Recruit Foster Homes that meet or exceed the quality standards of the program.
Provide all necessary training for Foster Parents, and to ensure that trainings are complete, current, and compliant with program standards.

Work closely with Foster Parents on any issues that are identified relating to the care provided to children placed with them.
License and relicense all Foster Homes in the caseload.

Provide general support for all Foster Families.
Coordinate placements and discharges for Foster Clients.
Maintain updated case records, files, and database records in an efficient manner.
Participate in continuing education opportunities, including agency in-service training, professional seminars, workshops, and conferences.
Work with children to address well-being needs by providing telephone consultation and home visits to support stability of the placement.

Duties and Responsibilities

Youth Counselors ensure the progress and welfare of each client and the group through therapeutic programs. Responsible for staff secure supervision during the afternoon, evening, and sleeping hours.
Lead group of youth through a variety of daily activities while providing group and individual counseling, with an emphasis on strength-based development. Qualifications
Must be 21 Years of Age or Older per DJJ Guidelines.

Bachelor's degree in social/behavioral services or outdoor recreation specialties is preferred. 2+ years of college in a social or human services can substitute youth experience requirement.
Direct care in a therapeutic/rehabilitative setting preferred.
Ability to travel about property, through wilderness terrain. Must be able to pass evaluation of crisis intervention/physical restraint techniques and written certification exam, and use approved techniques as needed. Must be able to participate in aquatic activities. Ability to stand, sit or walk for extended periods of time. Constant exposure to outdoors and/or weather conditions. Responsible for the overall supervision and safety of clients. Supervision may include shift work.

The Level II Group Home serves individuals (primarily children and young adults) who require moderate to severe support for behavioral and mental health needs, offering care to promote skill development, independence, and community integration. All services must align with Applied Behavior Analysis principles as outlined by the Behavior Analyst Certification Board (BACB), North Carolina General Statutes (including Chapter 122C for Mental Health, Developmental Disabilities, and Substance Abuse Services, and G.S. 58-3-192 for ASD coverage), and North Carolina Medicaid Clinical Coverage Policy No. 8F: Research-Based Behavioral Health Treatment (RB-BHT) for Autism Spectrum Disorder.
This position emphasizes ethical, culturally competent care in natural environments, with a focus on adaptive behavior treatment to increase appropriate behaviors, decrease maladaptive ones, and foster functional skills. Essential Duties and Responsibilities - Child Treatment & Development:

Conduct direct one-on-one or small-group sessions in the group home setting, focusing on adaptive behaviors such as communication, self-care, and social skills, while respecting residents' privacy and obtaining necessary permissions for interventions in shared spaces.
Collect and analyze data on resident progress using objective measurement tools, maintaining accurate records in compliance with 10A NCAC 27G documentation standards and Policy 8F requirements.
Assist in behavior management, crisis intervention, and generalization of skills across the residential environment, collaborating with interdisciplinary team members (e.g., physicians, psychologists, occupational therapists) to ensure cohesive care.
Participate in ongoing training and competency assessments to maintain skills in RB-BHT techniques, cultural humility, and ASD-specific interventions.
Adhere to supervision protocols, including regular oversight by a BCBA or equivalent, and report any ethical concerns per BACB guidelines.
Ensure all services are medically necessary, ordered by a licensed physician or psychologist, and provided in a manner that promotes habilitative outcomes without discrimination based on diagnosis.
Comply with North Carolina statutes, including G.S. 58-3-192, which mandates that adaptive behavior treatments be supervised by qualified professionals such as BCBAs, and
Support residents in natural settings within the group home, such as during meals, recreation, or routines, while avoiding unauthorized external locations without explicit approval.

In this position you will work in a Child Development Center, School Age Center, and Youth Center supporting Fort Bragg. Candidates must be local to the base or willing to relocate to become local and be licensed at the independent level as a Social Worker (LCSW), Therapist (LMFT), or Mental Health Counselor (LCMHC/LPC).
This position has the primary responsibility of providing the full breadth of Child and Youth Behavioral (CYB) counseling services to children of all ages of military service members and their families at military installations to include civilian expeditionary work force and their families (when activated). These services may include non-medical counseling, training/health and wellness presentations, consultation with parents, personnel at child development centers, and consultation to installation command regarding behavioral health issues affecting children and youth. CYB counselors will be assigned to child development centers, youth programs, summer camps, and on demand assignments. The counselors work closely with the installation and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation.
* Provides non-medical, short-term, solution focused counseling directly to eligible children and youth of service members at assigned primary and secondary locations. Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated.
* CYB counselors will also have a focus on supporting the staff and personnel of Child Development Centers (CDC), youth programs and summer camps (if available/assigned) as well as providing parent support, training, and guidance.
* Provides training and health and wellness presentations, participate in health fairs and other base/installation activities focused on children and youth.
* Enters counselor activity data daily through smart phone or web application to assure that reporting is accurate from assigned installation while maintaining confidentiality and anonymity of service/family member.
* Establishes and maintains working relationships with community resources focused on children and youth and provides appropriate linkages. Consistently visible within the assigned location(s) which allows MFLC services to be accessible. When working with children, counselor must abide by line-of-sight protocol. (Another adult with responsibility for the child must be able to see the counselor and child they are working with at all times.)
* Partners with POC to provide CYB services in a manner that addresses the needs of the installation/facility. Develops an effective and professional working relationship with the installation/facility POC.
* Manages duty to warn and restricted reporting situations according to Department of Defense (DoD) protocol and staffs the cases with Regional Supervisor/Regional Director.
* Communicates with Regional Supervisors and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations and in facilities to which the counselor is assigned. Responds to critical incidents and special requests as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager. The CYB will flex schedule to respond to urgent requests as needed or at the request of the Regional Supervisor/Regional Director.
* Participates in regular in-services/training, Quality Improvement committees, initiatives, studies, pilot programs other contract activities as assigned/appropriate as directed by the customer and/or Magellan. This includes participation in pilot program certification and training processes, completion of activity documentation, integration of pilot activities in non-medical counseling work, and the utilization of applicable technology to complete required activities.

The ABA Therapist will work under the supervision of a Licensed Qualified Autism Service Provider (LQASP) or Certified Qualified Professional (C-QP), such as a Board-Certified Behavior Analyst (BCBA), ensuring at least 10% direct observation of services.
Essential Duties and Responsibilities - Child Treatment & Development:
Implement individualized ABA treatment plans developed by an LQASP or C-QP, including behavioral interventions, skill acquisition programs, and environmental modifications to support residents' daily living, socialization, and community access.
Conduct direct one-on-one or small-group sessions in the group home setting, focusing on adaptive behaviors such as communication, self-care, and social skills, while respecting residents' privacy and obtaining necessary permissions for interventions in shared spaces.
Collect and analyze data on resident progress using objective measurement tools, maintaining accurate records in compliance with 10A NCAC 27G documentation standards and Policy 8F requirements.
Assist in behavior management, crisis intervention, and generalization of skills across the residential environment, collaborating with interdisciplinary team members (e.g., physicians, psychologists, occupational therapists) to ensure cohesive care.
Participate in ongoing training and competency assessments to maintain skills in RB-BHT techniques, cultural humility, and ASD-specific interventions.
Adhere to supervision protocols, including regular oversight by a BCBA or equivalent, and report any ethical concerns per BACB guidelines.
Ensure all services are medically necessary, ordered by a licensed physician or psychologist, and provided in a manner that promotes habilitative outcomes without discrimination based on diagnosis.
Comply with North Carolina statutes, including G.S. 58-3-192, which mandates that adaptive behavior treatments be supervised by qualified professionals such as BCBAs, and
Support residents in natural settings within the group home, such as during meals, recreation, or routines, while avoiding unauthorized external locations without explicit approval.

Qualifications

Education/Experience
Bachelor's degree in psychology, education, behavioral science, or a related field. Master's preferred.
Must hold Registered Behavior Technician (RBT) certification from the BACB or complete equivalent competency-based training (minimum hours aligned with BACB paraprofessional standards) within the first 90 days, preferred Board Certified Assistant Behavior Analyst (BCABA) or Board Certified Behavior Analyst (BCBA)
At least one year of experience working with individuals with developmental disabilities or ASD in a residential or clinical setting preferred. Familiarity with Level II group home operations, as licensed by the North Carolina Division of Health Service Regulation, is preferred.
Required Skills/Abilities

All potential job candidates must pass a drug screening test, TB, and an extensive background check.
Strong understanding of ABA principles, data collection methods, and ethical guidelines from the BACB. Knowledge of North Carolina statutes (e.g., Chapter 122C for facility operations and G.S. 58-3-192 for ASD treatment coverage) and Clinical Coverage Policy 8F, including requirements for treatment plans, observation, and service delivery in natural environments.
Proficiency in cultural humility, crisis de-escalation, and promoting independence for residents with moderate to severe needs.
Certificates, Licenses, Registrations
A valid NC driver's license, at least three years of driving with a driver's license and clean driving record are required.
Must work under the direct supervision of an LQASP (e.g., licensed psychologist, BCBA) or C-QP, with documented competencies per 10A NCAC 27G.0203 and 27G.0204. Services must be commensurate with training and scope of practice, as defined in Policy 8F and G.S. 58-3-192.
