Project Planning & Execution: Plan, execute, and finalize projects according to established schedule and within budget. Develop and maintain project schedules, management plans, and quality plans

Qualifications
Bachelor's Degree in Engineering or equivalent and a minimum of 3 years' experience in engineering, construction, project administration or Project Management, OR Professional (PMP) Certification and a minimum of 6 years of applicable experience
Experience in engineering, construction, or utility project management is required
Strong understanding of electrical transmission, substation or distribution systems is preferred
Demonstrated experience in proposal writing, project scoping, or business development
Professional Engineer (PE) license strongly preferred
Ability to understand and work with budget and accounting processes
Excellent organizational, time management, strategic planning, writing, communication, decision-making, and presentation skills
Effective oral and written communication skills with demonstrated ability to work across disciplines and teams
Ability to successfully negotiate on behalf of the Company on project-related issues, services, and change orders
Must be proficient in MS Word, Excel, and PowerPoint
Ability to travel 25% to 50% of the time; duration of travel may vary depending on project and client needs, ranging from a few days to a few weeks.

Position Summary
The highest level of the non-Engineer degreed technical support role job classification is the Lead Technologist. This job is not part of a standard progression. The job requires a business case justification substantiating the necessity of a Lead role in conjunction with the enterprise Professional titling guidelines. Lead Engineering Technologists provide technical expertise to solve complex problems and utilize the leadership skills necessary to oversee the training and development of the hierarchy. Incumbents engage in strategic oversight and management of work in a specific area of expertise, with minimal supervision. Incumbents are expected to have advanced skills and have the ability to work independently. This position will report to the Manager for Distribution Design for the Residential Development Team for Florida.
This position focuses and engages on some of the largest, most impactful residential development projects in the Duke Energy service area. The primary focus of the role is managing processes and preparing work orders to achieve success for capital improvement residential projects which includes off-site improvements, unit infrastructure, and streetlights. Maintaining relationships with land developers and home builders through timely execution of their project work plans is a must. This position is accountable for all aspects of residential project work and work order preparation to energize the communities we serve and empower the success of our customers.
This position collaborates closely with Resource Optimization Planners and Schedulers, Operations Construction, and Operations Contractor Partners. This person needs to be an outstanding communicator, project manager, and customer advocate that applies technical expertise to solve more complex problems and management skills to provide oversight and direction of work in a specific area of expertise, with some supervision. Incumbents are expected to have a deeper technical skill and the ability to work independently.
This position is to perform the role of customer communication, planning, engineering, coordination, and administration of Residential Development Project Team underground subdivision work, and other work as assigned. This includes small subdivisions as well as complex mixed-use land developments, while learning to manage large scale planned developments for single family, multifamily, and mixed-use projects. This engineering role is a customer facing role and provides exceptional customer service through each phase of assigned projects throughout the process.
The selected candidate will be required to meet with internal and external customers to determine project needs, assess job site conditions, and manage the project to develop the most efficient and economical solution to meet the project demands and timeline. Collaboration with other Duke Energy work groups and contractor partners is required to maintain a high level of service consistency.

Position Description:
We are seeking a full-time Construction Manager to join our dynamic and growing team. The CM functions include participating in design management with the Project Manager (PM) and General Contractor; monitoring various on-going construction activities and schedule for conformance with contract requirements; overseeing civil, structural, mechanical, electrical, or architectural aspects of construction; supporting processing of easements, pertinent deeds, local code requirements, and restrictions; and supporting coordination of various phases of construction at a VA Medical Facility.
Currently, Davenergy is looking for experienced CMs to assist in the oversight of an infrastructure project which will serve to support our veterans' needs at the Bay Pines VA Medical Center in Bay Pines, FL.
Conducts and conducts portions of daily inspections of site work, building construction work; documents discrepancies, code violations, improper materials, or techniques in the application of materials, substandard or poor-quality workmanship; monitors schedules on various aspects of ongoing daily activities to identify and mitigate project slippage and coordinate project phasing.
The work requires regular and recurring field and construction inspection, investigation, and surveys in which there is a considerable amount of walking, stooping, bending, and climbing. Such activity will potentially result in exposure to adverse weather and construction hazards.
Reviews contractor's submittals and RFIs; maintains accurate and complete job files including as-built drawings and specifications; identifies progress delays and recommends appropriate corrective measures to the SRE toward mitigating delays and maintaining the progress schedule.
Conduct or attend weekly project meetings to monitor project status, schedule, discuss problems, and resolve issues accordingly.
Review the testing/inspections reports submitted by the Contractor and provide approval/dis-approval recommendations to the Senior Resident Engineer (SRE).
Keep thorough records of all construction related matters to assist the Department of Veterans Affairs (VA) in conflict resolution.
Revise Contractor Proposed utility services and/or traffic interruptions plans and provide report to SRE.
Maintain an inventory of materials, supplies and equipment and monitor the quantity of materials used in the contract administration and conduct of the project.
Assists in the documentation and the administration of construction contract changes (drafting proposal requests, preparing cost estimates, reviewing cost proposals, assisting VA in negotiations, and preparing change order packages for the Contracting Officer and SRE).
Perform weekly Safety Inspection and Prepare Safety Inspection Reports.
Preform daily manpower and work activity reports.
Maintain list(s) of observed defects and omissions. Prepare inspection punch lists and coordinate resolutions of punch list items.
Available to work after normal duty hours, on nights from 5 PM to 7 AM and/or on weekends as the project requires.
Must be able to communicate fluently in English.
Review contractor's submittals for technical compliance with contract requirements.
Ensuring installed work is consistent with approved submittals to make recommendations to the SRE for final approval of submittals and installed work.
Reviewing contractor requests for payment for accuracy and acceptability and then submitting a written recommendation to the SRE for final approval authority on the payment.
Prepare estimates for changes and review contractor change quotations and cost breakdowns for proposed quantities of labor, equipment, and materials.
Provide written feedback and recommendations to the Senior Resident Engineer on all information reviewed and work inspected.
Maintain accurate and complete files relating to the Construction Management (CM) services on the project that the Government may inspect at any time.
Identify progress delays and recommend appropriate corrective measures to the SRE toward mitigating delays and maintaining the progress schedule.
Utilize computerized management system applications, processing requests for information, preparing draft contract modification documents for the senior resident engineer's use, etc.; maintaining an inventory of materials, supplies and equipment and monitoring the quantity of materials used in the general administration and conduct of office operations.
Submit daily reports indicating work completed, work in progress with estimated completion dates, work scheduled and outstanding work.
Observe work being completed by contractors and sub-contractors for proper installation and application of construction materials and report findings daily to SRE.
Note and document daily conditions including environmental conditions that may impact construction safety and EPA compliance and report findings to SRE.
Review contractor's cost breakdown and all submittals on contractor's proposed equipment and materials; review contractor's submissions on cost breakdown and cost loading and make recommendations for approval or disapproval.
Review samples of equipment and materials to be utilized for construction and provide analysis to SRE.
Maintain marked-up sets of project plans and specifications for future as-built drawings.
Compile deficiency logs and follow up on correction.
Coordinate inspections with utility companies as required.
Coordinate special testing and commissioning work as required.
Take digital photos of construction progress throughout the duration of the project.
Assist SRE/RE with final inspection activity.
Assist with contract close-out activities.
Requirements:
Electrical Engineer Minimum Qualification:
Must have at minimum a bachelor's degree in electrical engineering from an accredited institution of higher learning with at least five years of experience in the Construction Industry (in Hospital and/or Federal government Major Construction or Renovations).
Knowledge of the Federal Acquisition Regulations, commercial practices, and construction standards.
Knowledge of all aspects of commercial mechanical construction including but not limited to underground mechanical installation, medical gas systems, domestic water systems, sanitary systems chilled water systems, and steam systems.
Knowledge of low Heating Ventilation and Air Conditioning (HVAC) systems, testing and balancing, operations, sheet metal duct systems and control systems including direct digital controls.
Knowledge of power or conveying systems including electric dumbwaiters and materials lifts, electric traction elevators, hydraulic elevators, pneumatic tube systems, and uniform dispensing equipment.
Ability to determine compliance of workmanship, materials, equipment and installed work with contract requirements and industry standards.
Working knowledge and understanding of building, safety, and environmental codes.
Familiarity with 3 phase inspections, CPM schedules and safety programs such as OSHA and EM-385-1; OSHA 10 required, OSHA 30 preferred.
Ability to exercise good interpersonal skills.
Educational Requirements
BS in Electrical Engineering from an accredited institution of higher learning with at least five years of experience in the Construction Industry (in Hospital and/or Federal government Major Construction or Renovations).
