Position Summary:
The Program Manager - Transitional Aged Youth (TAY) Outpatient Services provides program-level leadership and management for VOA Alaska's outpatient services serving older adolescents and young adults. The Program Manager is responsible for day-to-day operations and performance of TAY outpatient services, including access and scheduling, clinic flow, staffing coverage, and coordination across clinical and wraparound services.
The Program Manager directly supervises the TAY Clinical Supervisor and the Wraparound Services Supervisor (or equivalent roles assigned to TAY services) and works through them to support and hold accountable clinical and wraparound staff. Collaborate with clinical and wraparound leaders to support consistent implementation of VOA Alaska's philosophy and model of care for transitional aged youth, including engagement, motivational work, skill-building, and transition planning.

Serve as an operational point of contact for TAY Outpatient Services with internal departments (Medical, Admissions/Access, Billing, QA/Compliance, HR, IT, Facilities) and external partners (colleges, workforce and vocational programs, housing and supportive services, adult behavioral health providers, and other community agencies).
Participate in division and organizational meetings and workgroups as assigned and help implement changes and initiatives at the TAY outpatient program level.

Qualifications
Education - Bachelor's degree in behavioral health, social services, health administration, or a related field is required; an equivalent combination of education and extensive relevant work experience may be considered. A master's degree in a behavioral health field is preferred but not required.
Experience - Extensive experience in behavioral health, youth and young adult-serving, or healthcare programs, typically at least three years, with outpatient or community-based services strongly preferred; one to two years in a lead, supervisory, or coordination role is preferred; experience working specifically with transitional aged youth or young adults is strongly preferred.
Knowledge and other requirements - Familiarity with outpatient behavioral health operations and documentation standards and a basic understanding of payer requirements such as Medicaid is preferred; knowledge of systems that frequently interact with TAY (education, workforce, housing, adult behavioral health) is helpful; ability to pass all required background checks and clearances; commitment to trauma-informed, culturally responsive, and developmentally appropriate practice; ability to work a schedule that supports young adult access, which may include some early evening hours; valid driver's license and reliable transportation.

RESPONSIBILITIES

Experience
Five (5) years of progressively responsible engineering design or construction experience, required including three (3) years of supervisory and project management responsibility. GovCIO is currently hiring for a Project Manager to lead delivery of IT, non-IT, and ancillary services and support in support of NSIN and/or Mission Partners projects that enable C6ISR, Advanced Training, Autonomous Technology and AI, Security Cooperation, Automated Logistics, Health IT and Business Systems, and Cyber Operations mission sets on a TDL.
This position will be located in Anchorage, AK and will be an onsite position.
Responsibilities
Creates integrated project plans for contract deliverables and new products in development projects. Manages a project team comprised of a multidisciplinary staff. Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. Generally reports to a Program Manager.
Applies program-level management standards such as CMMI and ISO to the TDL.
Manages cost, schedule, performance, communication, quality, risk, and resources, including subcontractors, assigned to the TDL.
Takes corrective action as appropriate.
Transparently communicates with contractor, NSIN, Mission Partner, and FEDSIM stakeholders as appropriate. Institutionalizes DevOps, lean, agile, DevSecOps, ITIL, and other processes and frameworks.
Prepares inputs to management-related deliverables, including the Monthly Status Report and Technical Direction Plans.
Manages Extended Work Week (EWW) requests, Travel Authorization Requests (TARs), and Requests to Initiate Purchase (RIPs), ensuring alignment with Mission Partner needs and contractual requirements.
Manages the direction of a project through the design, implementation, and testing in accordance with project objectives.
Defines requirements and plans project lifecycle deployment.
Supervises professional and technical support personnel performing in their regular disciplines.
Schedules tasks and coordinates with various team members to accomplish the results.
Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
Ensures adherence to quality standards and reviews project deliverables.
Conducts project meetings and is responsible for project tracking, analysis and reporting.

Bristol Prime Contractors, LLC is seeking a qualified Project Manager in our Anchorage, AK location. The Project Manager is responsible for the management of small to large, complex client projects. This position is responsible for all aspects of a project including obtaining, planning, directing, coordinating and supervising projects in Bristol's various business lines.
Major Responsibilities
Prepare cost estimates and proposals, allocate resources for project, and oversee field activities.
Coordinate with clients, regulatory agencies, and project stakeholders to ensure conformance with contract terms.
Represent Bristol as Point of Contact for contract, developing and maintaining positive client relationships.
Study contract documents to determine appropriate methods for completion and explain plans and contract terms to administrative and field staff.
Administer contract pre-planning meeting. Ensure stakeholders understand their role and specific job duties.
Prepare staff Loading Schedule.
Confirm that all required permits and licenses have been obtained.
Ensure project needs and objectives are being met.
Coordinate with designated Quality Control and Health & Safety representatives to ensure Bristol and project standards are met.
Minimize company exposure and project performance risks.
Manage project changes, and prepare change orders where necessary.
Prepare or review project information reports and other project reporting documents as required.
Track costs and prepare Accruals and Estimate to Complete reports on a timely basis.
Prepare invoices to clients on a timely basis.
Prepare field reports and after action reports.
Analyze and track project financial performance.
Minimum Education/Experience
Bachelor's Degree in Project Management, Engineering, Environmental Remediation, Engineering or Business. Year for year experience may be substituted in lieu of degree. Minimum of five years recent experience as a Project Manager for Construction, Environmental Remediation or Engineering projects.
Required Knowledge or Skills
Experience managing all aspects of medium to large projects.
Knowledge of materials, methods, and tools.
Detail oriented problem solver.
Direct experience with and established relationships with Federal clients.
Ability to effectively handle multiple projects and tasks, to prioritize and organize, and work well under stress in a fast-paced environment.
Ability to be flexible and adapt to constant change.
Excellent client management/stakeholder engagement skills.
Ability to provide both technical and supervisory assistance to the estimating team.
Strong critical thinking and negotiation skills.
Microsoft Project or Primavera proficiency.
Knowledge of environmental regulations.

Strong interpersonal skills to assist and communicate with staff.
USACE and USAF experience.
Preferred Knowledge or Skills
