Develop and implement strategies to deliver and drive adoption of new products and solutions

The Role:
The Senior Project Manager is responsible for all project administration including all contractual requirements, agreements with trade partners, purchase orders, and risk management. This individual also manages general work performance and quality, and overall team progress against the project plan.

Budget Updates:
Produce thorough forecast of Cost-to-Complete which drills down to identify potential exposures
Coordinate the use of Oracle with Expedition to readily identify exposures
Require the project team to track costs of field directives and back charges for forecasting purposes
Create detailed analysis of line-item exposures, particularly unit price contracts
Follow the Forecasting Calendar for on-time completion of forecasts
Teach the Standard Operating Procedures for budget updating to others
Change Order Management:
Require the project team to fully utilize Expedition to track all Proposed Change Order (PCO) items including in-scope and out-of-scope
Provide the Owner with up-to-date status reports relating to Changes

Work to recover all legitimate GC costs relating to Owner Changes
Track the status of all Contract Allowances in Expedition and submits Change Order Requests (COR) when an over-run is likely
Require the project team to track all field directives and back charges in Expedition for timely processing on a monthly basis, i.e. composite clean-up, hoisting time, etc.
Project Close Out:
Establish an effective Close-out Plan early in the project which includes the early collection, review, and packaging of Contract close-out documents
Implement the use of the Noncompliance Reporting System
Require the team to utilize the Work list System to organize and manage the completion of phases of the work
Utilize the Completion-Compliance-Quality Form (CCQ) process for close-out
Teach close out process to other SCCI employees
Owner/Sub Requisition Process:
Require the project team to have the completed pay requisitions approved by the Owner no later than the 1st of each month
Produce an effective Schedule of Values
Establish a regimented process for the collection of payments no later than 30 days and subsequent efficient system for the payment to Subcontractors
Review the Hold Reports before payment is due to allow for timely handling of deficiency issues and payment to Subcontractors/Vendors
Cash Management:
Consistently manage the cash flow of the Project to maintain a fiscally responsible position for SCCI
Produce an effective Schedule of Values which supports a strong cash flow position

Address issues immediately with a non-performing Subcontractor to protect SCCI from resulting delay and potential impact

Work with the Project Team, including Superintendents and Estimators, to consistently produce clear, thorough, and accurate Scopes of Work based on drilled down review of documents
Organize and administer a well-planned purchasing process to prevent the "Just in time" purchase of materials

Provide leadership with the Superintendent to produce a clear, thorough, and accurate baseline Contract Schedule which rarely requires changes to the original logic

Manage and distribute organized and efficient Monthly Updating Process in accordance with the SCCI SOP

Complete the buy-out process in a manner which permits the timely flow of work, prevents budget issues, contract executions, bonds, insurance, etc.

Take immediate action when a non-performing Subcontractor is likely to cause impact to the Project
Work to complete the submittal and coordination process no later than 180 days

The Role

Qualifications
Required
5-7 years of experience managing or supporting enterprise hotel applications (PMS, POS, finance, HRIS, or similar).
Strong understanding of hospitality operations and cross-departmental workflows.
Demonstrated ability to manage application lifecycle activities-including upgrades, releases, testing, and stakeholder communication.
Experience negotiating SOWs, managing escalations, or working alongside procurement on renewals.
Excellent communication and executive-ready presentation skills.
Strong analytical mindset with the ability to translate business needs into system enhancements or standards.
High organizational rigor with proven ability to manage multiple systems, stakeholders, and priorities simultaneously.
Preferred
Experience working in a luxury hospitality environment or multi-property portfolio.

About the Position:
The Associate Director, Technology Services serves as the senior person responsible for providing operational oversight of CASO and IT services for the University electronic security systems and for assisting in providing technical oversight for ABS. The Associate Director collaborates with all departments within the university including, members and guests of George Mason to ensure the security and safety of the Mason community. This position will develop, implement, and manage the institution's physical security systems.
This position is responsible for supervision of the Card Access Security Office (CASO) team and assist the Director with leading the Technology Services team in ABS. This position is responsible for the total operation and security of the electronic card access system, the University's camera systems, as well as any other connected systems.
The Associated Director ensures that projects meet the department and divisional business needs, and current and future technologies are leveraged to its fullest. This position oversees all operations for systems and interfaces with central IT for approvals. This position ensures support is provided for systems, desktops, peripherals, and other needed equipment. Further, this position will ensure the confidentiality and security of all University information in compliance with George Mason University's computing policies. The Associate Director, Technology Services supervises a team of technology specialists and CASO operations.
Responsibilities:
Project/Process Management
* Plan and manage projects; documentation, project plans, schedules, resource requirements, costs and budgets, standards and procedures, quality and assurance;
* Delegate project leads, manage and lead work teams as required;
* Develop and manage operations, processes, and staffing for the assigned systems;
* Provide oversight and management of systems within Mason Card and Card Access Security Office (CASO) to ensure systems are compliant with University and industry standards;
* Monitor and manage budgets for; CASO operations and technicians, and Technology Services;
* Manage and coordinate with the Universities security program to avoid and/or control losses and apply the processes necessary to provide a secure environment;
* Develop strategies for threat/vulnerability analyses to determine the probable frequency and severity of natural and man-made disasters and criminal activity on the organization's ability to deliver services;
* Develop standard operating procedures for IT operations for the division;
* Develop ways to enhance integrations with other University systems and streamline processes; and
* Develop, manage or conduct surveys and analyses of, processes, and systems to evaluate current divisional systems, procedural security, information systems security, employee awareness, and recovery capabilities.
Application/System Administration
* Oversee and manage the design, development, and maintenance on all components of assigned systems in ABS departmental enterprise systems, including overall system functionality, forms, reporting, interfaces/integrations, and other modules;
* Responsible for operations and performance of assigned applications and systems;
* Ensure compliance with industry standards of assigned applications and systems;
* Ensure development of technical design and documentation of application dependent data conversions, interfaces, custom reporting, and custom applications in adherence to SDLC best practices;
* Provide support and guidance to internal customers during application development and post deployment;
* Manage and mentor full-time employees and student staff in developing skills necessary to develop and maintain applications and systems;
* Participate and help manage an on-call rotation for after hour, critical, system-wide outages and emergencies and work with appropriate staff to resolve issues; and
* Provide support for departmental events, both on site and at remote locations.
Documentation and Policy
* Lead IT team in development and practice of documentation standards for documenting applications, systems, and procedures;
* Ensure documentation compliance for all processes and procedures for operational processes as well as technical ones;
* Ensure access and permissions are correct for systems and that all systems are within compliance of local, state, industry, and University guidelines;
* Develop standard operating procedures around the security and management of systems, including a robust policy for patching systems;
* Ensure that risk analysis, business impact, and continuity documentation is created and maintained for all ABS applications and systems;
* Ensure timely and accurate response to auditing requests; and
* Ensure that all staff is trained on GMU computing policies.
Infrastructure/Systems Oversight
* Continual monitoring of critical infrastructure systems to ensure proper operation of supported systems;
* Monitoring of all systems to ensure proper operation;
* Collect daily information on any system issues or anomalies and properly respond to them and notify where appropriate;
* Continuous optimization of systems to ensure peak performance;
* Ensure all underlying platforms and methods can meet the daily needs of our applications and mission;
* Maintain records on all systems and generate reports as needed; and
* Ensure compliance of all systems for any audits.
Risk Assessment
* Select, design, implement, and manage card access security measures to reduce risk;
* Conduct physical security walk throughs to ensure proper security and integrity of space;
* Assess the effectiveness of the security measures by testing and monitoring;
* Provide supervision and guidance to regarding new technologies and ensure proper deployment; and
* Conduct system reviews to ensure security and stability.
Required Qualifications:
* Bachelor's degree in related field or the equivalent combination of education and experience;
* Demonstrated experience managing IT projects. This includes project planning, resource leveling, cost/budget planning, and scope management;
* Demonstrated experience in SQL Server database, including application development;
* Demonstrated experience in Windows desktop and server environments;
* Demonstrated experience as an IT manager with a focus on customer service experience;
* Knowledge of best practices in IT management;
* Knowledge of electronic and mechanical access control systems;
* Knowledge of best practices for physical security;
* Knowledge of integration techniques and processes;
* Excellent analytical and strategic thinking skills;
* Exceptional written and verbal communication skills;
