We are seeking an accomplished IT Enterprise Systems & Project Manager for our Client. This role will lead the design, integration, and management of our enterprise IT environment. This role will also manage technology projects. This role is not about building custom software it is about owning the backbone of our technology ecosystem: the networks, systems, infrastructure, and enterprise platforms that keep our mission running.
You will oversee IT operations end-to-end, including corporate networks, cloud services, ERP and HRIS systems, IT service management, cybersecurity compliance, and enterprise applications. As the senior IT systems leader, you'll ensure that infrastructure is secure, scalable, and reliable while driving modernization and service excellence across the organization.
Key Responsibilities
Infrastructure & Systems Management
Oversee enterprise IT infrastructure (servers, networks, storage, data centers, cloud environments, end-user devices, and endpoint security).
Manage identity and access management platforms and endpoint tools
Ensure uptime, system performance, and resilience across the enterprise environment.
Lead business continuity, disaster recovery, and incident response readiness.
Enterprise Applications & Integration
Direct ownership of enterprise applications e.g., ERP, HRIS CRM, and other core enterprise platforms.
Ensure enterprise systems are well-integrated, secure, and aligned with business workflows.
Partner with Finance, HR, Security, and Operations to optimize reporting, data accuracy, and automation.
IT Service Management (ITSM)
Implement ITIL-aligned service delivery frameworks for incident, problem, change, and request management.
Establish SLAs, KPIs, and service dashboards to measure system reliability and user satisfaction.
Standardize IT support operations, ensuring scalable, repeatable service processes.
Cybersecurity & Compliance
Collaborate with security teams to enforce cybersecurity standards.
Oversee compliance audits, vulnerability management, and enterprise risk controls.
Act as primary liaison with auditors, compliance consultants, and federal IT representatives.
Project & Program Leadership
Leads all phases of the project lifecycle, from initiation through closure • Develops and manages comprehensive project plans, including scope, objectives, schedules, budgets, and resource allocation
Build and manage IT project roadmaps, budgets, and resources.
Tracks progress and performance against project milestones and KPIs, making real-time adjustments as needed
Identifies, assesses, and mitigates project risks, issues, and dependencies
Change Management
Capacity to lead organizational changes associated with technology implementation, including stakeholder training, adoption, and support planning
Drive change readiness across the enterprise by aligning people, processes, and systems to ensure smooth transitions and sustained business outcomes.
Vendor & Asset Management
Proven vendor management skills, including contract negotiation and performance management.
Proven success managing vendor relationships including contract negotiation and performance management and SLAs for hardware, infrastructure, and SaaS service providers.
Oversee IT asset lifecycle management: procurement, configuration, inventory, and decommissioning.
Team Leadership & Development
Ensures adherence to organizational goals, regulatory requirements, and quality standards
Fosters a culture of accountability, service excellence, and continuous improvement.
Performs other duties as assigned by CIO or other appropriate persons.

Primary Function:

Perform business development activities and coordinate with other leaders in the Southeast Region.

Education and Experience Requirements
Bachelor of Science Degree in Civil, Environmental or other related Engineering from an ABET accredited college
Minimum of 15 years progressive experience in the municipal water/wastewater field of engineering
Professional Engineer's license is preferred
Advanced understanding of water treatment / distribution and wastewater collection / treatment principles and state regulations is preferred
Self-motivated, able to lead or assist a project team to completion of multiple projects simultaneously
Ability to guide, direct, and coordinate with multiple professionals involved in water / wastewater type projects and to manage the performance of various personnel in other departments
Ability to effectively communicate, in English, both verbally and in writing
