The Department of Child Support Services establishes paternity; locates absent parents; establishes child support orders; and enforces child support and linked spousal support obligations.
ABOUT THE POSITION
Child SupportSpecialist I/II: Performs a wide variety of child support duties consisting of maintaining a caseload, locating and interviewing custodial and non-custodial parents and others to elicit factual information for the purpose of establishing child support obligations and enforcing child support laws; arranges for support payments when possible; prepares cases for court hearings as necessary; and performs related work as required.
Child SupportSpecialist III: Under limited supervision, the Child SupportSpecialist III performs a wide variety of child support duties involving the more difficult and/or sensitive cases; performs special assignments; maintains a caseload; acts as a senior case manager and performs related work as required.
DISTINGUISHING CHARACTERISTICS
Child SupportSpecialist I: Working under close supervision, Child SupportSpecialist I is the entry/trainee level in the Child SupportSpecialist series. Employees in this class receive in-service training and are given detailed instructions in the performance of duties related to child support laws, regulations, and a broad range of child support casework activities. As requisite skills and knowledge are developed, greater independence and the full scope of responsibility are exercised. Employees are expected to promote to Child SupportSpecialist II after one (1) year of satisfactory performance at the entry/trainee level.
Child SupportSpecialist II: Working under general supervision, Child SupportSpecialist II is the journey level in the Child SupportSpecialist series. Employees at this level are expected to perform a broad range of child support casework from intake to establishment, enforcement, and case closure. Within legal requirements and departmental policies and procedures, incumbents operate with considerable independence and must exercise discretion and judgment in evaluating cases and determining the level of support and the methods of enforcement. Positions in this class are flexibly staffed and are normally filled by advancement from the lower level of Child SupportSpecialist I, or if filled from the outside, require prior related experience.
Child SupportSpecialist II differs from the higher class of Child SupportSpecialist III in that the latter is the advanced journey level, and incumbents exercise detailed subject knowledge of a specific program area or specialized department system.
Child SupportSpecialist III: The Child SupportSpecialist III is the advanced journey level in the Child SupportSpecialist series. Incumbents exercise detailed subject matter knowledge of a specific program area or specialized system inherent to the operations of the department. Child SupportSpecialist III may provide lead worker assistance in the absence of the Child SupportSpecialist IV.
Positions in this class differ from those in the class of Child SupportSpecialist II by the assignment of complex, sensitive or confidential cases requiring advanced technical skills. Incumbents may assist in training lower-level Child SupportSpecialists and may assist with special projects such as audits and/or quality control reviews.
Child SupportSpecialist III differs from the next higher class of Child SupportSpecialist IV in that the latter serves as a lead worker of a unit of Child SupportSpecialists.

Child SupportSpecialist I/II:
Duties for the Child SupportSpecialist I and II may include, but are not limited to the following:
Manages a general caseload consisting of child support legal actions and the establishment, enforcement and collection of child support payment obligations based on established guidelines; coordinates appointments for personal interviews with custodial and non-custodial parents, employers, and attorneys; develops and analyzes information for the establishment of paternity; uses a variety of methods, systems and procedures for locating information on custodial and non-custodial parents' assets, income, and liabilities; evaluates income and expense data of custodial and non-custodial parents to determine and recommend child support payment obligations based on established guidelines; responds to general inquiries and explains general child support laws, court orders, rules, regulations, and policies to public and staff; participates in interviews to secure support agreements and to persuade responsible parties to make payments without recourse to legal action; prepares and processes legal documents necessary for the establishment, collection, and enforcement of child support obligations; documents and updates customer information, contact information, case actions/history logs, and records using a state-wide automated system; provides case status information, explains the complaint resolution process, and answers case specific questions for all involved parties ensuring the verbiage used cannot be interpreted as legal advice; applies federal, state, and local codes, procedures, and rules in establishing and processing child support cases; coordinates and/or conducts genetic tests when needed; performs related duties as assigned, including support in new hire induction training and peer mentoring.
Child SupportSpecialist III:
Duties may include, but are not limited to, the following:
Analyzes and evaluates the more difficult and sensitive cases; coordinates appointments for personal interviews with custodial and non-custodial parents, employers, and attorneys; coordinates and/or conducts genetic tests when needed; uses a variety of methods and procedures for locating absent parents; develops and analyzes information for the establishment of paternity; evaluates income and expense data of custodial and non-custodial parents to determine and recommend child support payment obligations based on established guidelines; participates in interviews to secure support agreements and to persuade responsible parties to make payments without recourse to legal action; assists or acts as a primary resource to Child Support Attorney; attends court hearings to obtain payments and to testify to financial or case matters; prepares and processes legal documents necessary for the establishment and enforcement of child support obligations; provides guidance to Child SupportSpecialists as a technical expert; may assist with reviews of lower level cases for quality control, audit, and/or training purposes; researches, may contribute to the development of trainings for new and existing staff, uses a variety of methods, systems and procedures for locating absent parents, including contacting other agencies, utilizing databases and web-based searches; may perform State mandated functions, including but not limited to: ombudsperson, customer and community outreach, quality assurance and program improvement, training, and performs related duties as assigned, including developing and presenting new hire induction training and peer mentor.

MINIUMUM QUALIFICATIONS
Child SupportSpecialist I:
EITHER two (2) years of full-time clerical experience which included interaction with the public; OR one (1) year of full-time experience performing debt collections duties which included interviewing others for the purpose of collecting information; OR completion of sixty (60) semester or ninety (90) quarter units of college.
Child SupportSpecialist II:
one (1) year of full-time experience performing duties comparable to a Child SupportSpecialist I in a state or local government agency.
Child SupportSpecialist III:
one (1) year of full-time experience performing duties comparable to a Child SupportSpecialist II in a state or local government agency.
SPECIAL REQUIREMENT
Some positions may require possession of special language proficiency as a bona fide qualifications standard. In these cases, candidates must demonstrate that they possess the required skills. Some positions in this classification may require possession of a valid California driver's license. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County. We emphasize a child achieving permanency, which can be reunification with birth parents, living with relatives, adoption or guardianship. Also, Wayfinder offers therapeutic post-adoption support that includes case management, mental health therapy, and mentoring to children and their adoptive families during and after adoption to promote stability and permanency.
The Post Adoption Social Worker will provide preventive, supportive, educational services specifically to post-adoptive families. These services will include short-term interventions based on the individualized needs of the family primarily concerning adoption-related issues. This is a remote position with co-locating in the CDSS Chico and Sacramento offices as needed and to collaborate for CDSS office meetings and needs. The position requires travel to assigned counties to provide support groups, family events, family support/intervention, and/or AAP.
Primary Responsibilities:
Provide education and information to assist families in understanding the family situation and learning strategies in parenting.
Assess family needs and assist families with appropriate community linkages, advocacy support, and skill building.
Brief case management for post adoptive families, brief initial assessment to complete a family support plan.
Provide families with strategies to assist with increasing attachment in their home and in learning a variety of techniques to respond to challenging behaviors.

Under general supervision, the BHCC/ECM Case Manager is responsible for engaging patients and assisting with access to community resources. This position will require immediate patient assistance on the medical floor. The BHCC/ECM Case Manager will manage a case load of complex care clients. All clients may be engaging in behaviors that pose health and safety risks. A successful BHCC/ECM Case Manager will meet individuals “where they are at” and provide non-judgmental, non-coercive services, and resources to individuals seeking help. In addition, the role will provide consultation, education, training, and support in their work with participants through utilization of harm reduction strategies. Proficient and detailed documentation within the EHR (Electronic Health Records) system in order to meet billing requirements for the ECM program. This is a billable ECM provider position and correct monthly documentation is essential to the position.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assist patients in establishing self-management goals using assessments and screeners including but not limited to the PHQ-9, WRAP. Blood pressures and needs assessments. Meet with patients to review and complete documentation and ECM enrollment agreements at the request of the medical team.

Assist in outreach and data collection of patient care in order accurately track and record patient progress. Help with specified grants as assigned.
Completion of Treatment Authorization Requests TAR's, document submittal into Collective Medical and Partnership.
Understanding of all complex care programs within the community and Hill Country.
Collaboration with community resources to assist in patient care and support
Able to adapt quickly to the busy and changing clinic environment

In addition to technical skills, Case Managers must demonstrate empathy, effective communication, and the ability to build and maintain positive, trusting relationships with clients. A thorough understanding of relevant processes and the ability to navigate complex client needs will be essential for success in this role.
This is an in-person position, with working hours from Monday to Friday, 8:30 a.m. - 5:00 p.m.
Duties and Responsibilities:
Complete thorough Client Needs Assessments following initial Client Services intake
Perform ongoing assessments, safety planning, and creation of a Care Management plan
Actively promote client empowerment and self-advocacy
Provide education and support as needed, including education around Domestic Violence, Sexual Assault, Parenting, Substance Use, etc.
Maintain thorough and accurate case notes and documentation to track client progress
Complete initial engagement documentation and meet monthly client billing requirements
Ensure all informed consents are signed and protocols for information sharing are adhered to
Provide intensive case management including referrals to services, and regular check in with clients and assisting with transportation to ensure attendance for important appointments.
Present case information at case staffing meetings to ensure coordinated care
Participate in shelter case staffing and attend weekly leadership meetings to assess client service and operational goals

Knowledge, Skills and Abilities:

Hill Country Community Clinic has been awarded a SAMHSA grant to become a Certified Community Behavioral Health Clinic (CCBHC). This enables Hill Country to expand and refine our recovery-oriented approach to substance use and mental health services, especially for people with very complex needs. CCBHC's are designed to provide whole person care with a comprehensive range of mental health and substance use services to vulnerable adults and children. Whole Person Care means all aspects of a person's health is considered, including their physical, mental and behavioral health, socio-economic status, housing and other psychosocial needs that can impact their health. CCBHC's are presently considered the “gold standard” care model for people with complex needs.
In practice, the CCBHC team partners with primary care and other programs to screen and engage with people, including identification of social factors that may be contributing to health concerns or risks. Treatment plan goals will be developed, together with the participant and their family members, with special attention to participants' goals, needs and risks.
POSITION SUMMARY:
Under minimal supervision, work independently and together with Circle of Friends and Hill Country Community Clinic teams to provide outreach and direct case management services to help clients achieve wellness and recovery goals. The Case Manager is responsible for managing an assigned caseload. Individuals have diverse, complex health care needs that require comprehensive case management services, including SUD, mental health disorders, chronic health conditions and behavioral issues. This is a versatile position that may require field work and collaborative efforts within the community.
The CCBHC Case Manager will provide engagement and support services, particularly to program participants engaging in behaviors that pose health and safety risks by: making meeting individuals “where they are” and providing non-judgmental, non-coercive services, and resources to meet their needs.
ESSENTIAL DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned which may become essential to the position.
Provide outreach and direct case management services in a professional and culturally competent manner to persons/families.
Initiate contact and establish positive rapport with clients/potential clients.

Complete thorough Client Needs Assessments for all new shelter residents following their initial Client Services intake.

Actively promote client empowerment, independence, and self-advocacy within a structured shelter environment.
