The DVHA Data Analytics & Information Lead position is part of Department of Vermont Health Access (DVHA)'s Data Management and Analysis unit. This team provides data analysis, distribution of Medicaid data extracts to contractors supporting our programs, and reporting to regulatory agencies, the legislature, and other stakeholders. We provide mandatory federal reporting to the Centers for Medicare and Medicaid Services (CMS) and deliver routine data feeds to Vermont Healthcare Claims Uniform Reporting and Evaluations System (VHCURES). Our team develops the annual Healthcare Effectiveness Data and Information Sets (HEDIS) data extracts to allow quality comparisons with Medicaid programs nationwide. The Vermont Chronic Care Initiative (VCCI) depends on our provision of weekly claims and monthly eligibility data for Care Coordination and new member outreach. Data analysts in this team respond to `ad hoc' data requests from DVHA staff and other AHS departments and state agencies.
The team actively supports initiatives around performance measures, performance improvement projects, and large-scale efforts to modernize Medicaid database systems. The analyst collaborates on designing, developing, and implementing change processes to encourage beneficiary and provider coordination and cooperation. Example subject matter of these performance projects includes Breast Cancer Screening, Initiation and Engagement of Alcohol and Other Drug Dependence Treatment, Hypertension, Diabetes control and clinical outreach to those newly subscribed to Medicaid.

**Job Description**
The Manager, IT Audit, will play a key role within Western Digital's Global Internal Audit (IA) organization, supporting the delivery of assurance and advisory activities related to technology, cybersecurity, IT governance, and systems implementation. Reporting to the Senior Director, IT Audit, this role will oversee and execute audits across global operations, support the company's SOX program, and help strengthen IT risk management practices in alignment with WD's enterprise strategy and "Built to Win" culture.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Audit Planning & Execution
+ Lead the planning, execution, and reporting of IT audit engagements across infrastructure, applications, ITGCs, and cybersecurity.
+ Conduct IT SOX control testing, including ITGCs, automated controls (ITACs), IPE, and system access reviews across ERP (Oracle) and key business systems.
+ Assess system changes, configurations, and integrations to ensure compliance with WD's IT policies and SOX requirements.
+ Identify control deficiencies, root causes, and actionable recommendations, ensuring timely management remediation.
+ Support coordination with external auditors (KPMG) to align on scope, approach, and reliance opportunities.

+ Support audits and advisory reviews over major initiatives such as system implementations, cloud transformation, AI enablement, and system decommissioning.
+ Stay informed on evolving IT regulations (e.g., PCAOB, SEC, data privacy, etc.) and industry trends to enhance WD's control posture.
Collaboration & Communication
+ Build strong partnerships with IT, Information Security, Finance, and other global functions to promote a culture of risk awareness and control excellence.
+ Communicate audit results, risk insights, and recommendations clearly to management across geographies.

About the Role
The IT Project Manager is responsible for planning, coordinating, and delivering enterprise IT initiatives in support of federal mission objectives. This role focuses on managing cross-functional technical efforts, aligning stakeholders, and ensuring delivery against scope, schedule, and performance expectations.
The IT Project Manager serves as a central coordination point between engineering teams, service providers, and government stakeholders. The role requires a strong understanding of IT systems and infrastructure, disciplined project execution, and the ability to operate effectively in a compliance-driven environment.
Core Responsibilities
Own delivery of end-to-end IT projects across infrastructure, systems, and enterprise technology domains.
Manage project lifecycles from initiation through closeout, ensuring adherence to defined scope, schedule, and quality standards.
Coordinate execution across internal technical teams and external service providers to ensure timely and accurate delivery of project outcomes.
Develop and maintain integrated project schedules, including task sequencing, dependency mapping, and critical path analysis.
Monitor and control project scope, schedule, and cost against approved baselines, identifying and addressing variances.
Track and manage inter-project dependencies, risks, and constraints across multiple concurrent initiatives.
Identify project risks and issues early, implement mitigation strategies, and escalate as appropriate to protect delivery commitments.
Maintain project artifacts-including plans, forecasts, risk logs, and status reports-to provide transparent visibility into progress and decision points.
Facilitate regular project reviews and stakeholder updates, enabling informed decision-making and issue resolution.
Apply Agile, hybrid, or Waterfall methodologies based on project needs and delivery context.
Utilize tools such as Jira, Confluence, Microsoft Project, and Microsoft Teams to manage workflows, schedules, and documentation.
Drive continuous improvement through lessons learned, trend analysis, and refinement of project management practices.
Required Qualifications
Bachelor's degree in InformationTechnology, Project Management, or related discipline (or equivalent experience).
7-9 years of IT project management experience, preferably in federal or large-scale enterprise environments.
Familiarity with Agile/Scrum and Waterfall methodologies.
Strong communication skills for collaboration with engineers, leadership, and government stakeholders.
Proven ability to manage budgets, SLAs, and performance metrics for multiple concurrent projects.
Proficiency with MS Project, Jira, Confluence, and MS Teams.
Preferred Certifications
PMP or CAPM certification.
ITIL certification or familiarity with IT service management practices.
Experience supporting federal IT programs or large-scale enterprise systems.
Foundational understanding of infrastructure, networking, cloud platforms, and security concepts.
