JOB SUMMARY
Under the direct supervision of the Payroll Manager, the PayrollAdministrator is responsible for performing day to day payroll functions and required reporting in support of the Agency's payroll processes and cycles.
ESSENTIAL FUNCTIONS
* Coordinates the collection and processing of payroll and payroll related information.
* Maintains the mapping of the GL payroll accounts and department setup within each entity.
* Supports the Programs with the timekeeping process and communicates with program staff.
* Posts and processes manual paychecks.
* Processes requests for payroll related employee information.
* Enters payroll information into company financial and payroll systems.
* Prepares and distributes payroll checks and other payroll related documentation for the Agency.
* Performs necessary reporting and takes necessary action related to company 403(b) and 457(b) plans. Completes GL entries associated with these plans.
* Processes direct deposit payroll activity.
* Participates in audits, including Workers' Compensation and annual audit.
* Prepares quarterly payroll tax returns, government survey reporting, participates in annual reporting such as W-2s.
* Completes other duties as assigned.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
* Must have minimum of four years of payroll experience and must possess a strong working knowledge of payroll concepts and completion of at least six college-level units of accounting/bookkeeping. One year of additional experience may be substituted for education requirements.
* Must have a general understanding of general labor laws and of accounting/bookkeeping concepts.
* Must reside in one of the following states: CA, AZ, NV, OR, CO
* Must have experience with computerized payroll systems and possess intermediate knowledge of MS Excel.
* Experience processing payroll for organizations that have 500+ employees using an Human Capital Management platform.
* Experience working in a primarily remote role and is comfortable spending multiple full days using a communications platform (Zoom).
* Must be comfortable working in a team environment and have a customer service disposition for providing support to all of the stakeholders in the Agency.
* Must be comfortable working with recurring deadlines and expect to work overtime during the bi-weekly payroll processing.
PHYSICAL REQUIREMENTS:
* Have an adequate range of body motion and mobility to work in a residential, office or outdoor environment including standing and walking (even and uneven surfaces), alternating between standing and sitting for extended periods of time, bending, kneeling, twisting, reaching balancing and occasional carrying and lifting up to 25 pounds occasionally, and up to 10 pounds frequently.
* Must be able to sit for prolonged periods of time.

Payroll Technician II:
Under general supervision of the Director of Payroll Services, the Payroll Technician II processes a wide range of confidential, technical payroll and personnel transactions. Ensures timely and accurate pay for assigned units across campus. Such transactions include calculating pay for staff, management, tenure and tenured track faculty, temp faculty, student assistants, instructional students, and graduate student employees across various pay plans within the CSU i.e. annual, 10/12 pay plans, 11/12 pay plans, academic year, summer session pay, and special consultants. Employment status transactions such as promotions, demotions, appointments, probationary, leave of absence, reclassifications, retirements, and separations. The incumbent will also handle a wide variety of troubleshooting, resolution and answering questions across all collective bargaining units on campus, state and federal laws, technical letters, MOU's and policies. Calculate and process complex workers compensation, disability, leave with/out pay, AWOL, military leave, garnishments and court ordered wage withholding orders. Calculates leave accruals and updates the campus ERP/HRIS PeopleSoft system. Incumbent will learn and update two databases, Payroll Input Management System (PIMS at the SCO) and PeopleSoft CHRS for all transactions. The Payroll Technician works closely with the State Controller's Office, other state agencies, serves as a member within the campus Payroll team and takes lead work direction from the Payroll Lead.
