (CMAR), and Design-Bid-Build (DBB). * Strong communication skills, with the ability to engage effectively, listen, and interact diplomatically with staff and clients at all organizational levels. * Proven experience in client service engagement and business development. * Capability to convey ideas and concepts visually and in writing. * A self-starter with a results-oriented mindset, able to work effectively under tight deadlines. * Ability to prioritize client needs while managing multiple, internal team demands. * Exceptional written and verbal communication skills. Preferred Qualifications * Experience with water and wastewater programs. * Program Management Professional (PgMP) or Project Management Professional (PMP) certifications is recommended but not required. What You'll Get To Do: The STT Production Operations Program Manager 3 will be responsible for leading the development of engineering products facilitating Engineering & Manufacturing Development (EMD), Lab stand-up and support and ensuring planning and materials are available to support the test program. Primary responsibilities are the management of cost, schedule, and technical performance of production operations aspects specific to System Test. Additional responsibilities include: Providing leadership and excellence oversight for a growing a team focused on developing and maturing deployment plans and work instructions. You'll Bring These Qualifications: Bachelor's degree and 8 years of related experience; master's degree and 6 years' experience or an additional 4 years of related experience in lieu of a degree Must have an active U.S. Government DoD Secret security clearance at time of application, current and within scope Must have ability to obtain and maintain Special Access Program (SAP) approval within a reasonable period of time, as determined by the company to meet its business need Must have 6 years of experience with leading/developing DoD weapon system design, procurement, build, test, or field Must have 6 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager Experience leading ICBM modification and/or deployment programs Experience with design analysis cycles, cost versus capability trade studies, and multi-discipline design integration Ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations Experience with risk management databases, engineering concepts, and engineering developmental tools such as: finite element analysis, computer aided design, product life cycle management, requirements management Proven ability to deliver effective communication verbally, written, and through well-crafted presentations across all levels of an organization Ability to develop and manage the following: Basis of Estimate (BOE), Statement of Work (SOW), Contract Data Requirements List (CDRL), Rough Order of Magnitude (ROM) These Qualifications Would be Nice to Have: Experience managing people preferred 10 years minimum experience engineering ICBM systems 3 Years experience deploying ICBM systems Master of Science and/or Engineering in STEM Experience with detailed design and engineering Experience with NX, CPLM, ABAQUS, ANSYS, DOORS, and CAMEO Active Top Secret DoD Security Clearance; current Special Program Access (PAR) Primary Level Salary Range: $166,700.00 - $250,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
