**Job Description**
**Key Responsibilities**
+ Lead full lifecycle projects to stand up or reconfigure distribution centers (DCs), forward stocking locations (FSLs), and 3PL operations
+ Drive development of network design, capacity, and location strategy in partnership with Supply Chain and Logistics Engineering
+ Establish and manage integrated project plans, schedules, budgets, risks, and change control
+ Oversee facility readiness: layout, racking, material flow, EHS compliance, security, and regulatory requirements

The Alaska Center envisions a thriving, just, and sustainable Alaska for future generations. Our “Clean Energy for All Alaskans” initiative advances equitable climate policies, supports clean energy programs, defends against harmful legislation, and amplifies Alaskans' voices in public processes around energy democracy, while centering those who are most impacted by climate change.
Position Overview:
The CCE Program Manager oversees the design and implementation of advocacy strategies and campaigns around climate and clean energy for The Alaska Center and The Alaska Center Education Fund. They track and engage on issues in a variety of venues, including electric cooperative utilities, regulatory agencies, and the state legislature. They work collaboratively with the Advocacy Director to create campaign plans, manage and track campaign metrics, draft relevant grant proposals and reports, and hold leadership positions within coalitions. The CCE Program Manager is one of the leads on climate and clean energy issues facing Alaskans and works collaboratively with the Political Director around policy and legislative recommendations. The Program Manager ensures that campaigns and field plans engage community members who are closest to the issues and incorporate robust volunteer leadership development throughout the year. They build coalition relationships, hold leadership positions amid our coalitions, and manage organizational relationships with community leaders and energy experts.

Minimum Qualifications and Experience
Education
Bachelor's degree in engineering, required, electrical preferred. Additional specialized training in electric utility designs, construction, planning and accounting, preferred. Alaska Professional Engineer registration or the ability to obtain Alaska Professional Engineer registration by comity within one (1) year, preferred. Master's degree in projectmanagement or ProjectManagement Professional (PMP) certification, desired.
Experience
Five (5) years of progressively responsible engineering design or construction experience, required including three (3) years of supervisory and projectmanagement responsibility. Experience with high voltage (115 kV and greater) land and submarine cables, preferred. Must have electrical, mechanical, and architectural experience as needed for complete design, including familiarity with foundations and structures. Must have experience in organizing and supervising work groups and coordinating plans and designs with other internal departments and external agencies. Experience working in a union environment preferred.

The successful candidate will be responsible for overseeing day-to-day operations, developing, and implementing security policies and procedures, and managing a team of professionals. Travel will be required.

ESSENTIAL DUTIES & RESPONSIBILITIES

Developing and implementing project infrastructures and operations of the organization.
Manage daily operations at multiple site locations.
Provide directions to the workforce to achieve and document metrics.
Act as primary liaison with DOD personnel, BSNC shareholders and meet with the Contracting Officer or Contract Representative to review performance and to plan improvements.
Ensure all company primary plans are executed.
Ensure delivery of required reports.
Ensure contract compliance through close supervision of Operations and Administration.
Draft replies to client-identified performance concerns; devise Plans of Action to address identified performance discrepancies.
Establish quality planning, control and assurance procedures to maintain quality standards throughout the execution and completion of a project.
Ability to travel periodically to conduct site visits and assist the Operations Manager.
Track Deliverables; providing required reports.
Oversee a training program (Initial, OJT, Refreshers and others as required) that maintains the currency of all employee training requirements and certifications; provide documentation to the Operations Manager and the COR.
Contribute to the development of Standard Operating Procedures (SOPs) and other technical documentation as needed.
Update and submit the Training Plan and Training Schedules at the required intervals for submittal to the COR as required by contract.
Provide additional technical support during the September surge period, up to 100 hours, to meet fiscal year-end requirements.
Ensure all employee time is entered accurately into Deltek.
Travel to various worksites required, as needed.

Required (Minimum Necessary) Qualifications
· Bachelor's degree in a relevant field (e.g., Telecom Engineer, RF Engineer, or related discipline); or at least 8 years of related industry experience and have knowledge of program objectives, policies, procedures for government contract billing and human resources.
Valid Driver's License for the State you reside in.
Knowledge, Skills, Abilities, and Other Characteristics
Strong communication skills; verbal and written.
Strong computer skills; Microsoft Office Suite programs such as WORD, EXCEL, PowerPoint, Visio, and Microsoft Project.
Strong organizational skills.
Ability to monitor/assess performance of self, other individuals, and organizations to make improvements or task corrective action.
Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
Preferred
· DOD Secret or higher clearance.
· Prior experience with a government contractor or other government entity and understanding of radios and IT systems.
· CAD programs.
· Government Contracting Management Experience.
· PMP or CAPM certified
· CompTIA Project + certified

The work described herein is primarily in a modern office setting. Occasional travel to remote sites with severe climate may be required.
