Northrop Grumman is currently seeking a Contracts Administrator - Level 3, to join our Space sector Contract Closeouts team. This role will be located at any of our major Space sector locations (to include): McLean VA; Baltimore MD; Redondo Beach CA; Gilbert AZ; Promontory UT; Aurora CO or Dulles VA. A remote working scenario for this position will also be considered. The Contracts Administrator - Level 3 will report to the Space Sector Manager of Contract Closeouts and provide strategic oversight and administration for closeout efforts across the sector. Role and Impact: Work with a team of geographically dispersed closeout analysts in the management and administration of contract closeouts to get contract to Administratively Closed (ACL) Status. Set and implement the strategic direction for the Contract Closeout organization. Provide support to the Closure Team and foster a culture of growth and development across the Closeout organization. Maintain sector wide compliant Closeout operations in accordance with company and sector policies and procedures, legal, regulatory, and contractual requirements. Lead contract closeout reporting and performance management, ensuring data accuracy and alignment with systems of record. Maintain and update contract closeout tracking tools with actuals from enterprise systems on a recurring cadence. Develop and deliver recurring metrics and dashboards to senior leadership and key stakeholders. Produce actional reporting to identify contracts ending within six months; contracts exceeding PoP end dates by more than 15 days; contracts reflecting late deliveries and root-cause drivers; contracts pending ACL status, including current workload and backlog; and fixed-price efforts pending closure beyond six months after PoP completion. Track contract final rates and coordinate prioritization as rates become available. Actively manage both backlog and current contract closeout efforts to meet closure requirements. Serve as primary interface to customers, auditors, senior management and other internal stakeholders for all matters related to contract closeouts. Identify and implement the necessary tools/systems needed to track and report on contract closeouts. Develop and maintain key closeout reporting information and metrics to monitor the health and status of our closeouts. Ensure compliance to FAR 4.804 and associated Federal Contracting regulations (NASA, Restricted). Collaborate with other functional departments within the sector and enterprise to improve process, reporting and execution of Contract Closeout tasking. Ensure financial close-out is completed, including final rates, Release and Assignment completion, and resolution of all accounts receivable balances. Assist external and internal customers with closeout support or questions. Monitor shared closeout communication channels and support additional assignments as required to meet business objectives. Basic Qualifications: Bachelor's degree with 5+ years of relevant professional experience in contract matters related to Closeouts - OR - Master's degree with 3+ years of relevant professional experience in contract matters related to Closeouts. Knowledge of FAR/DFARS and associated Federal Contracting Regulations with the ability to apply sound judgment to property requirements and sector property policies/procedures. In-depth understanding of Contract Operations and Government property management policies, regulations and compliance requirements. Experience supporting and/or performing compliance audits. Experience in developing and implementing processes and procedures in accordance with FAR/DFARS requirements. Excellent leadership, interpersonal, oral and written communication skills. Experience demonstrating excellent problem solving, communication and organizational skills in a fast-paced environment with competing priorities and deadlines. Ability to travel up to 10%. Must have the ability to obtain and maintain a U.S. Government DoD Secret security clearance. US Citizenship is a prerequisite.
