The VP develops, executes, and continuously optimizes strategies to maximize net loss reduction within budget and to ensure regulatory and compliance excellence. Collaborating closely with Recovery Operations, Legal, Compliance, Fair Lending Technology, Finance, and Business Intelligence / Reporting, this leader drives top-tier results through rigorous analytics and continuous business transformation. Essential Responsibilities: Own the development, testing, execution, and ongoing optimization of legal recovery strategies for all Synchrony businesses / platforms, clients and products, including segmentation, legal vs. non-legal channel optimization, legal channel management, and post-judgment recovery including dormant (non-performing) judgment strategies. Lead advanced analytics and predictive modeling initiatives (e.g., CHAID/CART, champion-challenger testing) to enhance legal recovery effectiveness, profitability, and efficiency. Lead rigorous business case development, risk assessment, implementation, and validation of all new or modified strategies, ensuring swift and successful rollouts. Develop a transformational legal recovery strategy vision and multi-year roadmap. Lead discussions with executives to ensure they understand and support the future state vision and roadmap. Conduct benchmarking and industry research to identify legal strategy and operational best practices. Actively manage a portfolio of legal recovery strategies, including tracking performance and providing regular updates to senior management and to other stakeholders. Drive cross-functional partnerships with Recovery Operations, Legal, Compliance, Fair Lending, Business Intelligence / Reporting, Model Development, external law firms, and other stakeholders to ensure aligned, effective, and compliant execution. Monitor legal recovery performance, capitalize on opportunities to improve liquidation rates, operational efficiencies, accuracy, and cost management. Ensure strict compliance with all applicable laws, regulations, regulatory guidelines and company policies; proactively prevent, detect, and remediate any Legal Recovery strategy issues. Develop, implement, and maintain robust documentation, controls, and governance for all legal recovery strategies / non-model tools (NMTs); lead legal strategy support for second line reviews, internal audits and regulatory exams. Perform other duties and/or special projects as assigned. Essential Duties • Reports directly to the Chairman and as needed with the balance of Housing Authority Commissioners. • Directs the assessment, development, and implementation of long-range strategic plans for affordable housing development to respond to time sensitive thoroughly documented housing inventory growth needs of the City of Charleston. • Develops and implements systematic goals, objectives, and appropriate compensation plans as agreed upon by the board. • Establishes goals and objectives for housing authority staff aimed at achieving and surpassing the standards outlined in the Public Housing Assessment System (PHAS) and Section Eight Management Assessment Program (SEMAP), with the goal of maintaining a “High Performing” Public Housing Authority status. • Serves as secretary to the board of commissioners, keeping the board informed about the status of activities and projects within the Authority. Provides the board with assessments of the efficiency and effectiveness of Authority operations and offers recommendations for improvements. • Creates, maintains and implements development pipelines for redevelopment, RAD, and new projects, aligned with the annual budget and five-year strategic plan. • Conducts periodic, comprehensive reviews and analyses of the organization's portfolio to determine necessary realignments, including partnerships. • Executes contracts for work with the review and approval of the board, ensuring adherence to all contractual provisions. • Collaborates with the CFO to oversee the annual budget, including grant-funded programs, and prepares revisions as needed. Oversee all accounting functions, including grant-funded programs, ensuring accuracy of budgets and proper fund allocation. • Keeps the Board of Commissioners informed of relevant activities, programs, accomplishments, and concerns. Prepares monthly activity reports and highlights items requiring board action; presents these at scheduled meetings and requests for special meetings, when necessary, with comparisons to budgets, prior-year data, and strategic plan deviations • Ensures the timely preparation and submission of reports to HUD, in accordance with guidelines and deadlines. • Approves all correspondence, notices, and directives related to policies and procedures issued by the Board for clarity and soundness. • Represents the Charleston Housing Authority and maintains strong relationships with regulatory agencies, local officials, media, and community organizations. Serves as the organization's public voice, engaging actively and with integrity in community and public affairs. • Collaborates with the Head of Human Resources to develop and oversee strategies for retaining key employees, conducts comprehensive mid-year and year-end performance reviews for all Senior Management aligned with board-approved goals, and plans for leadership succession by offering clear growth opportunities and pathways for senior staff to advance. • Monitors and inspect new construction and rehabilitation projects during progress and upon completion. • Holds ultimate responsibility for procurement activities, ensuring compliance with federal, state, and local laws, as well as Board policies. • Perform executive duties with full attention and diligence, maintaining regular working hours and attendance to oversee complex 24-hour operations for residents and participants. Reimagining a modernized, agile, and best-practice-based Information Technology (IT) department that meets the needs of all students, faculty, and staff. Ensuring technology is integrated into the Business Office and the school's operations to optimize effectiveness in support of the school's mission. Partnering with the human resource department to support the more than 225 full- and part-time faculty, staff, and administrators, and 75 seasonal coaches and employees. Partnering in conversations around strategic planning to achieve long-term sustainability. Providing the leadership and management necessary to ensure that the school has the proper operational controls, administrative and reporting procedures, and staff, including systems in place to ensure financial strength and operational efficiency. Assisting the Head of School with overseeing the school's Emergency Management Plan, including active participation on the Emergency Management Team. Overseeing design, budgeting, and completion of all capital construction and renovation projects. As the school's compliance and risk officer, serving as the first point of contact for risk management issues, directing the risk management process for the school, and ensuring effective liability insurance for building assets, equipment, employees, students, and trustees. Attending and presenting financials at all Board and select Board Committee meetings. Financial Assisting the Director of HR in evaluating benefit negotiations, resulting in the most competitive packages for faculty and staff. Providing operating budget oversight and preparing and presenting financial reports for both internal and Board functions. Managing the employee and vendor contract process and partnering with the head of school on legal matters impacting the school. Working closely with key trustees and monitoring the school's investment portfolio. Developing, maintaining, and reporting all required environmental, health, and maintenance standards as required by law and ensuring compliance with all state and federal regulations. Financial Aid Co-chairing the Financial Aid Committee with the Associate Head of School for Enrollment Management. Managing the School's relationship with vendors related to the financial aid allocation process. Preparing financial aid reports for internal and board purposes.
