Child Welfare League of America company history timeline

1920

C.C. Carstens was elected Director in September 1920 to head the new agency, to be known as the Child Welfare League of America.

The Child Welfare League of America (CWLA), the nation’s oldest and largest membership-based child welfare organization, has been known and respected as a champion for children since 1920.

1921

Founded in 1921 as a federation of approximately 70 service-providing organizations, the first director of the CWLA, C. C. Carstens, was a well established national child welfare leader and opponent of institutional care for children.

1930

In 1930, Carstens explained why it’s necessary for a national voluntary agency to perform the standard-setting function:

1938

In 1938, the CWLA issued its first set of minimum standards that distinguished between temporary and permanent placements.

1955

In 1955, the development of standards as they are known today became a regular program of the League with a three-year grant from the Ittleson Family Foundation.

The CWLA produced the most important empirical survey of adoption agency practice at mid century, including a landmark study of special needs adoptions. It organized a national conference on adoption in 1955 that brought together rank-and-file social workers, leading figures in many scientific fields, and the small but growing body of investigators whose research focused on adoption itself.

1960

In 1960, the Board of Directors formally approved a proposal that “formulating, bringing up to date, and implementing standards of practice should be continued and an ongoing program activity of the League.” 5

1985

Originally located in New York City, the CWLA moved to Washington, D.C. in 1985.

1986

In 1986, CWLA’s Board of Directors determined:
