The Executive Director in Hospice supervises all aspects of patient care, all activities of professional staff and allied health personnel, regulatory requirements compliance, financial performance, and quality assurance performance improvement activities for agency. The Executive Director or alternate will be available on-site during business hours and additionally, if needed.
Responsible for compliance with all regulations, laws, policies and procedures, that are applicable to hospice and Medicare / Medicaid issues when applicable on a daily basis.
Immediately available (or has Alternate Designee) to be on-site during business hours or immediately available by telephone when off-site conducting agency business, available after hours as needed.
Directs the day-to-day operations of the agency and acts as the driver for the Care Management Process. The Executive Director or designee RN, such as a Patient Care Manager, will receive daily report on patients from staff. This process also includes review of patient care paperwork, referral information, recertification processes, discharge information, and event reporting, etc. on a daily basis.
Reviews monthly financials relative to all aspects of the operation to assure that quality patient care is delivered in the most cost-effective manner.
Participates in the QAPI planning and processes, reporting, and improvement action plans as indicated. This includes chart audits, patient satisfaction, financials, contracts, patient/family complaints, etc. and appropriate follow-up.
License Requirements
Must be a licensed physician; licensed registered nurse; licensed social worker; or a Bachelor's degree college graduate with at least three (3) years of documented success in discipline/field of study and a minimum of one (1) year of full time experience in a hospice, home health, or other health care delivery system setting.
Three (3) years of health care leadership preferred.
Current CPR certification required for Executive Directors who may provide services to patients in the field.
Current Driver's License and vehicle insurance, and access to a dependable vehicle, or public transportation.

Administers, conducts, evaluates and supervises the implementation of behavioral
assessment measures (e.g., VB-MAPP, Vineland) and functional assessment measures
Develops individualized, evidence based, culturally sensitive goals and objectives for home, community, and center-based programs

Act as a liaison between UCCE, Boards of Supervisors and County Administrative Officers as appropriate.
Serve as the chair of the University of California Cooperative Extension Central Sierra MCP Advisory Council. Hold twice yearly meetings of this Advisory Council.
Secure county budgets and resources that grow UCCE presence and efforts in the region.
Build relationships and synergies to deploy UCCE research to address regional needs.

Strong background in management, administration or similar experience including, but not limited to, business operations, budget and fiscal management, human resources, conflict resolution, multidisciplinary teams, project management, facilities planning, etc.
Demonstrated experience with applied research and educational programs, and working with academics.
Knowledge and experience in supporting volunteer and youth programs.
Understanding of the UC ANR mission.
Demonstrated record of skills in leadership, strategic planning, program evaluation and supervisory skills that motivate and develop staff.

This is not a remote work position.
Physically be in each of the four MCP counties for three full days of work monthly, as well as, one day per week in each county to meet with stakeholders. Schedule at least one day per month in South Lake Tahoe (El Dorado County satellite office) and in Alpine. However, in winter months, travel to these two offices may be impossible.
Ability and means to travel on a flexible schedule as needed.

Role Overview
The Vice President - Utility Contracts & Operations reports directly to the CEO and is responsible for two primary mandates:
Utility contract development: build and execute a pipeline of vegetation‑management contracts with investor‑owned utilities (e.g., PG&E, SCE, SDG&E), municipal utilities, and public agencies. This includes participating in trade associations, marketing WCTS's services to utility clients, researching and identifying opportunities, preparing bids, and negotiating contract terms.

Relationship management: build senior‑level relationships with utility vegetation‑management executives, public‑utility commissions, fire‑protection agencies, and community stakeholders to position WCTS for repeat business.
Operational & safety leadership
Define and implement operational strategies: establish an organizational structure, processes, and technology to support utility work. Monitor performance and proactively identify efficiency improvements.
Budgeting & financial control: manage annual and quarterly budgets; own P&L for the utility services division; prepare profit‑and‑loss statements and financial forecasts.
Regulatory compliance: ensure all utility vegetation‑management work meets CPUC General Order 95, Public Resource Codes 4292 and 4293 requirements, and California's fire‑break and clearance standards. Field crews must maintain a minimum 12‑foot clearance from high‑voltage lines and remove dead, diseased, or structurally unsound trees that could fall into lines.
Safety culture: implement and audit safety programs consistent with OSHA and ANSI Z133; ensure crews use certified arborists and utility specialists. SCE notes that utilities trim or remove approximately 700,000 trees each year in California to maintain safe clearances and mitigate wildfire risk; WCTS's VP must champion a safety culture that meets or exceeds these industry standards.
Integrated vegetation management: promote best practices (e.g., risk‑based inspections, LiDAR and aerial patrols, hazard tree removal) and adopt technology for work planning and data management. Liberty Utilities' vegetation program uses LiDAR and remote sensing and employs ISA‑certified arborists to inspect, prune, and remove trees for power‑line clearance.
People & leadership
Lead and develop managers: hire, mentor, and evaluate management‑level staff; set performance goals and conduct reviews.
Establish culture: foster an inclusive, accountable, and safety‑first culture; set training goals for crews and ensure compliance with WCTS's corporate safety program.
Collaboration: coordinate with finance, HR, fleet, and legal to support operations; provide regular updates to the CEO on operations, issues, and opportunities.
Qualifications & skills
