We are currently seeking a full- time HumanResources (HR) Generalist to join our regional office located in Springfield, Illinois. Salary starting at $70,000 depending on years of experience.
The HumanResources (HR) Generalist provides support to an assigned contract regarding employee relations matters and acts in a generalist capacity, frequently traveling to prison locations within the assigned territory.
This job is responsible for providing analytical support to HR Operations Shared Services Administration team and Centers of Excellence Team with regard to a variety of administrative, systems, and business operations problems, and participation in related system development projects. Responsibilities may include: analysis, audits, compliance and regulatory reporting, quality assurance, interaction with employees and HR staff, and higher emphasis on problem resolution. Further, this job will partner with all HR segments, including compensation, communications, talent acquisition, business partners, and HR Operations to ensure understanding of plans and compliance requirements and to assist in continuously improving HR processes and employee experience.

**Essential Responsibilities**
Support the HR Operations Shared Services Administration team and Centers of Excellence Team in one or more of the following areas:

+ Perform varying degrees of analysis of information gathered from surveys, HR systems and other relevant information collected in order to develop recommendations for the development, revision and maintenance of the enterprise programs. This includes having the ability to: (a) build databases, (b) utilizes complex queries, (c) data analysis tools, and (d) development of metrics and analytics.
+ Perform project task work or participates on project teams to develop administrative processes and systems or respond to ad-hoc requests from management.
+ Maintain ongoing communication with identifying and articulating problems to various staff members, including senior staff members, outside venders, etc.
+ Generate and deliver reports for operational and performance metrics related to Functional Administration.
+ Participate as a team member in testing of new systems, enhancements to existing systems, and production support.
+ Responsible for data analytics and provides period over period variance explanations to management.
+ Assists with employee data auditing and compliance reporting.
+ Assists in the preparation and management of regulatory and compliance requirements
+ Provide project and analytical support in the administration and evaluation of programs, analyze and develop policies

Position Overview:
The Illinois Labor Relations Board is seeking to hire a Labor Relations Investigator. The Illinois Labor Relations Board oversees public sector collective bargaining for the State of Illinois for all public employees outside the education sector. The ideal candidate will be a highly motivated professional with experience in labor relations who will be able to effectively investigate petitions and charges brought before the ILRB and help facilitate efficient management of the agency's investigative caseload. This unique position offers the ability to participate in the agency's processes at every stage. Essential Functions
* Serves as a Labor Relations Investigator for the Illinois Labor Relations Board (ILRB) conducting investigations of unfair labor practice charges and representation petitions as authorized by the Illinois Public Labor Relations Act (5 ILCS 315) and related administrative rules,
* Plans, directs, and conducts elections related to union representation of public employees
* Serves as a senior staff attorney.
* Serves as a Compliance Officer.
* Serves as a Mediation Officer.
* Counsels clients of the ILRB by answering technical questions related to the Illinois Public Labor Relations Act and the Board's administrative rules
* Performs other duties as required or assigned, which are reasonable within the scope of duties enumerated above.
Minimum Qualifications
* Requires three (3) years of progressively responsible administrative work experience in labor relations or humanresources.
* Requires knowledge, skill, and mental development equivalent to four (4) years of college in business, public administration, or a related field.
Preferred Qualifications
* Prefers at least two years of experience working for a public labor relations agency or the labor relations division or department of a public employer.
* Prefers at least two years of experience in conducting investigations.
* Prefers at least two years of experience in providing customer or constituent services.
* Prefers at least two years of experience in conducting or facilitating mediation, alternative dispute resolution, or settlement agreements.
* Prefers at least two years of experience drafting written recommendations to higher level executives.
* Prefers at least two years of experience in conducting compliance procedures.

The Illinois Public Labor Relations Act (Act), 5 ILCS 315 (2014) governs labor relations between most public employers in Illinois and their employees, along with the labor organizations that represent these employees. Together with the Illinois Educational Labor Relations Act, 115 ILCS 5 (2014), the Act provides comprehensive statutory regulation of public sector collective bargaining in Illinois. It has many similarities to the National Labor Relations Act, which regulates collective bargaining matters in the private sector, and to the laws of other states that regulate collective bargaining in the public sector.

Qualifications
