The IT Senior Project Manager leads the planning, execution, and delivery of large-scale, cross-functional, and strategic technology initiatives. Qualifications:

2. Stakeholder & Executive Engagement

Build strong relationships across departments to promote collaboration, transparency, and timely issue resolution.

3. Vendor & Contract Management
Oversee strategic vendor partnerships and third-party engagements, including contract negotiation, SOWs, and performance management.
Lead RFP and proposal processes to ensure alignment with business needs, quality, and value.
Monitor vendor deliverables against SLAs and manage escalations to ensure compliance with project expectations.
4. Financial Management & Performance Measurement
Develop and manage multi-million-dollar budgets, forecasts, and financial reporting for complex projects and programs.
Track and manage actual versus forecasts, ensuring financial accountability and transparency.
Define, monitor, and report on key performance indicators (KPIs) and benefits realization to ensure projects deliver intended business value.
Conduct post-implementation reviews and lessons-learned sessions to drive continuous improvement.
5. Leadership, Mentorship & Continuous Improvement
Mentor and coach Project Managers, Business Analysts, and Scrum Masters, fostering a culture of accountability and excellence.
Contribute to PMO standards, frameworks, and best practices across predictive, agile, and hybrid delivery models.
Champion process improvement, automation, and innovation to enhance project efficiency and delivery consistency.

Project Overview: Bechtel has been providing program, project, and construction management services for Riverside County Transportation Commission (RCTC) for the past 36 years. The project team helps RCTC to implement "Measure A", the Regional Transportation Plan (RTP) / Sustainable Communities Strategy (SCS) and adopted plans and programs in compliance with state and federal requirements with the goal of providing the residents of Riverside County greater mobility, improved quality of life, operational excellence, and economic vitality.

Responsibilities:
Support with the planning, organization, and administration of contract procurement of professional services.
Provide project oversight, analysis, and input through all phases of project development and delivery.
Monitor the consultants progress and schedule and ensure they are progressing the work.
Education and Experience Requirements: University Degree in Civil Engineering or Construction Management. 10+ years of hands-on experience in the Environmental Clearance or Design and management of transportation related projects under the authority of a State Department of Transportation.
Required Knowledge, Skills, and Abilities:
Hands-on experience in working on environmental or design projects under the authority of SCRRA, BNSF, UP, or other railroad authorities would be beneficial.
Working experience and knowledge of planning, PA&ED, PS&E, and construction phase of a project.
Experience in compliance with/or understanding of the requirements of the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and Western Riverside County Regional Conservation Authority.
Behavioral Skills:

You will also strategically manage fiscal responsibility for all project facets, including project billing, job cost reporting, and overall customer satisfaction.
Responsibilities and learning opportunities include but are not limited to:
Review project contracts, specs, and drawings to establish intent
Develop and maintain project schedules, coordinate team needs, and identify time\-sensitive installations
Manage supply requisitions and oversee materials procurement
Review plans, participate in cost reviews, and assist in subcontractor contracting

Basic Qualifications:

Demonstrated experience and\/or applied knowledge\/aptitude in the following:
