RICHLAND COUNTY, SOUTH CAROLINA CLASS DESCRIPTION 2025 CLASS TITLE: TRANSPORTATION PROJECT MANAGER Project Manager IV TRANSPORTATION DEPARTMENT GENERAL DESCRIPTION OF CLASS The purpose of the class is to serve as the Transportation Project Manager for all projects funded by the County Penny Transportation Program. This class will work within the Transportation Department to implement and manage all aspects of the Transportation Penny Program. This class has expertise of transportation planning; project scheduling; surveying; engineering and design; right-of-way acquisition; utility coordination; permitting; cost estimating; construction plan review; construction procurement; value engineering; construction contract management; construction inspection and standards; field revisions; and conflict resolution.
