About the role
We are looking for a sharp, forward thinking Lead Counsel, Payments and Regulatory to expand our portfolio of financial products. This is an exciting opportunity to build the legal and payments infrastructure to support our cutting-edge financial product stack. What you will do
Serve as a trusted legal advisor to the business, including product, engineering, operations, and marketing teams, on our US and global payments and fintech offerings
Provide product counseling across the product lifecycle-from ideation and design through launch and scale-covering regulatory analysis, risk assessment, terms and disclosures, marketing, and regulator interactions
Navigate complex and evolving global regulatory frameworks to enable compliant product development
Help design and scale the legal infrastructure for payments in the US and around the globe

What you will need

Responsibilities
What You'll Do:
The CaseManager III facilitates admission intakes, treatment planning, discharge planning, obtaining collateral, clinical interventions, crisis management, assists in the legal process and initiates personalized care for individuals who are in crisis and stabilizing from crisis. Works collaboratively with the interdisciplinary treatment team to coordinate care and discharge planning for Individuals, their family members, clinics, local providers, and/or other referral sources. This position will carry a caseload.
* Conducts a thorough, accurate, clinically sound Psychosocial Assessment with the individual in a timely manner.
* Ability to review and sign off on Psychosocial Assessments completed by Certified AAC or associate level staff members, if fully licensed.
* Educates and informs individuals of consents for treatment and authorizations for use and disclosures.
* Participates regularly in Interdisciplinary Treatment Team meetings.
* Collaborates with the Treatment Team to develop and implement an individualized person-centered Treatment Plan that is appropriate for brief intervention. Complete the signed Treatment Plan and review with each individual and any other involved parties.
* Gather collateral from the individual and involved parties to provide a thorough assessment of an individuals' needs for treatment and discharge.
* Maintain a working knowledge of the Involuntary Treatment Act (ITA) and Evaluation and Treatment (E&T) Involuntary Commitment process. Monitor the petition process to ensure timeliness are adhered to, and forms are complete and thorough. When subpoenaed, attend E&T hearings.
* Actively coordinate care and provide referrals for individuals to ensure services are coordinated with both facility staff and external providers.
* Identify and address gaps in service needs for participating parties in service delivery to the individual and make appropriate recommendations to meet the individuals' needs upon discharge.
* Collaborate with Interdisciplinary Treatment Team to engage, monitor and communicate with the individual ensuring that safety is maintained while meeting the individuals' needs.
* Participates in redirecting individual behavior while maintaining a safe milieu when necessary. Documents all services and individual activities appropriately.
* Provides internal education regarding DBT, trauma informed care, harm reduction, and service plan documentation to enhance staffs' ability to effectively address and manage crisis situations.
* Provides casemanagement services to promote recovery and community reintegration.
* Maintain the clinic record, including documentation of activities performed as part of the service delivery process. Obtain signatures from individuals regarding treatment, as necessary. Document all services and individuals' activities in the medical record regarding brief interventions, coordination of care, discharge planning, treatment planning, and any other pertinent information.
* Prepares clinical reports and individualized service plans utilizing agency electronic clinical documentation software. Ensures documentation complies with best clinical practices, contracts, regulatory, and other legal requirements.
* Maintain a working knowledge of the Washington State behavioral health system and potential funding sources.
* Participate in individual and group supervision as required. Participate in ongoing education, including in-services, training, and other activities to maintain and improve competency. Demonstrate competency through post-testing, skill observation, and performance as assessed by direct supervisor.
* Performs all other duties as assigned.
Qualifications
What You'll Bring:
* Master's degree in behavioral health, Social Work, Counseling, Psychology, or related discipline
* Unrestricted license as a Licensed Mental Health Professional (LMHP) in Washington State and/or Licensed Independent Clinical Social Worker (LICSW), Licensed Mental Health Counselor (LMHC), Licensed Marriage and Family Therapist (LMFT), or associate license (LICSWA, LMHCA, etc.)

Job Description
Position Purpose: Perform duties related to the day-to-day operations of the Service Management functions for Foster Care members to achieve the highest possible levels of functioning and wellness by ensuring consistent, timely access to medically necessary behavioral health services. Monitor quality of care, assist with discharge planning.
· Work with Foster Care Members, Medical Consenters, Department of Family and Protective Services (DFPS) staff and providers to meet the behavioral healthcare needs of each foster care member's condition.
· Identify foster care members who may benefit from service management, conduct an assessment and develop, implement and monitor a healthcare service plan.
· Provide information to DFPS staff to facilitate development of the DFPS case plan.
· Update database regularly with most recent Service Management Plan of Care.
· Review information submitted by providers into the database to ensure material is appropriate and consistent with guidelines for data inclusion.
· Encourage behavioral health providers to use evidence-based practices and confirm that behavioral health providers and PCP's are sharing information as required.
· Comply with established referral, pre-certification and authorization policies, procedures and processes by related medical management staff.
· Maintain compliance with federal and state regulations and contractual agreements.
· Coordinate service management functions with other departmental functions.
· Monitor data to address trends or potential quality improvement opportunities.

JOB DEFINITION:
Support, Advocacy, Growth and Employment (SAGE) is DESC's comprehensive outpatient mental health program. SAGE intake specialists, casemanagers, psychiatrists and nurses assist adults with severe and persistent mental illness in their journey towards recovery. Long-term casemanagement services are provided including help with obtaining and maintaining housing, improving clinical and social stability, and enriching their level of independence and self-sufficiency.
SAGE services are licensed under the Washington State Division of Behavioral Health and Recovery and are provided under contract with King County Mental Health, Chemical Abuse & Dependency Services Division. Services are provided within a Recovery model.
MAJOR DUTIES AND RESPONSIBILITIES:
CaseManagement:
Participate as a member of a multi-disciplinary and multi-departmental team providing on-going casemanagement services to adults with severe and persistent mental illnesses.
Collaborate with DESC's Scattered Sites Supportive Housing team in the development of client care and housing retention plans.
Provide outreach and engagement services to assigned clients, to initially engage clients and maintain working relationships.
Conduct psychosocial assessments; develop goal planners with consumer participation; facilitate linkages to collaborative resources when appropriate.
Assume primary responsibility for coordinating all aspects of consumers' support and goal planners. This includes: providing and/or coordinating the delivery of psychiatric treatment; substance abuse treatment; 24-hour support services; and performing acute casemanagement to facilitate consumer access to food, clothing, housing, medical care, financial assistance and vocational training or employment.
Advocate for consumers' access to community resources and services, ensuring that consumers' needs are met and rights maintained; consult and collaborate with community providers to ensure continuity of care.
Travel locally to outreach consumers; make home visits and assist with home inspections, annual recertifications, address and report any maintenance related concerns and housing retention barriers.
Provide crisis intervention and risk assessment; tolerate unusual or unpleasant behavior.
Provide counseling, as qualified.
Fulfill role of protective payee for some consumers on behalf of the agency, creating monthly budgets with consumers, distributing funds, and assisting with purchases.
Establish and maintain professional relationships with landlords and property managers, assisting in building rule enforcement and lease compliance as necessary.
Document services provided and adhere to strict administrative deadlines.
Living Conditions:
Support your clients with achieving and maintaining healthy living conditions. This can include but is not limited to attending care conferences related to living conditions, outreaching and supporting clients in their residential units with tools and skills to maintain their units, coordinating with housing staff, participating in cleaning out clients' units, and documenting barriers to maintaining healthy living conditions.
Other duties & responsibilities:
Participate in psychiatric consultation, supervision, program meetings and in-service trainings; participate in clinical reviews and case conferences for consumers on caseload.
Attend external and internal trainings related to landlord/tenant laws, housing vouchers and/or other relevant topics.
Comply with the agency's clinical accountability policies and procedures; maintain current and complete clinical and administrative records; participate in quality assurance reviews when assigned.
Comply with applicable program research and evaluation procedures.

MINIMUM QUALIFICATIONS:
Relevant bachelor's degree in social work, psychology, or related behavioral science, OR
A combination of 1 year of relevant paid work experience and demonstration of the ability to perform required job duties.
Ability to drive an agency or personal vehicle to conduct agency related business. A current Washington State driver's license and insurable driving record are required.
Ability to meet Washington Department of Health requirements for registration as a Registered Agency Affiliated Counselor (AAC) or any other superseding credential

The Transition Service serves individuals who are working towards discharge from an E&T or other housing setting and who could use additional support in successfully sustaining their transition to outpatient services (i.e. interim prescribing support; connecting with outpatient mental health services; seeking housing, employment or education opportunities; connecting with others in social settings, and other supportive services). The Transition Service also receives referrals from many other community stakeholders to address an individual's emerging needs in the community such that a return to an acute hospital setting can be prevented wherever safely possible.

JOB DEFINITION:
The STAR Center is 24-hour 7 days a week shelter with a multi-disciplinary team that provides assertive engagement, intensive services and temporary shelter to people experiencing homelessness. The Outreach CaseManager provides outreach, engagement, and ongoing services to clients outside of the STAR Center. This position supports the casemanagement team and the Neighborhood Coordinator in assisting individuals with obtaining temporary shelter through assertive engagement with those experiencing homelessness in the immediate vicinity of the shelter. This position also supports clients within the shelter as needed. This position requires a high degree of coordination and collaboration with other DESC programs as well as outside agencies to ensure successful transition of ongoing care for shelter guests.
MAJOR DUTIES AND RESPONSIBILITIES:
Outreach & Engagement
Participate as a member of a multi-disciplinary team of a neighborhood coordinator, casemanagers, service coordinators, clinical staff, and peer support to provide a variety of services focused on accessing emergency services and stabilizing clients inside and outside the center.
Be a welcoming presence and actively patrol both the interior and exterior of the STAR Center, assertively and positively engaging clients and individuals congregating outside the building to build relationships, discouraging loitering, and providing resources (as appropriate).
Provide outreach and assertive engagement services to individuals experiencing homelessness or crisis in the immediate vicinity of the STAR Center.
Assist in training clinic staff on de-escalation skills and leading crisis response drills.
Intervene in crises and emergencies (medical, behavioral health, interpersonal) inside and in the immediate vicinity outside the building. Participate in both verbal and hands-on de-escalation in emergent situations and initiate action as required, including communicating with emergency response systems and facilitating a higher level of care.
Help ensure cleanliness of lobby area and other common spaces within the building.
Become certified in enhanced behavioral de-escalation training and maintain annual re-certification.
Develop and maintain strong collaborative relationships with DESC staff and other service and resource organizations to ensure full continuity of care for clients.
Participate in educating staff and guests regarding community resources for homeless clients with mental illness/co-occurring disorders.
Provide survival resources, hygiene products, and harm reduction supplies to meet basic needs and build rapport, as appropriate.
Maintain a clean and healthy environment inside and in the immediate vicinity outside the building.
Support clients with achieving and maintaining healthy living conditions in the shelter. This can include but is not limited to attending care conferences related to living conditions, outreaching and supporting clients in their shelter rooms with tools and skills to maintain their rooms, coordinating with other shelter staff, participating in cleaning out clients' rooms, and documenting barriers to maintaining healthy living conditions.

Requirements
MINIMUM QUALIFICATIONS:
Current Washington Department of Health minimum credential as an Agency Affiliated Counselor or ability to obtain the credential upon hire.
Relevant bachelor's degree in social work, psychology, or related behavioral science, OR
A combination of 1 year* of relevant paid work experience and demonstration of the ability to perform required job duties
*Internal applicants in direct, client facing positions can substitute 6 months of experience in lieu of 1 year
Ability to drive an agency or personal vehicle to conduct agency related business, including a current Washington State driver's license and insurable driving record.
Experience working with people experiencing homelessness, mentally illness, or substance using disorder.

Support, Advocacy, Growth and Employment (SAGE) is DESC's comprehensive outpatient mental health program. SAGE intake specialists, casemanagers, psychiatrists and nurses assist adults with severe and persistent mental illness in their journey towards recovery. Long-term casemanagement services are provided including help with obtaining and maintaining housing, improving clinical and social stability, and enriching their level of independence and self-sufficiency.
SAGE services are licensed under the Washington State Division of Behavioral Health and Recovery and are provided under contract with King County Mental Health, Chemical Abuse & Dependency Services Division. Services are provided within a Recovery model.
MAJOR DUTIES AND RESPONSIBILITIES:
CaseManagement:
Participate as a member of a multi-disciplinary and multi-departmental team providing on-going casemanagement services to adults with severe and persistent mental illnesses.
Collaborate with DESC's Scattered Sites Supportive Housing team in the development of client care and housing retention plans.
Provide outreach and engagement services to assigned clients, to initially engage clients and maintain working relationships.
Conduct psychosocial assessments; develop goal planners with consumer participation; facilitate linkages to collaborative resources when appropriate.
Assume primary responsibility for coordinating all aspects of consumers' support and goal planners. This includes: providing and/or coordinating the delivery of psychiatric treatment; substance abuse treatment; 24-hour support services; and performing acute casemanagement to facilitate consumer access to food, clothing, housing, medical care, financial assistance and vocational training or employment.
Advocate for consumers' access to community resources and services, ensuring that consumers' needs are met and rights maintained; consult and collaborate with community providers to ensure continuity of care.
Travel locally to outreach consumers; make home visits and assist with home inspections, annual recertifications, address and report any maintenance related concerns and housing retention barriers.
Provide crisis intervention and risk assessment; tolerate unusual or unpleasant behavior.
Provide counseling, as qualified.
Fulfill role of protective payee for some consumers on behalf of the agency, creating monthly budgets with consumers, distributing funds, and assisting with purchases.
Establish and maintain professional relationships with landlords and property managers, assisting in building rule enforcement and lease compliance as necessary.
Document services provided and adhere to strict administrative deadlines
Living Conditions:
Support your clients with achieving and maintaining healthy living conditions. This can include but is not limited to attending care conferences related to living conditions, outreaching and supporting clients in their residential units with tools and skills to maintain their units, coordinating with housing staff, participating in cleaning out clients' units, and documenting barriers to maintaining healthy living conditions.

Participate in psychiatric consultation, supervision, program meetings and in-service trainings; participate in clinical reviews and case conferences for consumers on caseload.
Attend external and internal trainings related to landlord/tenant laws, housing vouchers and/or other relevant topics.
