Act as a Construction Manager with direct client facing responsibilities

May coordinate, direct, and monitor activities of construction management staff, contractors, engineers, architects, and related performing entities

Qualifications
Education and Experience
Bachelor's Degree in Architecture, Engineering, Construction Management, or related discipline is preferred
12 or more years of experience in the Construction industry of which a minimum of 5 years as a Project Manager is required
Prior experience working on Civic/Municipal Market Sector construction projects is required
Prior experience with Construction Design Management (pre-con, procurement, design firm oversight) is required
Knowledge and Skills
Knowledge and application of master planning, A/E solicitation, project development, design-phase management, construction estimating, cost, project controls/scheduling, documentation, engineering/construction principles, contracts and delivery methods are required
Strong working knowledge of the Microsoft Office Suite of products is required
User skills with industry software such as Procore and P6 are desired
Effective verbal and written communication skills, including the advanced ability to foster and maintain effective interpersonal relationships is required
License and Certifications
Valid driver's license with an acceptable motor vehicle record, free from suspensions or restrictions, is required
Travel Requirements
This position is embedded within our public agency client located in the City of Modesto, CA.
Work Environment
While performing the duties of this job, the employee must regularly work in an office and or construction environment. Conditions regularly include exposure to outdoor elements, hot/cold temperatures, wet atmospheric conditions, and cramped quarters with occasionally loud noise level in the work. Independent travel throughout the county and state may be required.

Summary:

Ensure the implementation of lean processes within a cellular environment while launching products utilizing appropriate methods such as CNC turning and milling, sheet metal forming, EDM, laser etch, welding, polishing, mass finishing, cleaning, assembly, and inspection.
Provide appropriate project level direction to resources such as Manufacturing Engineers, Quality Engineers, CNC Programmers, Planning, Supervisors, Group Leaders and skilled labor on the shop floor.
Effectively serve as the main project contact between the customer, leadership and the sites to ensure clear communication is maintained.
Ensure project milestones are met to support customer deliverables and internal business commitments.

Requirements:

young people to solve pressing social issues and serve our communities. YLI's community-based
programs are located in San Francisco, Marin, San Mateo, Madera, Merced, Fresno, Long Beach
and Coachella. In addition to serving eight California counties, YLI provides customized trainings,
consulting, evaluation, and technical assistance services nationally. YLI is committed to engaging
and developing young people of color, low-income youth, and other non-traditional youth as
researchers, advocates, and agents of social change. With support from YLI staff and through
authentic partnerships with other key adult allies, young people build the skills necessary to
research the issues that most affect them and their communities, develop campaigns to
advocate for change, and partner with local stakeholders to implement these changes in their
respective communities.
PRIMARY FUNCTION
The Program Manager (PM) will enable the organization to develop staff to support youth change
agents and work with partner agencies to move an equity agenda in their respective
communities. With support from the Leadership team, the PM is responsible for managing
programs and initiatives, managing the program budget, and ensuring that contract deliverables
are met. These efforts are designed to create opportunities for young people to serve as
community advocates, leaders and decision makers in efforts to advance policy and community
change. They recruit, hire, supervise and manage staff, typically consisting of Program
Coordinators and interns. They are experienced professionals with demonstrated success in
planning and operating community-based youth organizing and engagement programs as well
as the ability to work collaboratively and strategically toward a shared vision.
The Program Manager is expected to be an empowering and creative change agent, with an
appetite for learning, coupled with an ability to operate as part of a team with internal staff and
external partners. They should be familiar with a variety of the concepts, practices, and
procedures in the fields of youth development, specifically leadership development, youth
participatory action research, storytelling/youth media and campaigns. In addition, they rely on
extensive experience and judgment to plan and accomplish goals while performing a variety of
tasks and leading and directing the work of others on their team.
The Program Manager serves as the liaison to school and community partners, leads the media
strategy implementation, and the education curriculum delivery strategy implementation, youth
pro-social and leadership activity development, community education/awareness outreach, and
social norms campaign efforts at schools throughout Merced County as well as leading
healthequity efforts in supporting our Healing Generation Center, Youth Voices Alliance, Moving
Forward Cohort and Cactus Flower and potentially support pathways for new work as
opportunities arise.
A. RESPONSIBILITIES
1. Strategy, Program, Contracts & Partnership Management
● Manage HGC, Moving Forward and Cactus Flower program design and goals in
accordance with organizational mission and strategy
● Manage contracts by creating processes for documenting program activities, including
progress reports and year-end reports, within required timeframes; ensure that data
collection methods meet funder obligations; draft and submit required reports
● Document program activities in reporting systems on a consistent basis
● Document the timely completion of contractual goals and objectives, including internal
and external reports
● Support the program staff in the development and implementation of balanced,
demographically diverse youth membership; provide oversight in the production of
program outreach materials
● Create and implement programs to support contractual deliverables
● With support from Leadership Team, develop strategic alliances and partnerships to
advance program and organizational goals
● Develop relationships with local leaders & decision makers and attend local government
meetings and events when needed
● Attend School Board, City Council meetings & County Board of Supervisor meetings as
needed during campaigns
2. Human Resources and Personnel Management
● Establish a positive, healthy and safe work environment
● Ensure that program staff receives an onboarding plan that includes orientation to the
organization and that appropriate training is provided
● Implement the YLI performance management process for staff which includes monitoring
the performance of staff on an on-going basis and conducting an annual performance
review
● With support from Leadership team, coach and mentor staff as appropriate to improve
performance and develop and implement a professional development plan
● Lead team and one-on-one meetings with staff to ensure progress and completion of
contract deliverables
● Maintain check-in and supervision logs
● Oversee & develop internship programs.
3. Resource Management
● In partnership with Leadership team and Finance team, develop and manage program
budgets
● In partnership with the Finance team, ensure timely invoicing
● Share project budgets with programmatic staff
● Manage coordination of media and press coverage for campaigns as necessary
4. Curriculum Development & Training Delivery
● Expand programs into new sites and cultivate partnerships with new institutions.
● Support Training and Consulting Services (TCS) as needed
5. Fund Development & Leveraging New Opportunities
● Identify and share funding opportunities to support programmatic direction
● In partnership with Leadership team, support grant proposal narratives for renewal and
new opportunities

**Responsibilities**
The successful candidate will qualify as a CCP VPM and a Visual Examination Expert (VEE), and interface with working groups and customers from outside organizations as needed to complete work scope. The Project Administrator is accountable to provide support to the Project Management and Accounting teams in terms of document control, record keeping, A/P, A/R, and clear communication with our Clients, Subcontractors, Vendors, and all Haggerty Construction Inc. (HCI) team members. The Project Administrator is accountable for monitoring the progress of Construction projects, issuing subcontracts and change orders, processing A/P invoices for Subcontractors and issuing A/R project billings to Clients. Project Administrators must diligently follow up with Subcontractors and Project Managers to ensure all documents are received and processed in a timely manner. The minimum responsibilities for this position include, but are not limited to, the following:
Accountable For
Project Accounting
Identify information gaps and omission to check accurate management of the accounts in all operating systems
Understands budgeting, project forecasting, cost control, schedule, anticipated cost and project profitability in the Construction Department
Develop a thorough understanding of the billing parameters surrounding each project, with special emphasis on the subcontractors involved and schedules as they relate to billing
Enter project budgets and Schedule of Values (SOV) in software programs
Review and input Subcontractor/Vendor invoices for approval by Project Manager in Procore
Discuss with Project Manager which subcontract invoices are being billed within monthly Pay Applications or percentages complete (if invoice not received)
Create percentage complete Subcontractor invoices in Procore to ensure proper financials are accounted for and follow up with subs to collect actual invoices
Handle all subcontractor communications in a professional and expedient manner
Collect and track California Preliminary Notices, Conditional, & Unconditional waivers for Subcontractors, third tier Subcontractors and Suppliers for each assigned project
Create all monthly construction billings per Project Managers request, ensuring accuracy and distributing final approved pay applications to Client and Lender, if applicable
Follow up on collection status of project receivable payments
Assist in collecting any special owner requirements for billing, i.e. sub lien releases
Maintain project-related records
The ability to identify, analyze and resolve complex issues within each project
Ability to maintain confidentiality of all financial data
Accurately complete accounting closeout for each project ensuring all costs are captured and commitments to subcontractors and vendors are recorded and closed in Procore
Contract Administration
Collection and tracking for current status throughout duration of projects all job specific subcontractor documents including, but not limited to executed contracts and packets, business and contractor licenses, IIPP safety policies, W-9s and Certificates of Insurance (COI), prior to any work being performed
Maintaining an organized job project folder on HCIs main server or electronic repository (Procore)
Auditing job files within operating systems and files for accuracy in both charges and credits as well as vetting contract language to ensure good communication to our subcontractors and internal staff are achieved
Generate Letters of Intent (LOI) to subcontractors under direction of Project Manager
Accurate preparation of subcontract agreements and purchase orders in compliance with the bid documents, budget, and estimate in HCIs current construction management software program
Prepare and issue Change Orders under direction of Project Manager
Verify executed subcontract and change order commitments are ERP linked
Proactively communicate and maintain good relationship with Subcontractors
Research and process HCI Preliminary Lien Notices prior to starting projects
Maintain & update Procore directory, both global and project specific
Collection and tracking of job specific closeout documentation, including O&M Manuals, warrantys and as-built plans to provide our respective Client
Assists Project Managers with meeting preparation and capturing accurate meeting minutes and/or action items to distribute to team
Project Administration Support with Field Team Operations
Work with Project Managers to determine which cost codes in budget should be utilized
Work with Project Manager, Project Engineer, and Field Supervisor to create Work Orders
Create and process all Purchase Orders for self-performing work as Field Team needs
Place material orders, when needed for Field Team
Arrange delivery of temporary services, when needed for Field Team
Support and communicate regularly with each assigned Superintendent
Review Procore photos, daily logs, etc. for accuracy, review of duplication, and identify missing information and assist Superintendent with keeping it organized

MINIMUM QUALIFICATIONS
EITHER PATTERN I
Education: Completion of a certificate program in substance abuse counseling, recognized by the San Joaquin County Department of Health Care Services.
Experience: Four years of counseling or case management experience in substance abuse or social crisis program at a level equivalent to Substance Abuse Counselor II in San Joaquin County.
OR II
Education: Graduation from an accredited college or university with a major in psychology, social work, business or public administration or closely related field.
Experience: One year of counseling or case management experience in a substance abuse or social crisis program at a level equivalent to Substance Abuse Counselor II in San Joaquin County.
Substitution: Additional qualifying experience may be substituted for the required education requirement on a year-for-year basis to a maximum of two years, but may not be substituted for the specialized education requirement. Completion of a certificate program in substance abuse counseling may be substituted for 12 semester or 15 quarter units of specialized education.
AND
Certification: Possession of a current certificate as an Alcohol and Other Drug (AOD) Counselor issued by a certifying agency approved by the State of California. Certification must be maintained, as defined by the Department of Alcohol and Drug Programs, California Code of Regulations, Chapter 8. Failure to maintain certification may result in release from employment.
License: Possession of a valid California driver's license if required by nature of assignment.
Substitution for Alcohol and Other Drug Certification: Possession of a license to practice medicine issued by the Medical Board of California; or Psychologist licensed by the Board of Psychology; or Clinical Social Worker; or Marriage and Family Therapist licensed by the California Board of Behavioral Sciences; or an Intern registered with the California Board of Psychology or the California Board of Behavioral Sciences.

Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.

Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
The following incentives and bonuses may be available for eligible new hires. Incentives and bonuses are subject to approval by Human Resources:
* Vacation Accrual Rate: San Joaquin County vacation accrual rate consistent with the candidate's total years of public service.
* Sick Leave: Candidates leaving other employment may receive credit for actual non-reimbursable sick leave hours (up to 160 hours) from their last agency. Hours shall be subject to San Joaquin County's minimum sick leave cash out provisions.
* New Hire Retention Bonus:
* $2,000 upon completion of first year equivalent employment (2,080 hours)
* $1,000 upon completion of third year equivalent employment (6,240 hours)

Selection Plan
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.

Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods.
* Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. The minimum number of names to be referred will be equal to the number of positions plus nine, or 10% of the eligible list, whichever is higher. When filling nine or more positions in a department at the same time, the top rank or ranks will be referred and the minimum number of names shall be two times the number of positions to be filled or 10% of the eligible list, whichever is higher. This applies only to open competitive recruitments.
* Rule of Five: The top five names will be referred for hiring interviews. This applies only to department or countywide promotional examination.
* Rule of the List: For classifications designated by the Director of Human Resources, the entire eligible list will be referred to the department.
Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.
Pre-Employment Drug Screening Exam: Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.
Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grand parent, grand child or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when;

* The employment would result in one of them supervising the work of the other.

The Project Manager will be a member of VBC's U.S. Project Delivery Team. In this role you will manage the development and execution of a project(s) from early design through manufacturing. Starting with the design phase, you will work cross-functionally with internal departments and stakeholders to turn the concept into reality. You will use project management tools, processes, and best practice methodologies to manage scope, schedule, and cost.

The Project Manager is responsible for representing VBC, both internally and externally, in a manner that aligns with our brand and core values.
Key Responsibilities:
Client Relationship Management
Support Project Executive with client communications and act as a point of contact between VBC and client project teams.
Demonstrate a strong understanding of the key contract terms and manage the relationship with the client and VBC in accordance with the contract.
Responsible for final project handover to client, including appropriate documentation
Project Lifecycle Management
Develop a charter for each project that provides clarity of roles and responsibilities, scope and objectives, financial targets, and escalation path as required
Lead VBC project teams through design and execution; make or facilitate all project-level decisions.
Manage project submittals and approvals internally and externally
Schedule and lead all project meetings (internal and external).
Manage detailed project schedules including full lifecycle and short-term lookaheads.
Contract and Scope Management
Facilitate change management with the customer by presenting potential and actual change orders for variances to scope, including impacts to t budget, and schedule
Monitor project progress, identify risks and implement mitigation strategies
Manage RFI flow and communication among all stakeholders throughout the project lifecycle.
Budget and Financial Oversight
Responsible for project schedule and budget management from detailed design through manufacturing and delivery
Develop detailed budget tracking, including spending and invoicing against forecast
Review and approve project financials including invoicing, billing, and purchase orders.
Responsible for delivering client billings, confirming against design and manufacturing progress
Internal Cross Functional Leadership
Work cross-functionally with business development and preconstruction as necessary during design to facilitate the completion of the manufacturing contract with the customer
Liaise between internal VBC teams - design, manufacturing, construction.
Track procurement progress to ensure material availability, especially long lead time items
Review project quality assessments from the Manufacturing Quality teams to understand and report on project health during the manufacturing process
Coordinate with logistics team and all stakeholders to ensure implementation of the shipping and set plan.
Responsible for reporting project health, including budget, schedule, design progress, procurement progress, manufacturing execution, etc.
Communication, Organizational Leadership & Team Development
Maintain clear communication across all levels-field crews, consultants, executives.
Mentor and develop junior project management talent within the organization.
Promote a culture of accountability, collaboration, and continuous improvement.
Support internal initiatives to improve project delivery processes and operational efficiency.
Work closely with the project management team to drive lessons learned feedback loop to internal team to improve standardization and efficiency.
Required Qualifications
Bachelor's degree in architecture, engineering, or related field AND at least 7 years of work experience managing projects in the manufacturing or AEC industries OR high school diploma and at least 10 years of work experience managing large-scale, multidisciplinary projects in AEC industry.
Experience managing multidisciplinary project teams including internal and external design teams, to deliver complex projects (ideally, from design through manufacturing and delivery).
Experience generating, managing, and reporting project schedules and budgets.
Experience reviewing and managing complex client and subconsultant contracts.
Experience in identifying project risks including design deficiencies, schedule concerns, and other project-specific issues.
Excellent communication, leadership and problem-solving skills.
Proficiency in reading, interpreting, and commenting on project documentation (large multidisciplinary architectural and engineering drawing sets), procedure manuals, schedules, RFIs, etc.
Proficient with Microsoft Office, including Word, Excel, Outlook, and Project.
Experience with industry specific software and technology (e.g., SAP, BIM360, Smartsheet).

Preferred Qualifications
Project Management Professional (PMP) or similar certification.
