What You'll Do
* As a Business Planning Solution Owner and Finance SME, you will own the functional vision and delivery of Finance planning solutions, partnering with stakeholders and technical teams to implement and sustain connected planning capabilities.
* Own the solution roadmap and backlog for Finance planning (FP&A, budgeting, forecasting, reporting, workforce/capex planning as applicable).
* Lead end-to-end delivery across teams: scope, timeline, RAID, dependencies, governance, and stakeholder alignment.
* Partner with technical solution architects to translate finance requirements and spreadsheet models into scalable Anaplan/Pigment planning solutions (driver-based models, workflows, approvals, reporting).
* Serve as a Finance SME, guiding best practices in planning processes, financial modeling, and performance management.
* Partner with solution architects/build teams to ensure model design supports: auditability, security, hierarchy design, versioning, and business scalability.
* Drive UAT and deployment: test strategy, test case development, defect triage, go/no-go readiness, and hypercare in partnership with technical solution architects.
* Support data readiness and integration efforts (source-to-target mapping, master data alignment, reconciliations, migration planning).
* Develop and maintain key documentation: requirements, process flows, training materials, and operating procedures.
* Enable adoption through change management, training, and stakeholder communications.
* Up to 30% regional travel.
What You'll Bring
* A bachelor's degree in Finance, Accounting or MIS
* Strong Finance planning background (FP&A) with expertise in budgeting, forecasting, management reporting, variance analysis, and KPI/driver frameworks.
* Demonstrated project/program management capability delivering complex, cross-functional initiatives (Agile preferred).
* Hands-on experience implementing or owning connected planning/EPM tools-Anaplan and/or Pigment strongly preferred (certifications a plus).
* Advanced Excel/financial modeling skills and experience transforming spreadsheet-heavy processes into governed planning solutions.
* Familiarity with data integration concepts and planning data structures (dimensions/hierarchies, metadata, versioning, security).
* Excellent written and verbal communication skills; ability to align executives and working teams, facilitate decisions, and manage tradeoffs.

ProSidian Seeks a Waste Treatment Plant (WTP) Owners Representative headquartered near Richland, WA 99319 to support an engagement for the DOE Office of River Protection (ORP) - an independent office at the DOE Site in eastern Washington state with the exclusive focus of remediating and solving the DOE's tank cleanup challenges. ORP's mission is to protect the Columbia River by safely cleaning up radioactive and chemical waste contained in underground storage tanks located at the DOE Site.
The ProSidian Engagement Team Members work to provide Site Technical Support Services assistance including technical support services in environmental remediation, and related technical and administrative program management support expertise and assistance in carrying out responsibilities to plan, direct and oversee design, construction, environmental remediation, cleanup and operation of government facilities to support ORP at Hanford in the Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area
Waste Treatment Plant (WTP) Owners Representative Candidates shall provide Technical Support Services at the Hanford Site as a WTP Owners Representative in support of ORP's Waste Treatment Plant Division (i.e. WTP Project - Senior Technical Advisor). The Owners Representative's prime role is to support the Waste Treatment and Immobilization Plant (WTP) Project senior leadership in the execution of their duties. In accordance with the National Defense Authorization Act (NDAA) of 2016 Sec.1116, the Owner's Representative shall perform design, construction, nuclear safety, technical issue resolution, and operability oversight of each facility covered by the contract.
The role of the Owner's Representative is to provide expert nuclear safety, technical and capital project resources to support WTP project completion and transition to operations in areas as needed which may include system testing, commissioning, startup and future operability of the WTP facilities, as needed. The ProSidian WTP Owners Representative shall provide one part-time (960 hours) Executive Consultant III to support the WTP Senior Technical Advisor in the execution of duties, with a focus on nuclear safety and technical issue resolution. However, The ProSidian Engagement Team may propose alternate labor categories to support the following scope. Actual hours will be agreed in advance of each task and be task dependent.
The ProSidian Engagement Team may propose alternate/additional labor categories to support the following scope based on alignment of authorized tasks to a specific need or engineering discipline.
-- Assessment of the ongoing development and implementation of the safety basis in accordance with 10 CFR 830, Nuclear Safety Management and the applicable DOE Orders and Standards in the BNI Contract to confirm adequate alignment with the design basis is either being developed or is being maintained.
-- Support WTP system and facility design reviews, which may include reviews of system description documents (SDD), procurement documents, Piping and Instrumentation Diagrams (P&IDs), test data, with a focus on the future operability, maintainability, safety and controls.
-- Evaluate as needed technical issues, improvements and proposal provided by federal staff, which may include, but is not limited to, analysis of alternatives/concepts in design, nuclear safety, code of record exceptions, technical risk assessments, and significant baseline change proposals.
-- Support the transition to operations, which may include operational readiness oversight and the development of training, qualification, or operational oversight programs and strategies.
-- Be responsible for completing critical assessments and implementing actions as required to support WTP management.
-- Brief senior management on technical issues, options for resolution, and facilitate decision-making.
The nature of assignments will define each end-state product. In most instances, this is likely to be one of the following:
•Assessments, reports
• Decision memorandum
• Participation in meetings/workshops with senior management
• Participation in Integrated Project Teams (IPT) as required
Deliverables shall be accomplished in accordance with ORP procedures and directions provided by AMWTP.
QUALIFICATIONS
• Experienced senior level nuclear safety leader
• Executive experience with direct interface with client senior management.
• Knowledge of DOE policies and procedures.
• Expert level knowledge of Hanford Site mission, activities and priorities.
• Expert level knowledge of DOE program and project management practices, policies, and procedures.
• Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination.

Qualifications
The Waste Treatment Plant (WTP) Owners Representative shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.
QUALITY ASSURANCE REQUIREMENT: All work performed under this task order must be in compliance with the requirements set by the ORP Quality Assurance Program Description (MGT-PM-PL-04 R4).

Department Summary
Campus Planning and Facilities Management (CPFM) is a vibrant department, which comprises five units, and approximately 270 employees: Facilities Services, Utilities & Energy, Campus Planning, Office of Sustainability, and Design & Construction. The units of CPFM strive to provide excellent customer service to the University of Oregon campus and operate with the highest professional standards, communicating and collaborating with customers to support the stewardship of the campus.
The Office of Design and Construction (D&C) works closely with Facilities personnel, faculty, and staff across campus to deliver successful, budget-conscious projects. Project sizes range from under $50,000 to over $200M. Project types include small departmental moves, interior renovations, new building construction, and many different types in between.
Position Summary
This position represents the University of Oregon an Owner's Representative for Design and Construction (D&C) projects providing the management, leadership, and oversight to the delivery of University construction projects of varying sizes and complexity ($5k - $200M+). Depending on the team assignment, this position may focus on academic buildings, research and science buildings, systems and infrastructure, auxiliary groups, or capital repair projects. Owner's Representatives for Design & Construction report to D&C Managers. Projects types include, but are not limited to, remodels, tenant in-fill, additions, site, systems, infrastructure, and ground-up construction projects. This position is responsible for the development and management of the overall project budget, schedule, design process, contract administration, construction delivery, and close-out components of a given project.
This position effectively communicates and integrates with technical staff from Campus Planning and Facilities Management (CPFM), D&C, Information Services, Safety and Risk Services, campus User Groups, etc. into each project to ensure a comprehensive team approach to project delivery, and ensures D&C policies and procedures are maintained. Within the bounds of the project delivery process, this position has authority to make budgetary decisions and authorize changes to a project's contract value within the approved signature authority limits set by the University.
This position will work closely with the team and department Managers, Associate Vice President of CPFM (AVP), the Director of Design & Construction (DD&C), and the Associate Director of Capital Projects in the planning and development of a defined program area which establishes mid and long-term planning and program requirements.
This position provides, promotes, and fosters positive, productive, and professional working relationships within the department as well as with campus stakeholder teams, administrators and University leadership, architects, contractors, in-house campus project delivery teams, federal, state, and local officials. Exceptional customer service is paramount to the success of the position.
Minimum Requirements
• A Bachelor's degree in Architecture, Engineering, Construction Management, or a closely-related field OR ten years of experience managing building construction and site development projects within an architectural, engineering, construction firm or as an Owners representative.
• Five years of engineering, architectural, construction management or Owners representative experience, which includes two years of experience of primary project management responsibility involving building construction and site development.
