Job Description:
The State of Nebraska, Department of Health and Human Services is seeking an Administrative Specialist for the Office of Health Disparities and Health Equity Unit within the Division of Public Health.
Under limited supervision, this position manages the daily operations of a program or office, handling both administrative and technical tasks. The work directly impacts how the agency runs its services and systems. Responsibilities include setting procedures, planning work processes, identifying staffing needs, and ensuring quality and efficiency. This role may serve as an office manager, supervise a team of support staff, or provide specialized support through data analysis and program evaluation.

Job Duties:
* Plans, organizes, and implements work assignments in various administrative service areas such as accounting, budgeting, grants, contracts, personnel, legislation, public relations, or in program operational and interagency/intergovernmental liaison areas, of the office or an assigned function to meet goals and objectives.
* Develops and implements monitoring/evaluation procedures to oversee the effectiveness of the program administrative processes and to identify any associated problems.
* Advises office staff of administrative functions and processes to ensure office maintains all work in accordance with policies and procedures.
* Manage the resources (equipment, supplies, space, and communication) for the operation and maintenance of program activities within the 4 priority areas of the office (funding, training, technical assistance, and network and advocacy). This includes preparation and review of payment documentation, monitoring grant activity for fiscal and objective compliance, creating contract amendments, website management, and evaluating reports.
* Oversees and manages external event planning to include consultation sessions, LHD/CBO visits, conferences, and workshop/trainings of the office.
Position will work Monday-Friday 8:00a.m. to 5:00p.m.
Requirements / Qualifications:
Minimum Qualifications: At least one year of post high school coursework or experience in: administration, office management, accounting, finance, planning, policy analysis and implementation, administrative/management analysis, operations research, program evaluation, research, or similar fields or in a field related to the programs or functions of the employing agency.
Preferred Qualifications:
* College degree or equivalent work experience in similar roles.
* Previous success in office management.
* Experience managing budgets and expenses.
* Experience developing internal processes and filing systems.
Other: Some positions may require experience and/or training that is unique to the work assigned; a valid driver's license or the ability to provide independent authorized transportation; and/or criminal history background checks and other specific background check protocols for their agency.
Knowledge/Skills/Abilities
Knowledge of: office management and record keeping methods and practices; administrative report preparation practices; research and administrative survey techniques; work planning and organizing; business computer and communication systems.
Ability to: interact with office staff and senior managers, employees, and the public to gain their cooperation and to establish work relationships; formulate and recommend modifications to operational directives to attain office and division goals; apply management practices, techniques, and methodologies to assigned activities; collect, assemble, and analyze facts and draw conclusions to recommend solutions to problems; identify and interpret program-administrative requirements, policies, and regulations to provide guidance and advice; organize and present facts and opinions to office team; learn the structure, functions, goals, and policies of the office.
