Provides strategic direction and executive oversight for the development, administration, and oversight of BFS-wide administrative management programs including human capital, facilities management, and other support programs. Together with the Chief Administrative Officer (CAO), the incumbent ensures the effective stewardship of the bureau's personnel, financial, and physical resources and promotes a highly-skilled and effective workforce. Additionally, the Deputy Assistant Commissioner, Chief Administrative Officer, performs the following duties:
* Provides strategic direction and oversight for the development and implementation of human capital, facilities, and general administrative programs
* Acts as a catalyst for strategic change by establishing BFS's shared human capital, facilities, and general administrative services vision, implements plans in a continuously changing environment, and capitalizes on opportunities while managing risk
* Develops and directs goals, objectives, and priorities, anticipates future events that will likely affect OCAO's programs, and carries out long-range plans intended to accomplish desired program changes. Continually assesses the overall quality of OCAO operations and periodically directs comprehensive evaluations of program strategic and tactical goals, commitments, and objectives, readjusting and redefining them as appropriate to advance innovation and ensure efficient and effective application of management practices and procedures.
* Aligns OCAO program strategies, policies, and processes with the strategic and tactical priorities of the bureau
* Serves as a member of BFS's senior management team and an advisor to the Commissioner, Deputy and Associate Commissioners, CAO, and other senior executives on critical administrative and management matters
* Provides oversight, direction, and policy for all aspects of human capital management, including strategic and operational planning, employee engagement and satisfaction, workforce and position management, succession planning, policy development and accountability, employee and leadership training, labor and employee relations, and organizational development

As a Deputy Comptroller (Chartering, Organization and Structure), you will:
* Serve as an OCC executive for deciding corporate applications filed by federally chartered banks. Also, serve as expert advisor on matters involving federal bank applications, chartering, and corporate activities. Identify important issues and problems and recommend appropriate policies, programs, and solutions for the OCC to adopt.
* Provide executive direction and facilitate program development through subordinate units responsible for disposition of bank applications and application policies, systems, and controls; counsel on the impact of a broad range of complex issues; monitor systems, controls, and sensitive cases; and coordinate and communicate with senior OCC leadership regarding bank application activities and policies.
* Analyze the implications/impact of applications in CO&S' divisions of Corporate Activities, Large and Global Financial Institutions and/or Regional and Midsize Financial Institutions with special attention to novel issues and priorities; approve courses of action; resolve major problems/concerns; decide bank applications as delegated; and promote efficient handling of bank applications, including utilization of technology.
* Represent CO&S at meetings with OCC, Treasury, and other government agencies and external groups to ensure that they are well informed about significant policy changes, decisions and procedural issues in these areas. Manage communication of policies and decisions through appropriate media.
* Ensure acquisition of staff through effective workforce planning, recruitment, and affirmative employment; delegate work among subordinate employees as appropriate; appraise employee performance; assess individual capabilities and needs; resolve conflict(s); attend to morale and organizational climate issues; and ensure an understanding/commitment to equal employment opportunity law/regulation and diversity principles.
* Formulate and administer approved budget for assigned area, defining proposed expenditures for human resources, training, travel, conferences and other major activities and capital investments in systems. As the Deputy Associate Chief Counsel (Financial Institutions and Products), the incumbent of this position assists and acts for the Associate Chief Counsel (Financial Institutions and Products (FIP)) as a full deputy in the overall executive direction of the legal work performed by professional and support staff in the Washington, DC headquarters. The work involves providing legal advisory services that support uniform interpretation, application, enforcement, and litigation of tax laws involving the taxation of financial institutions (banks, thrift institutions, insurance companies, regulated investment companies, and real estate investment trusts), financial products (annuities, original issue discount obligations, hedges, swaps, options, futures, bonds, and forwards), and tax-exempt and tax credit bonds. The incumbent works closely with Treasury officials and IRS Division Commissioners and other Associate and Division Counsel on program matters.
MAJOR DUTIES INCLUDE (yet not limited to):
* Assists the Associate Chief Counsel (FIP) in serving as senior legal advisor and expert consultant to Internal Revenue Service Division Commissioners, the Chief Counsel, and other top-ranking IRS and Treasury officials on the most difficult, important and complex issues, regulations, and needs relating to financial institutions and products, and on other selected legal issues. Represents these officials on sensitive and controversial issues related to these areas.
* Assists the Associate Chief Counsel (FIP) in serving as principal legal advisor to the Chief Counsel, Deputy Chief Counsel(s), other Division Counsel, and other Chief Counsel and IRS executives in issues and programs involving banks, thrift institutions, insurance companies and products, regulated investment companies, real estate investment trusts, annuities, original issue discount obligations, and other types of financial instruments and entities. Provides technical interpretation of the tax code and determines the legal position of the IRS in these and other designated program areas.
* In accordance with delegations of authority from the Chief Counsel and in consultation with the Division Counsel, exercises other responsibilities in designated areas including (but not limited to): designating cases for litigation; approving the defense or settlement of cases pending in the U. S. Tax Court; reviewing and coordinating pleadings, motions, briefs, settlement documents, notices of appeal, and other material prepared in connection with Tax Court litigation; approving recommendations of acquiescence and nonacquiescence in adverse decisions in tax litigation; and coordinating all other necessary litigation matters.
* Collaborates closely with the Associate Chief Counsel (FIP) and, when acting for him/her, has full authority to make decisions on any problems arising in the administration of the designated areas of responsibility including authority for signature on all matters on which the Associate Chief Counsel (FIP) has authority. Either directs, or personally performs, exhaustive and detailed research on complicated problems or cases, and reviews or prepares recommendations as to the position to be taken by the Associate Chief Counsel(FIP).
* Actively assists the organization with program design and management. Identifies emerging issues appropriate for issue management, including strategic litigation; assists the organization in addressing non-compliant market segments by assisting with the development and implementation of compliance approaches and strategies including education and assistance with examinations; and collaborates to build cooperative partnerships with customers and stakeholders.
* Assists the Associate Chief Counsel (FIP) in serving as full partners with IRS counterparts in formulating short and long range program policies, strategies, and objectives for the organization to implement overall IRS strategy and vision. Participates in the design and development of integrated policies, programs, systems, and strategies that effectively provide superior customer service and ensures fairness and equity in enforcement for financial institutions.
* Assists in directing and overseeing the overall management of FIP's legal staff. In this regard, assists the Associate Chief Counsel (FIP) in providing continuing coordination, control, and direction of FIP operations to assure that Chief Counsel objectives, policies, procedures, and programs are implemented fully and effectively, including the development of programs and their evaluation in terms of effectiveness, efficiency, comprehensiveness, and timeliness.
* Serves as an acting Associate Chief Counsel (FIP) on operational matters when so designated during the absence or unavailability of the Associate Chief Counsel (FIP).

Qualifications
To qualify for this position of Deputy Associate Chief Counsel (FIP) you must meet the following requirements:
* Possess at least the first professional law degree (LL.B. or J.D.) from a law school accredited by the American Bar Association; AND
* Applicants must be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico;
* Desired Education/Experience: An LL.M. in Taxation is desired but not required. Seven (7) years of professional legal tax experience is desired.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.
To meet the minimum qualifications, you must submit a two-page resume that shows you possess the five Executive Core Qualifications (ECQs) and Technical Qualifications (TQs). To be considered, the resume must not exceed two pages. If selected for this position you will be required to address each ECQ during a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB). For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
* Managing daily operations within a laboratory supporting regulatory programs, ensuring compliance and customer service standards in beverage alcohol, non-beverage alcohol, tobacco, or food products; AND
* Applying and developing analytical chemistry methods, analyzing manufacturing processes and regulatory requirements for beverage alcohol, non-beverage alcohol, tobacco, or food products; AND
* Formulating and managing yearly budgets for a laboratory; AND
* Supervising chemists and technicians' work and providing performance feedback.
Education
You must meet the minimum basic educational/experience requirements for chemist positions in the federal government. These include:
A.) Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR
B.) Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

These two (2) positions are to fill the ASAC Philadelphia Group and the ASAC Richmond Group.
This position is located at Office of the Inspector General for Tax Admin, Office of Investigation. As a Supervisory Criminal Investigator (Assistant Special Agent in Charge), you will supervise an investigative group for the Treasury Inspector General for Tax Administration's (TIGTA) Office of Investigations in one of the geographic Field or Headquarters (HQ) Divisions. The Field ASAC and the HQ ASAC report directly to the Special Agent-in-Charge for their assigned division.
As a criminal investigator, you will be called upon to spearhead the largest, most complex, and most sensitive criminal and occasionally non-criminal investigations which come under the jurisdiction of the Treasury Inspector General for Tax Administration (TIGTA).
As a Supervisory Criminal Investigator (Assistant Special Agent in Charge), the ASAC is responsible for the management of a group's investigative program and assigned resources. This program investigates allegations of fraud, abuse, or misconduct by employees of the IRS and the related entities, and actions by individuals who attempt to threaten or corrupt these employees or impede Federal tax administration. The ASAC reviews, and after approval, forwards the results of the investigative efforts to the Department of Justice, IRS management, or other authorities for appropriate action concerning the criminal and or administrative findings.
The ASAC directly supervises a group consisting of approximately 5 - 11 Special Agents and or support personnel.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Age Requirements: Incumbents selected for Criminal Investigator positions are covered under special law enforcement provisions. This requires that applicants not exceed the maximum age for entry. The date immediately preceding an applicant's 37th birthday is the final date for selection. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special civil service retirement provisions, including early or mandatory retirement.
Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to him/her, or others is disqualifying.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Qualifying specialized experience for this position must demonstrate the following:
* Planning and conducting investigations, in accordance with Federal laws and regulations as well as agency policies, to determine violations of the IRS and federal laws and regulations.
AND
* Coordinating a team of Special Agents to assist with investigations or project assignments.
AND
* Providing oral and written communication to give guidance and report facts and circumstances in a fashion understandable to others, including the preparation of investigative and management reports, oral testimony in court or other legal proceedings, and training sessions.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The Office of the Associate Chief Counsel (International) is responsible for coordinating and directing all activities of the International organizational component of the Office of Chief Counsel, Internal Revenue Service. The organization provides legal advisory services on all international and foreign tax matters that pertain to the application of U.S. tax laws, including all matters relating to the activities of non-U.S. persons or entities within the United States and the activities of U.S. or U.S.-related persons or entities outside the United States. These legal advisory services support uniform interpretation, application, enforcement, and litigation of the tax laws related to all international provisions of the United States revenue laws, and all bilateral and multilateral tax treaties and agreements to which the United States is a party.
The Deputy Associate Chief Counsel (Technical), serves alongside the Associate Chief Counsel (International), and the other Deputies Associate Chief Counsel in the overall executive direction and coordination of the organization's activities related to interpretation and application of international tax laws and other international legal authorities. The Deputy Associate Chief Counsel (Technical), among other things, oversees the issuance of guidance to implement such laws. The Deputy Associate Chief Counsel (ACC) (Technical), is delegated the authority to serve as a full assistant, including authority for signature on all matters on which the Associate Chief Counsel (International) has authority; and collaborates closely with the Associate and with the other Deputies Associate Chief Counsel, and when acting for the Associate, has full authority to make decisions on any problems and issues arising in the Office of the Associate Chief Counsel (International).
Major duties and responsibilities include yet are not limited to:
* Assists and participates with the Associate and the other Deputies Associate Chief Counsel in planning, directing, and coordinating the policies, programs, and goals of the Office pertaining to the laws and other international legal authorities administered by the Internal Revenue Service (IRS).
* Formulates and directs Chief Counsel programs and policies with respect to the preparation and publication of proposed regulations and Treasury decisions, the assessment of public comments and conducting public hearings on proposed regulations, and the management of the movement of regulations through the review process within Chief Counsel and the IRS.
* Formulates and directs Chief Counsel programs and policies with respect to the preparation and publication of revenue rulings, revenue procedures, announcements, and news releases to be issued for the guidance of taxpayers and IRS personnel; formulating and directing programs and policies with respect to the preparation and publication of private letter rulings and general technical information letters in response to requests from taxpayers; coordinating, and providing executive direction to staff engaged in the drafting and issuance of these products; and ensures accurate, consistent, and uniform legal analysis in all the Office's legal products, including Chief Counsel advice to field personnel.
* Works with Treasury officials to coordinate recommendations for legislation that particularly affects cross-border activities; directing IRS participation in this aspect of the legislative process, including the furnishing of advice and guidance with respect to the development of new or revised legislative proposals and overseeing IRS participation with legislative staffs in the drafting of such legislation and committee reports.
* Develops and monitors performance measures and program goals for all international legal services and published guidance and for implementation, compliance, and outreach initiatives on international issues.
* Supports the Associate Chief Counsel in personnel decision-making and management, including hiring, and directly supervises Special Counsels, Branch Chiefs, and Senior Technical Reviewers.

To qualify for this position of Deputy Associate Chief Counsel (INTL) you must meet the following requirements:

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

As a Deputy Comptroller (Chartering, Organization & Structure), you will:
* Serve as an OCC executive for deciding corporate applications filed by federally chartered banks. Also, serve as expert advisor on matters involving federal bank applications, chartering, and corporate activities. Identify important issues and problems and recommend appropriate policies, programs, and solutions for the OCC to adopt.
* Provide executive direction and facilitate program development through subordinate units responsible for disposition of bank applications and application policies, systems, and controls; counsel on the impact of a broad range of complex issues; monitor systems, controls, and sensitive cases; and coordinate and communicate with senior OCC leadership regarding bank application activities and policies.
* Analyze the implications/impact of applications in CO&S' divisions of Corporate Activities, Large and Global Financial Institutions and/or Regional and Midsize Financial Institutions with special attention to novel issues and priorities; approve courses of action; resolve major problems/concerns; decide bank applications as delegated; and promote efficient handling of bank applications, including utilization of technology.
* Represent CO&S at meetings with OCC, Treasury, and other government agencies and external groups to ensure that they are well informed about significant policy changes, decisions and procedural issues in these areas. Manage communication of policies and decisions through appropriate media.
* Ensure acquisition of staff through effective workforce planning, recruitment, and affirmative employment; delegate work among subordinate employees as appropriate; appraise employee performance; assess individual capabilities and needs; resolve conflict(s); attend to morale and organizational climate issues; and ensure an understanding/commitment to equal employment opportunity law/regulation and diversity principles.
* Formulate and administer approved budget for assigned area, defining proposed expenditures for human resources, training, travel, conferences and other major activities and capital investments in systems. Link plans to OCC- wide goals and objectives; forecast change in conditions and costs; and develop a system to monitor progress toward goals and objectives.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VII band level or GS-15 level. Examples of specialized experience for this position include:
* Serving as a decision maker under delegated authority in a federal or state regulatory environment or corporate setting.
* Collaborating with a management team to ensure desired outcomes regarding staff development, processing work and improving department efficiency.
* Developing policies and procedures and implementing changes to regulation, policies or procedures to ensure an adaptable approach to an application review process.
* Developing process plans for risk base reviews and decisions of business proposals, taking into consideration the input from cross organizational and industry disciplines.
* Coaching, developing and/or motivating a staff with diverse skills in an on-the-job setting. This includes the ability to use opportunities from work experiences to develop the staff's skills and create improved outcomes.

What You'll Do

Minimum Qualifications
Education: U.S. high school diploma/GED/CHSPE or AA or higher from a U.S. accredited college/university
Age: At least 20 to test and 21 by appointment
Driver's License: Valid license at application; California license by hire
Background: No felony; no domestic-violence conviction; no misdemeanor prohibiting firearm ownership; not restricted from CCSF employment

FrontLine National (NTN): Passing scores: Video 65, Writing 70, Reading 70 (each section must pass)
POST PELLETB: Prior POST written within 2 years with T-score ≥ 42 satisfies the requirement
Degree Waiver: Bachelor's degree or higher waives the written exam
